JAPATUL VALLEY (CNS) -- Firefighters today worked toward full containment on the smoldering remains of the Valley Fire, which was 87% contained after blackening 17,665 acres in rural eastern San Diego County, authorities said."Fire activity was minimal overnight as firefighters continue to mop up hot spots and secure the fire perimeter," according to a U.S. Forest Service news statement. "Structure defense remains a priority for values at risk. Every day the fire stays within its current perimeter, the threat to the adjacent communities continues to diminish. High pressure over Southern California will result in a warming trend into the middle of the week."The Valley fire, southeast of Alpine, has destroyed 30 residences and 31 outbuildings, damaged 11 other structures and injured three firefighters.RELATED: Resource event gets Valley Fire victims back on their feetAs of Sunday evening, the resources dedicated to battling the fire included 48 engines, four water-dropping helicopters, two bulldozers, 15 water tenders, 13 hand crews and a total of 609 personnel, according to Cal Fire.At noon Friday, Cal Fire announced that all evacuations and road closures necessitated by the conflagration, dubbed the Valley Fire, had been lifted.Saturday morning, the county announced the reopening of the Lake Morena and Potrero campgrounds that had been closed during the evacuation orders.Campsites were available to book at http://reservations.sdparks.org.However, the Cleveland National Forest remained closed to the public until further notice "to protect natural resources and provide for the safety of the public and firefighters," Cal Fire advised."This closure will stay in place until conditions improve and we are confident that national forest visitors can recreate safely," officials with the state agency said.The blaze erupted for unknown reasons early Sept. 5 off Spirit Trail and Carveacre Road and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, Cal Fire officials said.The agency cautioned those returning to the fire-ravaged area to "use extreme caution around trees, power poles and other tall objects or structures that may have been weakened" by the blaze.The San Diego County Sheriff's Department was increasing its patrols in the area to ensure public safety and prevent looting.Officials advised that motorists in the area could face traffic disruptions due to the continued presence of firefighters, law enforcement personnel and utility workers still in the area.Non-residents were asked to avoid locales in and around the burn zone if possible.Gov. JAMUL, Calif. (KGTV) - Neighbors are calling for more safety measures after surveillance video captured a fiery collision at an intersection in Jamul.A week ago, just before 5 p.m., Marc Burnett was opening up his off-road racing shop along Campo Road, when he heard it."I heard the skid marks hitting, and then I heard the boom," said Burnett.He ran outside and was greeted by flames."I just saw flames in the air. I saw a lot of flames. I saw the guy on the ground. He was on fire," said Burnett.Burnett raced back inside."I got the fire extinguisher, and had to put the motorcycle out -- and him," said Burnett.Burnett says the motorcycle driver, a man in his 30s, suffered serious burns to his hands and legs, but survived."He was very lucky that he survived," said Burnett.Burnett even more amazed when he looked at his surveillance video.In it you can see the truck pulling into the intersection from Maxfield Road and stop, before the eastbound motorcycle slams into the side of the truck, exploding into flames."Very scary to see that video. Didn’t know it was that bad until I saw it," said Burnett.Sadly, it was not unfamiliar.Burnett, who’s been in the area for more than 15 years, says he’s seen the aftermath of some eight serious accidents at that intersection, including a person killed crossing the road."It’s kind of a blind turn ... People coming out where the truck coming out ... It's hard to judge," said Burnett.Burnett is now lobbying for a traffic light at that intersection, which is often busy with casino traffic."Drivers are passing semi trucks on the turn. It's dangerous. KGTV (SAN DIEGO) - The report investigating whether President Donald Trump or his aides colluded with Russians to interfere with the 2016 election, or obstruct justice, has been handed over to the Department of Justice. So what now?"He didn't call a ball or a strike, he said you know I'm just going to let you guys do this," said former U.S. Attorney Chuck LaBella. LaBella explained Attorney Robert Mueller is leaving it up to the Department of Justice to decide."I actually think it's the right call for him to make because he is not in the Department of Justice, he's a former prosecutor, he knows what the rules are, he knows what the standard is, but this is a Department of Justice policy decision," LaBella said. LaBella worked on a similar investigation, during former President Bill Clinton's administration, regarding campaign finance abuses.When it comes to how much information can be released, LaBella said the public will probably only see 30-40% of the findings. "People calling for the public wholesale release of this need to really check the law, because the law is pretty clear,", he explained, saying grand jury materials, including interviews, are private."It could potentially hurt people who only had tangential involvement in this. They were initially suspected of bad conduct," he said. LaBella said they were exonerated by the end of the investigation and it would be embarrassing to tie them to the investigation.What does all of this mean to San Diegans?"I don't think anything's going to change the election in California, I mean California's pretty much on one side already," LaBella said.10News spoke with local Democratic Rep. Susan Davis, who adamantly wants the full report released, saying it has huge implications on future politics. "I think it raises a lot of questions for our next election, in what we're going to do, how we're going to prepare for it, and so a lot of this really informs us all to be sure this never happens again," Davis said. She said the investigation took lots of taxpayer money and two years of work and the people deserve to know what came of the investigation.As for President Trump, his response was captured in a tweet: "No Collusion, No Obstruction, Complete and Total EXONERATION. KNOXVILLE, Tenn. — Authorities in East Tennessee have asked the public to be on the lookout after a tiger was spotted near an industrial park.The Knox County Sheriff’s Office said a deputy spotted the tiger Wednesday night in the Forks of the River Industrial Park.The sheriff’s office says several agencies are looking for the tiger, including the Tennessee Wildlife Resources Agency, Knoxville police’s Animal Control Unit and representatives with Tiger Haven, which is located in Kingsport.Investigators say there have been no other sightings.
