SAN DIEGO (CNS) - Poll watchers will be permitted to observe election activities at polling stations countywide on Nov. 3, though COVID-19 related restrictions will limit the number of people allowed inside polling places.Social distancing requirements mean only about one to two observers might be rotated in and out of the polling places at any given time this year, Assistant Registrar of Voters Cynthia Paes said Thursday.The number of polling places in San Diego County has been reduced from 1,548 in March to 235 larger polling places that will be open for four days and are each expected to be staffed by about 15 county employees, Paes said.The role of poll watchers has garnered increased attention as part of the national discussion on voter fraud and voter intimidation sparked most recently by President Donald Trump's call at Tuesday's presidential debate for his supporters to monitor polling places on Election Day.Trump, who has frequently raised the specter of voter fraud and publicly expressed doubts over the security of mail-in voting, urged supporters Tuesday to "go into the polls and watch very carefully because that's what has to happen."Tony Krvaric, chair of the San Diego County Republican Party, said recruiting poll watchers is a typical practice, intended to ensure votes are cast and note any irregularities in the voting process."We always recruit for poll watchers and have done so for as long as I can remember," Krvaric told City News Service."Poll watchers help make sure Republicans who haven't voted are contacted and reminded to do so and keep an eye out for any irregularities. This is nothing new. Democrats presumably do the same."Krvaric said any such instances of irregularities are reported to local officials or the Registrar of Voters."Any voter irregularities could dilute legitimate votes cast," he said.Will Rodriguez-Kennedy, chair of the San Diego County Democratic Party, said he was confident in the San Diego County Registrar of Voters' ability to ensure a fair election process, saying there are "a number of processes (conducted) to verify a vote."Regarding Trump's allegations of voter fraud related to mail-in voting, Rodriguez-Kennedy called Trump's assertions "a falsehood," based largely in myth.Rodriguez-Kennedy told City News Service "mail ballot voting is safe and secure" and said its presence this election will increase overall voter turnout, something he said represented "a problem for this president."Of Trump's statements at the debate, he said his "intent is to sow discontent because he fears he is losing." 2592

Tenorio will oversee local reports of potential election fraud and voting rights violations through Election Day, in consultation with Justice Department headquarters in Washington, D.C."Every citizen must be able to vote without interference or discrimination," U.S. Attorney Robert Brewer said. "The Department of Justice is committed to protecting the integrity of the election process, stopping fraud, and making sure votes are not stolen."Tenorio will be on duty when the polls are open, according to the U.S. Attorney's Office, and members of the public can reach him by calling 619-909-7556.Additionally, the FBI will have special agents and an Election Crimes Coordinator available in field offices throughout the country to hear reports of potential fraud and other crimes related to the election. The public can contact the San Diego FBI at 858-320-1800.Any cases of violence or active intimidation should be reported by calling 911, however.Brewer said, "Ensuring free and fair elections depends in large part on the cooperation of the American electorate. SAN DIEGO (CNS) - The mercury could climb into the triple digits Thursday in the San Diego County mountains and foothills as a stretch of scorching heat begins in Southern California.A ridge of high pressure will continue building over the southwestern United States through Monday, ushering in the scorching heat, according to the National Weather Service.The NWS issued an excessive heat warning that will be in effect from noon Friday to 9 p.m. Monday in the county valleys, mountains and deserts.LATEST 10NEWS PINPOINT WEATHER FORECASTThe NWS urged residents to drink plenty of fluids, stay out of the sun and check up on relatives and neighbors. Also, young children and pets should be never be left unattended in a vehicle, with car interiors able to "reach lethal temperatures in a matter of minutes," according to the NWS.Highs in the county deserts could climb to 118 on Friday, then 119 from Sunday through Wednesday, according to the NWS. The mercury in the western valleys is forecast to top out at 95 on Friday, while highs near the foothills could hit 102 on Friday and 101 on Saturday.High temperatures Thursday are forecast to reach 82 degrees near the coast, 90 inland, 93 in the western valleys, 99 near the foothills, 100 in the mountains and 117 in the deserts. 1289

  

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted unanimously Tuesday to extend an agreement with Southern California Edison to receive emergency planning funds from the utility as it removes spent nuclear fuel from the decommissioned San Onofre Nuclear Generation Station.The county's Office of Emergency Services entered a similar memorandum of understanding with SCE in 2015, through which the company provided radiological emergency planning funds to five jurisdictions around the plant, including San Diego County, through the end of Fiscal Year 2019-20.A county staff report estimates SCE will pay the county 6,500 in the remainder of the agreement.The remainder of the spent fuel is planned to be moved from spent fuel pools to dry cask storage by the end of this summer, but the memorandum approved by the board runs through the end of Fiscal Year 2049 or whenever all spent fuel is removed from the site -- whichever comes first.The federal Nuclear Regulatory Commission and the State of California do not require decommissioned nuclear power plants to reimburse local jurisdictions for emergency planning, but SCE has agreed to continue paying jurisdictions surrounding the plant, for planning and preparation for radiological emergencies.San Onofre hasn't produced power since a steam leak in 2012, and SCE closed the plant the following year and began decommissioning activities.When the California Coastal Commission voted 9-0 last October to allow SCE to begin dismantling the plant, the canisters were being moved from a "wet storage" facility to a newly constructed "dry storage" facility on the site. San Onofre is located on 85 acres of the Camp Pendleton Marine Corps base and is home to 3.55 million pounds of spent nuclear fuel, the San Diego Union Tribune reported last year.The nuclear waste is being stored in self-cooling canisters which take in cool air and expel hot air. 1925
