(KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed. (KGTV) - As deaths in the US from suicide and opioid overdose skyrocket, San Diego health leaders have plans already in action to fight the rising trend."People are living in a lot of pain," says Dana Richardson, who oversees the Community Health and Engagement department at the Community Health Improvement Partners (CHIP)."We're talking about promoting resilience, problem-solving skills and reducing isolation."In San Diego in 2017, 458 people committed suicide, and 1,266 people died from an overdose. Richardson says the link between the two can't be ignored.The Centers for Disease Control says those two factors are the reason that life expectancy dropped in the US for the first time in years. According to a CDC report, someone born in 2018 can expect to live to be 78.6 years old, down from 78.7 in 2017.While the drop is slight, the factors causing it are significant."This is a large epidemic across the country," says Dr. Sayone Thihalolipavan, a Deputy Public Health Officer for the County Department of Health and Human Services.Thihalolipavan says the county has already put out health alerts warning people about Fentanyl, a highly potent opioid that can cause a fatal overdose from just a few microscopic particles. They have also received several state and federal grants to buy thousands of doses of Naloxone, a drug used to fight the effects of an opioid overdose.Across the nation, Fentanyl was responsible for 28,466 of the 70,237 overdose-related deaths in 2017.Other grants have paid for the training of medical professionals in the East County, where overdose numbers are higher. They're teaching doctors, nurses and pharmacists about which opioids are safer to prescribe, and in what amount. The hope is the training will help people avoid addiction and dependency, which can lead to abuse.Other health officials are looking at the link between alcohol abuse and suicides.A recent county study showed that the top three areas in San Diego for suicide rates all rank in the top five for the prevalence of alcohol licenses and sales. Richardson believes that shows alcohol's role in people choosing to take their own life."It's a mind-altering drug," he says.The county also has a website, Up2SD.org and a crisis hotline (888-724-7240) set up for anyone who needs help. 2321

SAN DIEGO (KGTV)— The man accused of raping and torturing a woman in his home in Rancho Penasquitos faced a judge today. 32-year-old Uber driver, Seyed Hassan Kaboli pleaded not guilty to 12 counts of sexual crimes. Kaboli peaked through his holding cell, as the judge announced his fate. San Diego Police said Kaboli bound, raped, and tortured a woman, multiple times at his home in Rancho Penasquitos on May 19th and 20th. Sky10 footage showed the victim being consoled by the police on Monday, and she said she ran naked to escape 24 hours of brutal misery. The next day, Kaboli was arrested just north of National City. 10News obtained a copy of the criminal complaint, explaining Kaboli’s 12 felony charges. They include:(5) Forcible oral copulation (2) Rape(1) Rape by a foreign object(1) Torture(1) Assault with great bodily injury(1) Sexual battery(1) False imprisonmentThe complaint also suggests that there may be another person involved in the crimes. Under count three, it reads Kaboli “inflicted aggravated mayhem and torture on the victim and another person.”Under count eleven, it reads “said person was unlawfully restrained by said defendant and an accomplice.”In the courtroom, neither the defense nor the district attorney would comment on a possible third party.Still, the judge issued a protective order for the victim— a woman, whose relationship was not disclosed. But Kaboli’s defense attorney said she was not his Uber customer. “There is no prior relationship,” Kaboli’s attorney, Ryan Tegnelia said. “He is not denying that they came into contact with each other on the date of the incident. But before that, they did not have any relationship.”Tegnelia said Kaboli’s family describes him as an introverted man who keeps to himself. They said they are shocked at his arrest. “This obviously came completely out of left field for them, caught everybody by surprise,” Tegnelia said. The judge set Kaboli’s bail amount at 0,000. San Diego County welcomed its first baby of 2019 at 12:04 a.m. Ainhara Abegail Banos was born at Scripps Mercy Hospital in Chula Vista at 7 pounds and 14 ounces. The bundle of joy is 20 inches tall. Her mother, Elizabeth Morales, said Ainhara's three older sisters can't wait to meet her. "They're waiting for her!" Morales said. She joked that her other daughters, however, "wanted a boy."Morales thought she would have a quiet New Year's Eve because the baby wasn't due until the middle of January. While at home, Morales' water broke and her sister brought her to the hospital. Even though Morales has three other children, she said she was still nervous. Even for seasoned veterans of the hospital, the first baby of the year is always exciting."I've been doing this for over 30 years. I still get goosebumps every time a baby is born," said Elizabeth Retts, Director of Maternal Health.Morales and the baby will be discharged tomorrow. 949

(KGTV) - A former North County Boy Scout said he is one of hundreds of sexual abuse victims in a new lawsuit against the Boy Scouts of America.Matt, who only wanted to use his first name, joined the Boy Scouts when he was around 13 years old. He really loved the outdoor activities.“We had a lot of great trips… a lot of good camp outs,” Matt said. Roughly a year after he joined, things changed.“We had an assistant Scoutmaster that started to join us on trips,” Matt said. “He just started spending more time with kids and a lot of these bad things started to happen.”The new lawsuit alleging sexual abuse was filed on behalf of one former scout in Pennsylvania. The total number of alleged victims in this latest wave of accusations is more than 850, according to attorney Andrew Van Arsdale. Matt is one of them.“Our oldest [alleged victim] is in his late 80s. Our youngest is 14-years-old,” Van Arsdale said. Van Arsdale is one of the lawyers involved in the group “Abused in Scouting.” The group came together after hearing the Boy Scouts were potentially filing for bankruptcy. They began a campaign telling victims that they no longer have to be in hiding. “It’s time to come forward. It’s the right time now and the response was overwhelming,” Van Arsdale said. He said he is “100 percent” expecting more people to come forward. For Matt, time has not healed all wounds of what he said the assistant Scoutmaster did to him.“He had come at me on multiple times. I think the first time, I was able to get him away from me,” Matt said. He was able to get away the first time, but not every time. He specifically remembers a camping trip in Camp Pendleton.“I woke up and he had gotten his hands on my genitals and massaging me… I woke up and pushed him off,” Matt said. “I think I just really kind of put it at the back of my head and just tried to forget about it.” But he didn’t forget and he said other kids in his troop were also abused by this man. In a statement, the Boy Scouts of America said that they “believe victims” and that the organization has “taken significant steps over many years to ensure that we respond aggressively and effectively to reports of sexual abuse.” The full statement can be read here.
