According to the report, California’s military engagement rank fell to the 30th spot on the list while the state ranked 48th for civic engagement. "Yes, I have. And I can do it if I want," Trump told a reporter when he was asked if has considered using emergency powers to build his wall and secure the .6 billion needed for construction.The reporter then asked if that means he doesn't need Congressional approval to build the wall."Absolutely," Trump said.
