(KGTV) - A California lawmaker is proposing a series of new laws that would increase police records transparency and reform the state's 9-1-1 system.State Senator Nancy Skinner's Senate Bill 776 would expand public access to all records involving police use of force, provide access to all disciplinary records involving officers who have engaged in racist, homophobic, or anti-Semitic behavior, and allow the public access to sustained findings of wrongful arrests and wrongful searches.It would also require access to the above records even when an officer resigns before the agency's investigation is complete and mandates that an agency, before hiring any candidate who has prior law enforcement experience, to inquire and review the officer's prior history of complaints, disciplinary hearings, and uses of force among other things."The purpose of my bill, SB 776, is to expand our ability to get records on a whole host of different officer misconduct and disciplinary actions so that we can hold agencies accountable and so we can begin to build trust again," Skinner said.The proposal comes after Skinner's Senate Bill 1421 changed decades-old law enforcement transparency laws.SB 1421, which went into effect in 2019, requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty, and confirmed cases of sexual assault to the public.Shortly after the bill became law, several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn't contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statute to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.A judge ruled SB 1421 applies retroactively to all records.Senator Skinner also proposed SB 773.According to her office, the bill would reform the state's 9-1-1 system so that calls concerning mental health, homelessness, and other issues not requiring police intervention can go to an appropriate social services agency. 2197

SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. "The ship will not come on shore until we appropriately assess the passengers."RELATED: Screener at Los Angeles airport tests positive for coronavirusPassengers currently aboard who were also on the February voyage will also be tested. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. At least nine counties have declared an emergency over the virus, according to state officials. ROCHESTER, N.Y. (AP) — The mayor of New York’s third largest city has suspended a group of police officers involved in the suffocation death of a Black man last March. Daniel Prude died March 30 when his family took him off life support, seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.Wednesday, Prude’s family held a news conference and released police body camera video obtained through a public records request that captured his fatal interaction with the officers.Prude had been taken to a Rochester hospital for a mental health evaluation about eight hours before the encounter that led to his death. He was released back into the care of his family and then abruptly ran into the street and took off his clothes.A medical examiner concluded that Prude’s death was a homicide caused by “complications of asphyxia in the setting of physical restraint.” The report lists excited delirium and acute intoxication by phencyclidine, or PCP, as contributing factors.New York Attorney General Letitia James’ office took over the investigation of the death in April. It is ongoing.Rochester Mayor Lovely Warren announced the suspension of the officers Thursday. She said the officers would still be paid because of contract rules. “Mr. Daniel Prude was failed by the police department, our mental health care system, our society and he was failed by me,” Warren said.Messages left with the union representing Rochester police officers were not immediately returned Thursday. 1630
