SAN DIEGO (KGTV) — San Diego Police have identified the man killed in an officer-involved shooting this week in Mountain View.Police said 39-year-old Jose Alfredo Castro-Gutierrez was shot and killed after officers responded to the 300 block of South Pardee Street just before 5 a.m. on Monday over reports of a violent disturbance involving a weapon.According to SDPD, Castro-Gutierrez was staying at a home as a guest when the residents were woken up by him. He had reportedly been acting paranoid and ripped a metal curtain rod from a window and began breaking windows and other objects in the home.RELATED: San Diego Police shoot, kill vandalism suspect in Mountain ViewWhen police arrived, they saw Castro-Gutierrez in the front window and could hear him breaking objects and yelling inside.SDPD says officers gave directions in English and Spanish to try and communicate with Castro-Gutierrez but got no response. Eventually, Castro-Gutierrez crawled out of a broken window and made his way to the front of the property where officers were.Police said Castro-Gutierrez began to run at full speed toward them with the metal pole, prompting three officers to fire their weapons at him: One officer fired a bean bag round, another officer fired a Taser, and a third officer fired several rounds from his service pistol, SDPD says.Castro-Gutierrez was hit by at least one round and fell to the ground. Officers started first aid at the scene, but Castro-Gutierrez was pronounced dead at the hospital.The officer who fired his service pistol was identified as Isai Castillo, a two-year veteran of SDPD assigned to Southeastern Division.SDPD's homicide unit is currently investigating the shooting, after which the San Diego County District Attorney's Office will review the case to determine if the officers bear any criminal liability. SAN DIEGO (KGTV) — San Diego County's unemployment rate ticked down to 14.8%, but a potential new wave of closures could wipe out a large portion of the recent job gains.The San Diego Association of Governments reported Thursday that the jobless rate in the region is continuing to drop from a peak of 25% on May 9. Still, roughly 250,000 workers in the county remain unemployed amid the Coronavirus outbreak. Ray Major, the agency's chief economist, said the increased spread of the virus could lead to prolonged economic frustration. "What (the report) shows is that we're ready to go back to work, but that the recovery is probably going to be slow, and we're probably going to be having this conversation with double digit unemployment throughout the summer and probably into the fall," he said. The potential drawbacks would take a financial and mental toll on thousands of workers who returned to their jobs, only to be sent back to file for unemployment. Season and Ian McKesson had to close their two hair salons when the pandemic broke in March and got by on unemployment. "It was hard working 50 to 60 hours a week and being proud that you can maintain everything and then all of a sudden you can't do anything. It was almost like being ripped apart, for me," Season said. The McKessons had to shutter their Mission Hills salon permanently but did reopen their Fallbrook location, called Mary Jane North. SAN DIEGO (KGTV) - Residents in Hillcrest are worried homeless encampments will start more fires in the area.Back in March, a canyon underneath the Vermont Street Bridge went up in flames. Fire crews say it was started from an encampment. Marina Macklin knows that problem all too well. "You're very afraid of the fires," said Macklin. "Because they move really quickly out there because it's so dry." MAP: Track crime happening in your neighborhoodNearly two months later, debris from the Vermont Street Bridge remains in the canyon. "They cleaned it up? No." said Macklin. "It's all still there, it's all laying down there."According to the University Heights Community Association, the canyon west of the bridge is owned by Caltrans. The east side is city property. Councilman Christopher Ward's office says they've been working to clean it. "If they say they're cleaning it up they're taking their time," said Macklin. "Why?" She says cleaning it won't solve the problem. "They go down there, set up their camps, somebody starts a fire, and they leave for a while," said Macklin."The city might go down there and do a little bit of stuff and then as soon as it's all clear and they feel safe the homeless go back in there again."Councilman Ward's office said they've already added more security guards to the Hillcrest Market area. "Security guards up here don’t do anything for the canyon," said Macklin. "I don’t even think they're supposed to go there. Is the city gonna hire security guards to go down into the canyon? I don’t think so." 1668

SAN DIEGO (KGTV) — San Diego leaders say they are working to help prepare the county's homeless population to protect themselves from the coronavirus.An outreach team has been busy installing hand washing stations across San Diego to address the virus concerns as it affects those experiencing homelessness. Team members have been helping individuals protect themselves against the virus by passing out hygiene kits that include hand sanitizer, info on symptoms, water, soap, tissues, and hand wipes.Nurses have also started to visit San Diego shelters to help prepare those staying there, especially those suffering from underlying medical conditions or who are older. Leaders say nurses are prepared to be on site to assist with screening potential patients and identify potential housing options if they need to be moved for care. Potential options include motels, government buidlings or facilities, or tents, according to leaders.According to the county, medical professionals are on high alert for any possible local outbreak. Currently, one person has been confirmed to have coronavirus. That patient is said to be doing well. Leaders added that there is no evidence of "community-based transmission" in San Diego.Those who are testing in San Diego County must do so through a primary doctor. The county says if someone doesn't have a doctor, they can call the county's coronavirus hot line at 2-1-1. 1415
