SAN DIEGO (KGTV) — Construction has started on Mission Valley's first public elementary school.The new preschool through 5th-grade campus at the corner of Via Alta and Civita Boulevard will serve residents living in the Civita residential development. Families living in the Mission Valley and Fashion Valley neighborhoods will also make use of the new school.The campus will feature classrooms with roll-up doors that open to the outside for 1st- through 5th-grade students; dedicated play areas for preschool, kindergarten, and 1st- through 5th-grade students; "makerspaces" for students; and an indoor-outdoor multipurpose facility.San Deigo Unified School District provided a virtual walkthrough of the campus here."With more significant growth planned in the area, we must prepare for the influx of new families and students," said Dr. John Lee Evans, Board of Education President. SAN DIEGO (KGTV) -- Consumer prices rose by nearly four percent in San Diego over the last year largely due to an increase in the cost of gasoline, according to a new report by the U.S. Department of Labor. According to the report, prices in the San Diego area rose 3.8 percent over the last 12 months and 1 percent over the last two months. The largest increases stem from household furnishings and operations and housing, which rose by 9.3 and 5.2 percent over the last year. The report points out that an increase in prices for food and energy over the last two months was fueled by higher gas prices. The energy index jumped 11.4 percent over the last two months mainly due to higher gas prices, according to the report. Over the last year, food from home increased by more than 2 percent while food away from home actually decreased by 0.4 percent. California's gas tax will jump by another 5.6 cents per gallon on July 1, 2019. Although the report may seem discouraging, the cost increases were at least partially offset by a 1.1 percent price decline in education and communication. The report shows that items like cereal and baked goods were up by nearly 2 percent from May of 2018 to March of 2019. Apparel was up by more than 6 percent from May of 2018 to March of 2019. Milk and dairy products also rose by 2 percent in the same time period. Consumer prices increased in a similar way in neighboring Los Angeles. Over the last year, prices in Los Angeles rose by more than three percent, but May only saw prices rise by 0.2 percent. The report shows that the cost of household goods and operations rose by nearly 6 percent while housing jumped 4.4 percent. In the west as a whole, consumer prices rose by nearly 3 percent while increasing by 0.5 percent in May. SAN DIEGO (KGTV) - Approximately 900,000 San Diegans who pay for sewer services may have had their rights violated.It’s part of what being alleged in a massive new class action lawsuit against the City of San Diego, its Public Utilities Department and the San Diego City Council.The suit calls it an “illegal financing scheme”. Attorneys who brought the suit claim the issue surrounds the city’s million smart water meter system and how it was paid for.  The lawsuit alleges the city knowingly used about million from the city's sewer fund instead of the city's water fund to help pay for that meter system.Subsequently, hundreds of thousands of San Diego sewer ratepayers were allegedly misinformed about what their money was being used for. Attorneys argue sewer ratepayers were quite possibly paying for a system that they did not necessarily benefit from- the smart water meter system. It’s still unknown whether there were any rate hikes directly tied to this.The suit claims the situation was an unconstitutional grab of million in funds.The San Diego City Attorney’s Office is reviewing the complaint and will respond through the court. 1183

SAN DIEGO (KGTV) — Custom churros are the latest foodie find on Kearny Mesa's bustling Convoy Street culinary scene.Churreria is taking the classic dessert treat and adding their own twist. The churro stop gives customers the chance to customize their churro with toppings like bacon, coconut, and even fruity pebbles. Better yet, churros are made right before customers' eyes.Nicholas Tran, owner of Churreria, said the idea for a churro shop developed after a trip by the border.RELATED: 10 must-eat restaurants on San Diego's Convoy Street"We saw this kiosk and they were having these churros from this little stand. And I was 'Oh my god. That's a fantastic idea,'" Tran said. "Everyone loves churros!"Tran's wife and his business partner embarked to Spain to develop how they would make their churros. The main difference, Tran, said is the basic ingredients.Traditional North American churros contain egg, milk, and butter. Spanish churros, though, are made from just flour, water, salt, and oil."It's vegan and vegetarian. It's good for people who are lactose intolerant or who have a dairy intolerance or with eggs," Tran. "This happens to be a healthy churro. The pair settled on donating the used oil to two areas: A local company that repurposes cooking oil into biofuel and a shelter that uses the oil for soap for homeless individuals."We try to put back into the community instead of just dumping the grease ... and having it hauled away," Tran said.
