SANYA, April 17 (Xinhua) -- Chinese Premier Wen Jiabao met here Friday with Kazakhstan's President Nursultan Nazarbayev and discussed the measures to withstand the impact of the global financial crisis.     The two leaders, who were in the city of Sanya for the 2009 meeting of the Boao Forum for Asia (BFA) in south China's Hainan Province, expressed willingness to make concerted efforts to cope with the crisis. Nazarbayev arrived here to attend the Boao Forum for Asia (BFA) Annual Conference 2009 which would be held in Boao, Hainan from April 17 to 19Wen spoke highly of the rapid development of the China-Kazakhstan strategic partnership.     Wen put forward a four-point proposal on enhancing Sino-Kazakh cooperation to tide over the difficulties. He said the two countries should:     -- take effective measures to maintain the growth of bilateral trade;     -- fulfill previous agreements and give priority to the cooperation in the energy and resources sectors;     -- reinforce financial and investment cooperation to ensure smooth implementation of major cooperation projects;     -- promote cooperation in the non-resources field, such as infrastructures, so as to forge a more dynamic bilateral trade relation.     Nazarbayev said the two countries had signed a series of cooperative documents during his visit, which fully reflected the common will of the two nations to jointly resist the financial crisis and China's strong support to Kazakhstan.     He believed that China would certainly be able to cope with the challenges, which was crucial for strengthening the international effort in combating the crisis.     Kazakhstan agreed with China's tentative plan on enhancing economic and trade cooperation between the two countries and was ready to work with China to boost cooperation in such sectors as oil and gas, agriculture, technology innovation, finance and transportation, he said.     The BFA, established in 2001, is a high-level forum where governments, businesses and scholars promote regional economic integration and bring Asian countries closer to their development goals.     Under the theme "Asia: Managing Beyond Crisis," more than 1,600participants will discuss how to cope with the international financial crisis.

BEIJING, March 14 (Xinhua) -- China will foster a number of globally competitive logistics companies by 2011, said a stimulus plan of the country's logistics industry released on the government website on Friday.     All departments and local governments are urged to make efforts to achieve the goal, according to the plan, issued by the State Council, or the cabinet.     It said local authorities should help logistics companies solve problems in their development, realize a 10-percent annual growth in their output and lower the proportion of logistics expenses in the country's GDP.     The cabinet said in a notice that the country's logistics industry was affected by the unfolding global financial crisis. The stimulus plan was designated not only to promote its industrial upgrade but support development of other industries, expand consumption and increase employment.     As a composite service industry, logistics, comprising transport, storage, information industries and freight agencies, is an important part of national economy, said the plan.     The cabinet has rolled out support plans for ten industries including steel, auto and textile, targeting industrial growth, as well as restructuring and upgrading.

BEIJING, Feb. 11 (Xinhua) -- China's State Council, or Cabinet, adopted a stimulus plan Wednesday for the shipbuilding industry at an executive meeting chaired by Premier Wen Jiabao.     The meeting said shipbuilding is a modern, comprehensive industry that provides technical equipment for transportation, maritime development and national defense. Supporting shipbuilders would also help other sectors, including steel, chemicals, textiles, light industry, equipment manufacturing and information technology, it said. New orders for domestic shipbuilders are expected to fall to 20-30 million deadweight tons in 2009, compared to 58.18 million deadweight tons in 2008, according to the China Association of National Shipbuilding Industry    The meeting agreed to increase credit support by an unspecified amount for ship buyers. It also decided to extend the existing financial support policies for oceangoing vessels until 2012. These policies include tax rebates on key imported components for domestically owned oceangoing ships.     It said construction of new docks and the expansion of slipways should be suspended for three years to facilitate industrial restructuring.     It also recommended investment in research and development of facilities to build high-technology ships and maritime engineering equipment and promote technical innovation.     The meeting also approved a draft plan for fighting drought. 

BEIJING, March 22 (Xinhua) -- Chinese Vice Premier Li Keqiang said here Sunday China is confident and capable of achieving its 2009 economic targets and will strengthen cooperation with the international community to fight the global financial crisis.     Despite the financial crisis impact that increased difficulties for economic operations, "the fundamentals of Chinese economy and its good outlook in the long term have not changed," said Li at the opening of the China Development Forum 2009.     China has set an 8-percent target for annual economic expansion this year after diminishing foreign orders dented exports and slowed growth to a seven-year low of 9 percent year-on-year in 2008.     To boost domestic consumption and growth, the government will exert itself to tackle issues of immediate concern to ordinary Chinese citizens such as employment, education, health care, housing and environmental protection, said Li. They included an 850 billion-yuan (124 billion U.S. dollars) medical reform plan and a comprehensive value-added tax (VAT) reform to cut enterprise and individual burdens by approximately 500 billion yuan this year.     Li also promised to maintain a stable scale of foreign trade and use of foreign capital, saying China will further open up and make use of markets and resources both at home and abroad.     China's foreign direct investment fell for the fifth consecutive month in February to 5.83 billion U.S. dollars, down 15.81 percent year-on-year. Its foreign trade was 124.95 billion U.S. dollars last month, down 24.9 percent year-on-year.     "While managing its own affairs well, China is willing to join hands with other countries and play an active role in international cooperation against the financial crisis," said Li.     The continuous growth of China's economy not only concerns the wellbeing of 1.3 billion Chinese but is also a great contribution to the world economy, he told the forum.     He called on all countries to take actions together to promote future growth of the world economy, saying the crisis should bring about "profound thinking about the world economic development and the human kind's future destiny".     People of insight in all countries should dig the deep roots of the global financial crisis and explore effective ways of preventing the crisis from spreading and avoiding a replay of such crises, said Li.     The China Development Forum 2009 runs in Beijing from Saturday to Monday with the theme of China's Development and Reform in the Global Financial Crisis.

BEIJING, Feb. 19 (Xinhua) -- Chinese Vice Premier Zhang Dejiang Thursday urged the country's labor department to find employment for people this year.     China is facing a daunting task to secure jobs for its workforce after more than 20 million migrant workers lost their jobs in the global financial crisis. To compound the problem, more than seven million college graduates will be looking for jobs this year.     "We must ensure a stable employment situation this year, as employment is related to people's livelihood and the harmony and stability of the society," Zhang said at a working conference of the Ministry of Human Resources and Social Security.     The country's urban unemployment rate increase 0.2 percentage points to 4.2 percent at the end of 2008, even though migrant workers are not included in that number.     Zhang asked the ministry to adopt more active policies to find employment for people.     Tax burdens of firms could be reduced, and preferential policies for social security coverage could be employed to help firms survive the crisis and keep jobs, Zhang said.     More subsidies should be offered to organize vocational training in order to get people reemployed, and training should be made more relevant to different jobs, he added.     The Vice Premier also said the government should step up building a social insurance system that covers both urban and rural residents, and continue to raise pensions for retired workers.     China created new jobs for 11.13 million people last year, 11 percent more than the target of 10 million.     The country also found jobs for five million laid-off workers and for 1.43 million who had difficulty in finding a job. The combined 6.43 million was again higher than the original target of five million.
