SAN DIEGO (KGTV) - If you look up to the early morning sky on next week, there's a good chance you'll catch NASA's rocket launch.NASA's InSight is scheduled to launch May 5 from Vandenberg Air Force Base in California between 4:05 a.m. and 6:05 a.m., weather permitting. The launch will be NASA's first interplanetary launch on the West Coast.Insight will launch atop an Atlas V rocket, one of the biggest available to make the 301-million mile voyage. And if you live in Southern California, you'll have a front-row seat.RELATED: SpaceX rocket launch seen above San Diego"If you live on the California Central Coast or south to L.A. and San Diego, be sure to get up early on May 5th, because Atlas V is the gold standard in launch vehicles and it can put on a great show," Tim Dunn, launch director for the Launch Services Program at the John F. Kennedy Space Center in Florida, said.If the launch is scraped, NASA has given a six-month time window to set InSight for Mars. Whenever InSight launches in this window, it would be scheduled to arrive at Mars Nov. 26, 2018, around 12 p.m."If you live in Southern California and the weather is right, you'll probably have a better view of the launch than I will," said Tom Hoffman, project manager for NASA's InSight mission, who will be in the control room during launch.RELATED: SpaceX?launches NASA'S planet-seeking satelliteInSight will deliver a lander and two satellites to the Red Planet to investigate how the planet was formed and has evolved over time. It will also measure Mar's seismic activity and how meteorites have affected the planet. The mission is estimated to last about two years. 1699

SAN DIEGO (KGTV) — It's a disease that kills nearly a half million people a year. Mostly children. But painstaking work right here in San Diego is bringing the world ever closer to ending malaria."After you've been doing it for a while you get a little bit tired," said PhD student Madeline Luth, as she works over a microscope, "You're hands get a little bit shaky."She's part of a research team at UC San Diego involved in tedious, precise work."I'm using my syringe here to separate out a single mosquito," she said, "to isolate the thorax which contains all of the malaria parasites." Malaria is a parasite spread by mosquitoes; making the insect the deadliest organism on the planet -second only to humans. Millions of people -primarily in poor parts of the world like Africa- are made sick by the parasite every year. And hundreds of thousands die."What we're trying to do is interrupt the process so the infection never takes hold in your liver.," said Dr. Elizabeth Winzeler, who heads up the research team at the UC San Diego School of Medicine. "So you never develop any symptoms of the disease".Dr. Winzeler says here team has tested more than a half million compounds against the parasite. And is now about to release hundreds of promising mixtures to researchers around the world. "They can take the recipes and the information that we've used and start their own anti-malarial drug development," says Dr. Winzeler. The open door approach with no intellectual property protections, is made possible by billions of dollars in grants from the Bill & Melinda Gates Foundation. It is also a necessity since the vast majority of those new drugs will save, are too poor to pay for medicine. The venture is purely to save lives. "We're doing this for the good of humanity, says Dr. Winzeler, "And I think everyone is on board with this idea." Even if, says PhD student Madeline Luth, some of the work is hard to explain."It's a little strange telling people I dissect mosquitoes every Wednesday morning." 2022

SAN DIEGO (KGTV) — In October, members of ICE, CBP and USBP held a meeting with several organizations in San Diego, telling them the Department of Homeland Security would be ending a policy known as “safe release.”That’s according to a lawsuit filed Wednesday by the County of San Diego against Kirstjen Nelson, secretary of the Department of Homeland Security. The policy of safe release had been in place since at least 2009. Under it, ICE would work with asylum seekers who had made it legally across the border to connect with family or sponsors in the United States. ICE officials would coordinate transportation as well, making sure the migrants made it to their final destinations. At the meeting in October, federal authorities notified Jewish Family Service and the San Diego Rapid Response Network that ICE would no longer be providing that service.“When that policy ended we quickly began to notice there were moms and children being dropped off at the bus stations here in San Diego,” said Michael Hopkins, CEO of Jewish Family Service. “We realized pretty quickly that we needed to create some type of shelter so that we didn’t have families sleeping on our sidewalks and adding to our homelessness problem in San Diego.”Since October, Hopkins estimates they’ve helped nearly 12,000 migrants in San Diego. On average, they take in 50 to 100 people per day, but it can fluctuate.“Last week we had nights when it was over 200,” said Hopkins. The shelter has moved around several times, but in March, the County announced it would allow the Rapid Response Network to operate the shelter out of the former family courthouse in Downtown San Diego. The operation has cost about .3 million, according to the County. It’s come from a mix of donations and money given to the county by the state. In a statement from DHS, officials told 10News, “until Congress acts to address the obvious drivers of the crisis and gives the Department the proper resources, we will continue to refine and adapt our processes to address our many priority missions to the best of our abilities.” 2083

SAN DIEGO (KGTV) -- Maintenance crews were hard at work at UC San Diego Tuesday fortifying campus buildings ahead of the rainstorms expected this week, all while several dorms continued to dry out from the last one.Workers shored up roofs and deployed straw wattles and 200 sandbags near the Marshall Lower Apartments. The university said 12 to 15 dorms flooded last week during torrential rain.UC San Diego said drains near the apartment complex were overwhelmed by the water and debris.RELATED: UC San Diego students reeling from flooded dorms after storm“We conducted additional drain and area inspections of the Lower apartments in advance of the rain,” the university said in a message to residents. “[Housing, Dining and Hospitality] maintenance staff will be on standby to ensure that everything holds and storm drains remain clear.”The National Weather Service said a flash flood warning will be in effect Wednesday morning through Thursday evening in coastal areas and the inland valleys. The bulk of the rain is expected to hit Wednesday evening through Thursday morning. Rainfall totals through Friday could reach 1.5 to 2 inches in coastal areas and up to 3 inches in the San Diego County mountains, NWS meteorologist Miguel Miller said.UC San Diego maintenance crews were still trying to dry out some of the dorms that flooded with fans Tuesday, meaning some students have to contend with the hum of dehumidifiers while studying for midterms.RELATED: What you need to know about San Diego's Thanksgiving holiday storm“The dehumidifiers were kind of loud, but it was a constant sound so I got used to it,” said one student.Another student, Jason Rose, said not only did his apartment building flood, his car did too. The vehicle was parked in the Hopkins Parking Structure.“I was studying all night for a week, so I didn’t go to my car until four days after. When I opened my car door, it smelled terrible and when I looked inside it was just full of water,” he said.“It’s totalled probably,” he added.Rose said the university did offer to help with his insurance claim.Check 10News Pinpoint Weather conditionsStudents said maintenance crews have been quick to respond to issues, but with this week’s storms will be a test.“I’m pretty concerned,” said one student. “Especially because it seems like there’s not any long term changes right now. I know that takes longer to do, but I don’t think 10 sandbags are going to save all of our apartments.” 2466
