(AP) — California lawmakers are setting up a task force to study and make recommendations for reparations to African Americans, particularly the descendants of slaves, as the nation struggles again with civil rights and unrest following the latest shooting of a Black man by police. The state Senate supported creating the nine-member commission on a bipartisan vote Saturday. The measure returns to the Assembly for final consideration. SACRAMENTO, Calif. (AP) — California has recorded a half-million coronavirus cases in the last two weeks, overwhelming hospitals in urban centers and rural areas. Gov. Gavin Newsom says a projection model shows California could have 100,000 hospitalizations in the next month. Mobile field hospitals are being set up outside facilities to supplement available bed space. At least three are being set up in the Los Angeles and Orange County area, which hit 0% ICU bed availability last week. Other "alternative care" facilities, as the governor refers to them, have been set up near Sacramento and along the Mexican border about 50 miles east of San Diego.“The ICU is at 105% capacity,” Orange County Supervisor Doug Chaffee said of St. Jude. “They’re using every available bed. The emergency department has an overflow ... All the Orange County hospitals are in the same situation. It is dire, so they’ll soon be erecting a tent in the parking lot, probably for triage. I think what we’re seeing is not a surge, but a tsunami.”The governor says he’s likely to extend his stay-at-home order for much of the state. He acknowledged the orders for the Southern California and San Joaquin Valley regions will probably be extended. The orders remain in place for three weeks, and are triggered when a region's available ICU bed capacity dips below 15%. Both of those regions, which combined cover 23 of 58 counties and the lower half of the state, have an ICU bed availability level of 0% according to the California Department of Public Health. The San Francisco Bay area has an ICU bed availability of 13.7%, it's at 16.2% in the Sacramento region and 28.7% in Northern California. 1686

Rocky, the owl recently rescued from the Rockefeller Christmas Tree, was released into the wild on Tuesday, completing a long journey that started from the world’s most famous Christmas tree.The Ravensbeard Wildlife Center showed video of Rocky’s majestic release into the wild on its Facebook page. The center is located about 100 miles north of New York City.The wildlife center said it released Rocky shortly before nightfall so the owl could find safe harbor for the night. It is believed that Rocky will join other owls in the region and head south for the winter.“She is a tough little bird and we're happy to see her back in her natural habitat. We are sure that Rocky will feel your love and support through her journey south,” the Ravensbeard Wildlife Center said in a Facebook post.It is believed that Rocky made the 170-mile trek with the tree. The owl was found when the tree made it into Manhattan. 919

Roughly 27 million Americans are claiming some form of unemployment according to the Department of Labor as of late August, and that means millions are without employer-provided health insurance benefits.An estimated 12 million people in this country have lost their health insurance during the COVID-19 pandemic, based on research from the Economic Policy Institute. The group looked at net employment levels between February and August 2020, and job churn levels to estimate losses of health insurance coverage.They say roughly 6.2 million workers right now have lost health insurance that they previously got through their employer. The number was closer to 9 million initially in March and April, but estimates show roughly 2.9 million workers have gotten jobs between April and July.When you consider spouses and family members covered by a person’s employer-provided health insurance benefit, the number of Americans without health insurance during the pandemic is estimated around 12 million.The study also looked at opportunities to get coverage. They found Medicaid in certain states has been increasing enrollment, with five million additional people signing up between February and June 2020.For people who find themselves in this situation, there are some options. It basically comes down to three options: through COBRA, on the Affordable Care Act subsidized marketplace or by enrolling in a public plan like Medicaid or Medicare.If a spouse has employer-provided benefits, or a parent if you are 26 or younger, look into joining their plan within 30 days of losing benefits. 1596

SACRAMENTO (KGTV) -- California ranks 37th in the nation for DUI fatalities and some cities have a DUI fatality rate two times higher than the state average, according to a new study.According to the study by ValuePenguin.com, mid-sized cities in The Golden State pose the largest risk.The study shows that several mid-sized cities, Barstow, Desert Hot Springs and San Pablo had an average of more than 10 DUI-related fatalities per 100,000 residents in recent years, or more than 10 times the state average.The study also found that five California cities, Vista, Hemet, Delano, Murrieta and Pittsburg saw DUI fatalities increase between 140 to 700 percent between 2012 and 2017.See the chart below for the complete list of cities with the highest DUI fatalities:  783
