SAN DIEGO (KGTV) — According to the San Diego Council on Literacy, 560,000 adults in the county read at a fourth grade level or less. Individuals with limited reading skills will have a hard time finding employment and suffer even more financially. That's why leaders in literacy are trying to encourage children to develop a love for reading before the age of 8, and before it's too late. Amelia Sandoval is a prime example of how things can spiral out of control without the ability to read. "I didn't read, not at all," says Sandoval talking about her childhood. There were problems at home. She was never read to, and school was never a priority. Without reading comprehension, the domino effect was already in motion.San Diego County Office of Education resources:100 books with strong connections to equity"I joined a gang, I hung out, I was on the streets," says Sandoval. "We learned to ditch the cops." By the time she was 18, Amelia was in the state prison for women in Chowchilla, where she spent five years. Her inability to read was her shame, and a secret she kept to herself."Just as good as I was at stealing stuff, I was good at hiding this," says Sandoval wiping away tears. "I had to protect the secret. It was the best secret I kept from everybody."But experts claim Amelia's path in life is one that's completely avoidable."60 percent of low-income children have no books at home," says Jose Cruz. San Diego County Office of Education resources:The importance of reading 20 minutes each day (English)The importance of reading 20 minutes each day (Spanish)Jose Cruz is the CEO of the San Diego Council on Literacy. He's desperate to get books in the hands of children. "We're focusing on ages 0 to 8 or 9 because we know that that's the best place for us to make an investment," adds Cruz. Cruz and the Council on Literacy are encouraging children to read at least 20 minutes a night at home. And here's an example they like to share. "Student A" who reads just 20 minutes a day will read the equivalent of 1.8 million words in a school year, building an extensive vocabulary. But "Student B" who reads only five minutes a day will have read less than 2 percent of that amount. And "Student C" who only reads a minute a day is severely limited in vocabulary and literacy. "You just need to read and talk with your kids," says Cherissa Kreider-Beck. FOR EDUCATORS: California Board of Education's English Language Arts/English Language development frameworkKreider-Beck is the English Language Arts Coordinator with the San Diego County Office of Education. She is unwavering in her claim that literacy starts at home and has recommended book lists. And as a county, we have some work to do when it comes to recent results on our students reading comprehension tests. "Our county is about 55 percent students exceeded or met standards," says Kreider-Beck. "At the state, we're about 50 percent, so the county outperforms the state a little bit, but those numbers aren't okay. We can't be okay with those results." "If a child is not reading at grade level by age 8 or 9, the odds of them catching up are 3-1 against them," adds Cruz. LEARN MORE: California Department of Education's recommended literature listNever getting that proper start is precisely what happened to Amelia. But it's never too late. With the help of the San Diego Council on Literacy, Amelia has learned to read. "It's very emotional," says Sandoval, unable to hold back tears. "So, it's made me really happy in life."Amelia graduated from high school in February and is now studying for her certification test to enter the field of cyber security."It's amazing because I always thought I would be in prison," says Sandoval. "I never saw a brighter future. I didn't think I would make it this far. I always thought I would end up dead. Or like I said, forever in prison. I never thought I would find people who cared about me. I never thought I would find a support system like this." 3983

SAN DIEGO (KGTV) - After nearly two decades of delays and setbacks, San Ysidro community members celebrated the completion of a million major road reconstruction project Monday. For years the half-mile stretch of Old Otay Mesa Road in between San Ysidro High and San Ysidro Middle Schools lacked many safety features to protect the students who walk to and from school. An unfinished dirt path was used as a sidewalk with no fence to keep students away from oncoming vehicle traffic, no street lights or proper signage and no barriers to keep pedestrians from slipping down a steep canyon. After three years, the stretch of road now includes the safety features the community had been asking for for years. The roadway was widened and realigned, sidewalks and bike lanes were added, there's now a retaining wall, signage and lighting. The City of San Diego says the project took so long to complete after the initial groundbreaking because of the rough terrain crews had to work through.San Diego Mayor Kevin Faulconer announced reforms to overhaul the City’s infrastructure program back in 2015. He says that increased funding each year and helped speed up high priority projects, like the one on Old Otay Mesa Road. This project was one of more than 60 neighborhood projects that were fully funded after Faulconer’s reforms went into effect."Parents have a peace of mind knowing that their kids have a safe path to and from school," said Faulconer at a news conference Monday. The half-mile stretch of Old Otay Mesa Road, which was closed off to traffic for several years, officially reopened on Monday. 1612

SAN DIEGO (KGTV) — After getting approved by voters, San Diego State is moving forward with its SDSU Mission Valley Plan. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year. The suggestions made this morning will be compiled and presented to SDSU and the city in the coming weeks. 1449

SAN DIEGO (KGTV) - Airports across the nation saw more than 6 million travelers Thanksgiving weekend, concerning medical professionals.Dr. Davey Smith, Chief of Infectious Diseases at UC San Diego, is worried those who gathered with people outside their household will contract the coronavirus."The infection will go on to spread to their household members, other people they work with, etc., so we'll see more cases on top of more cases," Smith said.San Diego has been in the middle of a surge, with climbing coronavirus cases steeper than we saw in July. Smith said Thanksgiving gatherings could bring a spike on top of it all."It gets actually a little bit worse, so heading into Christmas, we can start seeing our cases rise, and Christmas is an even longer holiday with more opportunities for gathering and if they're not going to be socially distancing I can just see how this piles on," Smith said.Just up the freeway, Los Angeles will see more restrictions Monday, limiting retail capacities, closing playgrounds and prohibiting any gatherings with those outside your household."They might be telling us what's going to happen to us soon. I hope that's not the case, but I do worry they are the canary in the coal mine," he said. The density of cases makes it even more important to take precautions like wearing a mask, washing your hands and keeping your distance. Smith also advises staying home if you can."The more it's circulating in the community, means the more risk there is for even those who are doing "the right thing" to still get it," he said.Smith said the light at the end of the tunnel is coming."We're also better at treating it than we were back in April, May, June, July. We're also doing better about having some treatments that can keep people out of the hospital," he said.A vaccine is also on it's way, planned to be administered in the coming weeks to front line workers. 1911
