SAN DIEGO (KGTV) — San Diego isn't called the "Capital of Craft" for nothing.April 7 marks National Beer Day across the U.S. So why did the powers that decide these "holidays" choose this date? On April 7, 1933, the Cullen-Harrison Act, signed by President Franklin Roosevelt, went into effect. The bill allowed beer to legally be manufactured and sold in the U.S. following the end of Prohibition.Needless to say, there are plenty of places to celebrate the day and local industry in San Diego. SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2982

SAN DIEGO (KGTV) — San Diego County reported 409 new coronavirus cases Thursday and a single-day record of 17 new deaths from the virus.Thursday's new cases had a 4% positive rate out of 10,434 reported tests, according to the county, bringing the region's total to 21,855 cases. The county's new deaths brought the county's death toll to 465. Eleven men and six women died between July 2 and July 15, and their ages ranged from 51 to 90 years of age. All but one had underlying conditions.The county also reported one new community outbreak traced to a gym, bringing the region's total to 14 community outbreaks in one week — double the region's trigger.Of the region's total COVID-19 cases, the county says 2,127 or 9.7% have needed hospitalization, and 558 or 2.6% of all cases and 26.2% of hospitalized cases were admitted to an intensive care unit.The county remained above the state’s threshold of no more than 100 cases per every 100,000 residents at 153.2 cases. 978

SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from.
