SAN DIEGO (KGTV) — A new restaurant with a "Sam the Cooking Guy" concept is coming to Seaport Village. The Port of San Diego this week approved a 10-year lease with the owners and operators of Carnitas Snack Shack, Broken Yolk, and Little Italy food hall to open a new kind of restaurant at Seaport Village.The new restaurant, which will be on the east end of the property, will have a "Sam the Cooking Guy" concept. Sam Zien, also known as Sam the Cooking Guy, is a celebrity chef who aims to make cooking more down-to-earth, using ingredients that come from the everyday supermarket. In the last year, the Port has invested more than million to bring new events and freshen up the center - including creating art spaces and a podcasting studio. SAN DIEGO (KGTV) - A Paradise Hills family is in search of a good Samaritan after a young autistic man was mugged and beaten for his brand new iPhone, just blocks from his home.The incident played out along Briarwood Road on an afternoon two weeks ago. Garrett De Leon had just gotten off work and off the bus.His pride and joy was in his right hand - a new iPhone 10 that his parents gave to him for his birthday. Deleon was texting his mom that he was blocks from home, when it happened."This guy came from behind me and snatched my phone and pushed me to the ground," said De Leon.De Leon says he fought back, the two struggling on the ground. "He pushed me again and runs to the car," said De Leon.Deleon says he chased the man - a tall, lean black man wearing a beanie - to an older black car, where the man jumped in the back seat, the window rolled down."He tells his buddy to take off immediately," said De Leon. In the meantime, the thief was hitting De Leon, who says he was delivering his own blows through the window."I had too much adrenaline and didn't feel pain. Hopped up on anger and determined to get at them and at the phone," said De Leon.After the car started up, it dragged De Leon some 100 feet before he was thrown off, bloodied with cuts and and scrapes, and a sprained hand.Soon after, a Hispanic woman in her 20s, with a baby in her back seat, raced to his side. She tended to him before calling 9-1-1."Shows there are good people. She was more worried about me than her baby," said De Leon.When help arrived and she left, De Leon never got her name. SAN DIEGO (KGTV) -- A new report shows where San Diego ranks among best and worst cities in California to retire. According to WalletHub, San Diego takes the 47th spot on the list among 257 other cities throughout California. America’s Finest City ranked 51st for quality of life, 139th for health care and 4th in the activities ranking. San Diego did take the top spot in California in several categories. According to WalletHub, San Diego has the most museums and fishing facilities per capita when compared with other California cities. San Diego did, however, rank quite a bit lower when it comes to adjusted cost of living and percentage of population aged 65 and older, placing 149th and 145th respectively. According to the WalletHub ranking, the best cities in California for retirement are Los Gatos, Los Altos and Walnut Creek. The lowest-ranking cities are Modesto, San Bernardino and Stockton. To compile the list WalletHub compared more than 250 cities across 28 key metrics. 997

SAN DIEGO (KGTV) -- A judge has ordered a man charged with attacking and stabbing two women to stand trial. A preliminary hearing was held Tuesday for Patrick Douglas, 51.Douglas is charged with two counts of attempted murder in connection with two stabbings in El Cajon and La Mesa on the same day.Police in La Mesa said a female Frito Lay delivery driver, later identified as 35-year-old Dina Hammond, staggered into a 7-Eleven where she had just made a delivery after being stabbed several times.RELATED: Pursuit suspect arrested for pair of stabbings in La Mesa, El Cajon?Hammond was rushed to the hospital in stable condition following the stabbing.Shortly after, Police in El Cajon received a call after a woman was found with stab wounds at a strip mall. The woman, later identified as Shawntey Palmer, was also in stable condition after being taken to the hospital.After the stabbings, Douglas led police on a chase after a Mercedes-Benz matching the description of his car was spotted.During the pursuit, Douglas reached speeds of more than 100 miles-per-hour before the car was found abandoned.Douglas was eventually located and arrested. 1161

SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. The change will go into effect over the next few weeks.  1631
