(KGTV) -- Neighbors in an Escondido neighborhood are worried after they say dozens of tires were slashed overnight Saturday.The incidents reportedly happened on 4th Avenue and 2nd Avenue between Date and Elm Streets.Residents on 4th Avenue reported waking up Sunday morning to find that at least 11 vehicles had their tires slashed.Similarly, residents on 2nd avenue reported that nearly 30 vehicles had slashed tires.Police said they have been made aware of the incidents but it’s unclear if they have a suspect or will be investigating.Imagine waking up and finding your tires slashed, then finding out it happened to DOZENS more on your block. (KGTV) -- Police are investigating an officer-involved shooting that occurred during a traffic stop in Escondido early Friday morning.The incident happened at around 3:45 a.m. on Broadway, near Washington Avenue, according to Escondido police.Police said officers were initially called to a home in the 300 block of Park Avenue due to a reported restraining order violation. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada was at her home and she identified his vehicle.On Broadway, an officer spotted a white car being driven by Quezada and pulled him over.According to police, Quezada "exited his vehicle holding a 3-foot long crow bar and ran toward the officer."Police confirmed the situation prompted the officer to fire multiple shots. Quezada was struck in the abdomen, and he was transported to Palomar Hospital for treatment of his injuries.Police said the officer, who was not injured in the incident, is a 4-year veteran of the department. A lieutenant at the scene told 10News he believes this was the first time the officer was involved in a shooting. The officer was placed on administrative leave pending the investigation.According to police, the officer’s body camera was active during the incident.A stretch of Broadway at Washington Ave. was closed for several hours due to the probe. 1364

ENCINITAS (CNS) - The family of three women killed last summer when a multi-ton section of sandstone collapsed onto them at Grandview Surf Beach have a filed a lawsuit against the city of Encinitas, the state of California, and a local homeowners' association, while also calling Wednesday on legislators to support a bill aimed at preventing future coastal bluff collapses.Family members of Julie Davis, 65; her 35-year-old daughter, Anne Clave; both of Encinitas, and Davis' 62-year-old sister, Elizabeth Charles of San Francisco, said little has been done to improve conditions or beachgoer safety more than a year after their loved ones were killed.Moreover, during Wednesday's news conference announcing the lawsuit, attorneys alleged that the city knew of the dangers regarding the cliff's instability for decades, but did not take the necessary measures to prevent the erosion that contributed to the fatal bluff collapse on Aug. 2, 2019, nor do enough to warn beachgoers of the hazards.Encinitas officials did not immediately return a request for comment.In an email, a spokesperson for the California State Parks said: California State Parks is not able to comment on pending litigation.The three victims and other family members gathered at the beach for a celebratory occasion, as Charles had recently recovered from breast cancer. A portion of the cliff collapsed on top of them just before 3 p.m., "crushing the decedents in front of their loved ones and family members," according to the complaint filed Tuesday alleging wrongful death and negligence.Attorneys say several factors contributed to hazardous groundwater seepage in the area, including increased urban development, poor storm drain and irrigation management, and the continued growth of non-native plants along the bluff.Deborah Chang, one of the attorneys representing the family, said those conditions made the bluff a "ticking time bomb" for a collapse like the one that killed the three women."It wasn't a question of if something was going to happen, but when," Chang said.Development in the area diverted groundwater into other areas of the bluff, weakening its stability, according to the lawsuit.An irrigation system that was to be removed remains in place Wednesday, while non-native plants allowed to flourish in the area have accelerated the erosion and instability of the cliffs, the complaint states.Additionally, the complaint alleges that a defective drainage system used by the Leucadia-Seabluffe Village Community Association and Seabreeze Management Company has contributed to the accumulation of water atop the cliffs.Bibi Fell, another of the family's attorneys, said, "This was not an unknown, natural occurrence. It was decades in the making."Chang said that in addition to compensatory damages, they are hoping the spotlight brought onto the issue by the lawsuit will effectuate some kind of change to prevent further tragedies.The family also threw their support behind SB 1090, introduced earlier this year by Sen. Patricia Bates, R-Laguna Niguel, which would obligate public agencies and private owners of seafront property in San Diego and Orange counties to mitigate coastal erosion.The women's family members said safety measures that could have prevented last year's fatal collapse have still not been enacted, yet people continue to visit Grandview Surf Beach on a daily basis.Curtis Clave, Anne Clave's husband, said despite ongoing bluff collapses in the area, he continues to see people at the beach, including "dozens of families" resting up against the bluffs on Tuesday."We're standing here today calling on local and state officials to finally stand up and do something. This issue needs to be addressed immediately. These bluffs continue to fall and we can't stand to see another family go through what we did, and are still and will always be going through," Clave said. 3895

ESCONDIDO, Calif. (KGTV)- While many business owners were forced to make the painful decision to shut down during the pandemic, some still took the risk of opening for the first time.Samantha and Weston Nawrocki weren’t going to let the COVID-19 pandemic stop their goal of opening a new café locally.“For coffee, the great thing is most people treat it even non-pandemic as a to go item,” said Weston Nawrocki.The couple has a coffee shop and roasting location in Rancho Bernardo, but their new business is up and running in their own city, Escondido, just six blocks away from their home.Manzanita Roasting Company opened Friday inside The Grand, which is home to the historic Ritz Theater, now newly renovated.“I’ve been a resident since I was a kid,” said Samantha Nawrocki. “I always drove by and said ‘I wish something would go in there’ and now we’re in there.”The City of Escondido shut down a couple of lanes on Grand Avenue and helped businesses transition to provide outdoor services under the current COVID-19 restrictions.Now, more new businesses are opening on busy Grand Avenue.“We have Daydream, which is a lovely gift store, we also have Off The Grid Surplus, let’s say you’re an off-road enthusiast of the jeep crowd, that’s definitely going to be your place,” said Amber Tarrac, the Deputy Director of Economic Development for the City of Escondido. “We also have Good Omen Mead, a meadery which is amazing stuff to try.”Tony Pepperoni Pizzeria and Barrel republic are currently still under construction, but Tarrac said they should be opening on Grand Avenue sometime soon, although a specific date is not clear.“We’re really excited about them, they’ve been under construction for a while,” she said.Tarrac said it’s not just Grand Avenue doing well with new businesses; from March 1st through November 23rd, Tarrac said hundreds of new businesses opened across the city.“We’ve had 696 new businesses; these are new permanent, in city businesses,” she said. “The bulk of those businesses are actually home occupations, so we’ve had quite a few folks that have decided to become entrepreneurs and start different businesses out of their home. We also had a number of retailers and restaurants open up.”The Nawrocki’s say they were able to hire ten new employees right before the holidays. For them, it’s the positivity, help from the city, outpouring of local support, and the love of coffee that’s gotten them through this year.“I feel like there’s more people kind of walking around and excited to support small business,” said Samantha Nawrocki. “We come down here to grand avenue and support local businesses, so it’s really great to be a part of that.”Businesses in historic downtown Escondido will be participating in Small Business Saturday on the 28th, in an effort to get more people to shop local.Discounts and bonuses may be offered at some locations.The City of Escondido is helping small businesses with outdoor moves; to find out more, click here.Complimentary fencing is also available for businesses that want to move services outdoors.
