PHOENIX (KNXV/KGTV) - A small plane that crashed on a Phoenix street Monday morning -- killing both passengers  -- was just sold from a pilot in Solana Beach. The victims have been identified as 54 year-old Theodore Rich and 49 year-old Elaine Carpenter. FAA officials said the aircraft involved is a single-engine, home-built Acroduster. The plane went down in the intersection of 7th St. and Deer Valley Dr., near an FBI field office, at around 6:50 a.m. local time. One eyewitness said he saw the plane go down. At first he thought it was aerobatics, but after seeing the plane heading straight for the ground, he knew something was wrong. Video from the scene showed emergency crews working around debris in the roadway near several damaged cars. Police told media on scene the vehicles had substantial damage but no one on the ground was hurt.10News reporter Lauren Davis talked to Avi Maltzman, the Solana Beach man who just sold the plane to Rich this weekend. Maltzman said he flew with Rich for several touch-and-goes and described Rich as an experienced pilot. Maltzman said Rich even called him from Arizona just to let him know he made it home safely. “He impressed me very well with his flight skills. He did good eight or nine landings. He was comfortable and I felt comfortable with him," said Maltzman.Maltzman said the plane was built by professionally in Santa Barbara in 1993. Maltzman bought the plane in 2011 and said it was in great condition. Those who knew Rich said flying was his passion. They said Rich died doing what he loved.    1614

PACIFIC BEACH, Calif. (KGTV) - Neighbors report gas thieves are targeting Pacific Beach drivers.Neighbor Jaden Perez said she parked her car around 10 p.m. Monday night and when she came out Tuesday morning around 6:30 a.m. she notices her car wasn't how she left it, "the gas it was left open and then the cap was hanging out and I was like that was kind of weird."When she turned on her car, she noticed the gauge read 1/2 tank instead of the three-quarters she had the night before."It ruined my day and it was something that was petty," she said, frustrated. "I hear about people, their paint getting messed with, them getting broken in, and I'm in a nicer neighborhood and then that happened, I was just really bummed.""I think there's people who are not working period that are trying to just burglarize and steal and get whatever they want," neighbor David Como said. He wants the police to step in and make their presence known. He said for now, neighbors will keep an eye out.Jaden posted on Nextdoor to a roaring response, "I've had a lot of comments on my own post on Nextdoor lots of people saying hey you know this has happened to me too and so I was like, 'Oh my joke is truth!' Someone might be stealing gas because it's so expensive."Gas prices rose 20 cents a gallon compared to last week, 55 cents compared to last month.Jaden isn't taking any chances, she's ordered a gas cap lock and asked her friends to move her car so anyone casing the neighborhood doesn't strike again."We're not being kind to one another that's, c'mon, that's just shady," she hopes the police don't have to get involved and the crime stops.10News spoke with San Diego Police and they said they are not aware of any of these crimes. Anyone can call the non-emergency line and ask for a courtesy patrol at 619-531-2000. 1818

People across the U.S. are honoring loved ones who have passed from COVID-19 as part of a National Week of Mourning.Kristin Urquiza’s father, Mark, passed away from COVID-19 on June 30 in Arizona. She said in his obituary that "his death is due to the carelessness of the politicians who continue to jeopardize the health of brown bodies."Urquiza says her dad was one of her best friends and very generous guy. She’s speaking our with hopes of saving other people of color from the disease.“Seeing those disparities play out in my hometown, in my home neighborhood, and then having my dad go through this awful fight for his life and not be able to make it, I knew that I needed to speak my truth,” said Urquiza.Fiana Tulip's mother, Isabelle, was a respiratory therapist for 30 years. She was a year from retirement. Tulip says her mom continued to go into work even though she didn't have enough personal protective equipment and knew she was putting her life at risk. She passed away from COVID-19 on July 4 in Texas.Tulip says her mom was a “giant in her kindness,” as well as loving, giving, strong and resilient.“My mom was so brave, and I want her to be remembered as somebody who was thoughtful and who was generous and who was a hero, somebody who gave her life to save others,” said Tulip. She says in her mom's obituary "her undeserving death is due to the carelessness of politicians who undervalue health care workers."Mark and Isabelle are just two of the more than 210,000 lives lost to COVID-19 in the U.S.Tulip says if the country keeps ignoring the fact that people are dying, we’re going to have pretty traumatic effects later on.“So, it's important to feel and to share the warmth and to spread the love right now,” she said.“We are putting a stake in the ground to say we need to recognize, and recognition begins with collective mourning. It gives us permission to mourn out loud,” said Urquiza.Virtual vigils are happening at 12 p.m. ET through Sunday. You can find a link to attend at WeekOfMourning.com. 2035
