SAN DIEGO (KGTV) - New bathrooms are in place downtown as San Diego deals with a hepatitis A outbreak that's affecting the homeless.Four new portable restrooms are located at the intersection of First Ave. and C St. near City Hall.  Crews will clean them at least twice per day and they will be monitored with full-time security, according to a City spokesperson. A hand washing station is also in the area."The installation of more public restrooms is important to stop the spread of hepatitis A," said Jonathan Herrera, the City's Senior Advisor on Homeless Coordination. SAN DIEGO (KGTV) - New technology could provide law enforcement and fire departments with round the clock security, infrared and night vision, according to Ron Lee, President of Tactical Drone Solutions.He explained the Hoverfly is as easy to operate as an elevator, with a launchpad that includes a handful of buttons and a joystick. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said.The tether is virtually invisible, three millimeters wide, but don't let that fool you. It is reinforced with Kevlar, a material most commonly associated with bullet-proof vests. The tiny chord serves two purposes, to provide power and send back information. "There's no wireless transmission, no way anyone can intercept it and there's no one who can take control of the drone," Lee said that makes it very appealing to agencies like police and Customs and Border Protection. The Hoverfly already made an appearance at the Holiday Bowl Parade, helping Harbor and San Diego Police oversee the crowd."It has a topography of five million square feet that you can see on the screen," Lee said. SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) -- Police are searching for a suspect they say choked a clerk before robbing a Mira Mesa 7-Eleven.The robbery happened around 2:10 a.m. Tuesday on the 11000 block of Camino Ruiz near Sandburg Elementary School.Police say the suspect walked into the store and asked the clerk for cigarettes. When the clerk went to get the cigarettes, the suspect choked the clerk unconscious from behind.When the man regained consciousness, he discovered that the suspect stole money and cigarettes from the convenience store.The clerk was uninjured during the robbery.  588

SAN DIEGO (KGTV) — More than 2,200 SDG&E customers were without power Saturday in the North Park area.About 2,216 customers in the University Heights, North Park, Normal Heights, Kensington, and Talmadge areas were left in the dark at about 8 a.m.SDG&E said a malfunction of underground equipment in the area caused the outage, but crews were out repairing the issue.As of 9:34 a.m., a spokesperson said power should be restored to all customers within the next hour. 488
