WASHINGTON — Congress is poised to pass one of the largest economic relief bills in history on Monday. New forms of direct payments will be issued to millions Americans under the bill, assuming it passes and is signed by President Donald Trump. HOW MUCH WILL YOU GET? The IRS will issue checks based on your AGI or adjusted gross income. The information will come from your latest tax return which for most Americans is the 2019 calendar year. If you earn ,000 a year or less, you'll receive 0. If you earn between ,000 and ,000 a year, the amount will be prorated. The more your make, the less you'll get until you hit that ,000 threshold. Earners over that amount will not receive any money. Head of households will be able to earn up to 2,000 a year and still be eligible for a check. Couples who file their taxes jointly will earn similar levels to those who file individually. For instance, a couple who earns 0,000 or less a year will receive ,200. Couples who earn between 0,000 and 4,000 will receive less than ,200.Those with dependents, such as a child, will earn 0 per child. That's actually 0 more than what dependents received earlier this year. WHEN WILL CHECKS BE SENT?Secretary of the Treasury Steven Mnuchin said as soon as Congress approves the deal, he'll be able to begin depositing checks within a week. Those with direct deposit on file with the IRS will receive their money first. Paper checks will take longer. 1482

VISTA (CNS) - A professional photographer who sexually assaulted four teenage girls during modeling sessions at a rented Carlsbad residence where he had set up a temporary studio was sentenced to 25 years in state prison Friday.Robert Koester, 52, pleaded guilty last month to 23 felonies related to raping and inappropriately touching the teens -- some of whom were drugged and unconscious during the abuse -- as well as creating child pornography of the girls.Koester also faces federal charges locally, as well as charges in his home state of Oregon, where he's accused of assaulting additional victims.RELATED: Modeling photographer pleads guilty to sex crimes against teenagersDeputy District Attorney Dan Owens said the investigations against Koester began with one of his local victims, identified in court only as Jane Doe 1, who came forward regarding the abuse and "put a stop" to his ongoing crimes. Based on her statements, Koester was arrested Nov. 13, 2018, in Carlsbad."The victims in this case showed extraordinary strength in coming forward and speaking out against this man who victimized them," according to Owens, who said the case has had "a tremendous impact on the victims who were involved in this case, not only them, but their families."Koester, who had been hired as a contract worker by Carlsbad-based Frank Model Management, raped and took nude photographs of the girls, whose ages ranged from 15 to 17 during the San Diego County incidents. The FBI has stated that some of his alleged criminal acts date back to 1994.RELATED: Modeling photographer working in Carlsbad arrested for sexual assaultAuthorities say he worked under the aliases "Bert Kay," "Rhake Winter" and "Qitooly."He's due to be transferred to San Diego federal custody to begin his federal case, which involves creation of child pornography regarding two of the victims in the state's case. Part of his plea agreement would have any sentence he receives federally run concurrently with his 25-year prison term.He then likely will be extradited to Yamhill County in Oregon to face additional state and federal prosecution there. 2132

Visit the Las Vegas Strip and things may feel different.“With the exception of closing for a few hours during 9/11, it has never closed before. Many of the hotels didn't even have locks on their front doors,” Robert Rippee said. He is the Director of the Hospitality Innovation Lab and the Director or the E-Sports Lab at the University of Nevada, Las Vegas (UNLV) International Gaming Institute. “So when March hit and everything shut down, it suddenly gave a moment where everyone took a step and went woah.“Doors are reopening. You’ll still find the bright lights, restaurants and casinos Vegas is known for, but most businesses have now pivoted to a new focus -- safety. That’s where people like James Swanson come in.“We tried to make it as simple and inexpensive as possible,” Swanson said. He is the owner of Screaming Images. When COVID-19 hit the U.S., shutting down the economy, he and his company saw a need.“It took us three or four weeks and two or three prototypes to perfect that,” he said. And it was done -- plastic dividers to help with social distancing in casinos and other spaces.“It wasn't like we had to buy any new equipment or bring in any new material, we just had to come up with new ideas to use what we had,” he said.Normally the design and print shop works with sports teams, festivals, casinos, and other clients. “Everything that got shut down was pretty much our core of business,” he said.So they created the easy to install dividers, and the demand blew up. “We got overwhelmingly positive responses from everyone we sent our table games to, just about how clean they were, how easy they were to set up,” Swanson explained.Ideas like these were vital for casinos to reopen. In 2019, over one-third of Americans said they visited a casino within the previous year, contributing to an industry that generates billions of dollars annually in state and local tax revenue, according to the American Gaming Association. To get those visitors back, casinos had to do more than install plastic.“We’ve put Plexiglas between the counters, we’ve spaced out the seats and couches in each of the race and sports books, and we make sure that our customers as well as our employees are always wearing masks, and socially distancing,” George Kliavkoff, President of Entertainment and Sports for MGM Resorts, said. “We’ve also introduced kiosks which allow people to sign up and place bets without having to go to a counter.“Kliavkoff said even with the safety measures in place, fewer bets are being placed the old-fashioned way.“When everything was shut down across the company and all of our hotels and casinos were shuttered, we were still making revenue with sports betting and iGaming. iGaming is online casino and poker and that actually surged as a business during the COVID shutdown,” he said. “Even if they’re in the sportsbook and enjoying watching the game in the sportsbook, we prefer them be placing their bets on the app, so that’s an embrace of the mobile technology.”While online betting and gambling isn’t legal in all states, MGM has created a platform for it called BetMGM. MGM Resorts recently attracted a billion investment from IAC. The company cited interest in MGM's online gaming and sports betting business. “We think that in four or five years, 38 states including a vast majority of the U.S. population will have legalized sports gaming and most of that will be done on mobile,” Kliavkoff said.“In those jurisdictions where online gambling is legal, there's this big surge of players. All of a sudden a lot of people were gambling online,” Rippee said. “Because it was legal and you could do it at home.” He sees online as a big opportunity for casinos as people’s priorities with travel change.“There are going to be some lasting changes,” he said.As tourists trickle back into casinos, the potential for online gambling is getting a lot of attention. But until it’s legal in more states, casinos are making a gamble on safety measures to bring customers back in.“Vegas always comes back, but that excitement is tempered. We want to make sure we do it safely,” Kliavkoff said. 4134

WASHINGTON (AP) — A new plan from Senate Republicans to award businesses, schools, and universities sweeping exemptions from lawsuits arising from inadequate coronavirus safeguards is putting Republicans and Democrats at loggerheads. The liability proposal promises to shield employers that negligently expose customers and workers to the coronavirus, limiting their legal exposure. That's according to a draft of the plan obtained by The Associated Press. Supporters say the proposal protects businesses and other employers who adhere to public-health guidelines in good faith. Opponents say it will permit wrongdoing to go unpunished. Lawmakers will consider the liability plan as they negotiate another coronavirus relief bill. 738
