OCEANSIDE, Calif. (KGTV) -- Nichols Elementary School in Oceanside briefly went on lockdown Monday afternoon after reports of a suspicious person on the playground. The lockdown was reported just before 12:30 p.m. Monday afternoon at the school located on the 4200 block of Old Grove Road. According to police, a school employee was out with the children on the playground when she saw an unknown man on the premises. The woman called police and took the students inside, prompting the 25-minute precautionary lockdown. Police responded and searched the area, but were unable to find anyone, at which point the school was taken off lockdown. 650

OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. One California family narrowly survived two life-threatening situations less than 24 hours apart, but they just feel lucky to be alive.Carmen Edman described her harrowing escape from Malibu on November 8 as her family home was destroyed by wildfire."The fire was everywhere, " Carmen told CNN affiliate KCAL/KCBS.The frantic moments came just a day after her daughter, Deseriee, survived a deadly mass shooting at Borderline Bar and Grill in Thousand Oaks, when a gunman burst into the bar with a handgun on November 7. By the time the gunfire stopped, 12 people were dead."I was in panic mode since Wednesday night -- since that phone call -- and stress levels were off the charts," Carmen Edman said.The Edman family got to safety, but their Malibu home burned to the ground."Two-near death experiences that you just don't expect," Deseriee Edman said."I'm trying to stay as strong as possible for my family and friends, and I'm trying to look at everything as positively as possible even though it's pretty hard to do so in these type of situations," she told the affiliate.The Edmans credit Ventura County Sheriff's Sgt. Ron Helus with saving their family.Sgt. Helus was fatally shot when he responded to the call of a shooting at the Borderline Bar and Grill. The Edmans attended his funeral procession Thursday."It's really tragic that this happened in our city, in Borderline, and that Ron had to pass," Carmen Edman said. "It's just tragic." 1458

  

OCEANSIDE, Calif. (KGTV) - A major turning point for the town of Oceanside was the creation of Camp Pendleton."It was just a village, Oceanside was just a village and all of a sudden you have all these workers coming into Oceanside for a place to sleep, a place to eat," said Faye Jonason, History and Museum Director at Camp Pendleton since 1996.According to the Oceanside Historical Society, the town's population more than doubled in five years. Restaurants, schools, and hotels were bursting at the seams. The Japanese attack on Pearl Harbor spurred the U.S. Navy to purchase the 132,000 acres of Rancho Santa Margarita y las Flores Mexican land grant. The base was only supposed to be temporary, but the process of turning the quiet Rancho into the world's largest Marine Corps Base had begun. "I think they found it was such good training area, they weren't about to let go," said Jonason. Camp Pendleton was declared a permanent installation in 1944.A glimpse of Camp Pendleton Through the Years, compiled by the Oceanside Chamber of Commerce:June 1950: Outbreak of the Korean War sees peacetime activities come to an end; Reserve Marines arrive at the base and begin processing and training for subsequent deployment to Korea. Over 200,000 Marines would pass through Camp Pendleton on their way to Korea.1960s: 1st Marine Division deploys to Southeast Asia for involvement in the war in Vietnam. Marines rotating to Vietnam arriving at Camp Pendleton were assigned to Staging Battalion and were provided with 12 to 15 intensive training days before deployment to Vietnam.1975: 1st Marine Division supports the evacuation of Saigon Refugees from Vietnam. Nurses at an assisted living facility in Glendale, Arizona are facing backlash for filming and making fun of elderly patients. The video ended up posted to the social media site 'Snapchat'. The incident occurred at the Glencroft Senior Living facility.  An administrator from Glencroft told Phoenix-based KNXV that the facility cannot discuss personnel issues, but did learn about the video Monday morning and is taking the situation seriously. The video shows an elderly woman using a walker as she advances toward the camera. She is obviously agitated, telling the workers she "almost fell" and is seen asking for her pills. Instead of helping the woman, the nurses continue filming as they watch the woman and mock her.The video came to light after a whistleblower saw it on social media and alerted KNXV, as well as Glencroft, and the Arizona state agency that licenses nurses.She is also a nurse and said she knows the woman who made the video from nursing school. "It just disgusted me that you would treat someone like this," said the whistleblower, who asked to remain anonymous. "This lady obviously has some dementia or something going on."The whistleblower also said she is worried about violations of the patient's rights under the Health Insurance Portability and Accountability Act.  KNXV has reached out to the Arizona State Board of Nursing but has yet to receive an answer on this topic.  1468
