SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. Common-sense approaches like this will help reduce our housing shortage and increase housing affordability.”Below is a list of changes made to the code by the amendment: 877

SAN DIEGO (KGTV) — With hospital beds running short, healthcare workers are trying to care for COVID-19 patients as efficiently as possible, using everything they’ve learned over the last nine months.Improvements in medications and methods have helped shorten hospital stays, said Sharp Memorial Hospital chief medical officer Dr. Tom Lawrie.In March, Sharp said COVID-19 patients stayed 12 days in the hospital on average. In November, the average dropped to 5.3 days. Other institutions have reported similar drops in the length of patient stays.COVID-19 patients now receive a three drug regimen: Remdesivir to fight the virus, a powerful steroid called dexamethasone to prevent the immune system from going haywire, and medications like heparin to reduce blood clotting.On top of that, hospitals have improved techniques like when to use ventilators.“Initially, we were in this conundrum where we weren't sure whether we should intubate patients early or whether we should wait a little later,” Dr. Lawrie said. “Over the last several months we've figured out a really good progression.”The progression now starts with a surprisingly simple technique called proning. Doctors around the country discovered that turning COVID-19 patients onto their stomachs rapidly improved breathing.Early research suggests proning may keep COVID patients off ventilators.“By putting people on their stomach in these positions and by proning them, you allow blood to get where the air is and therefore you get better oxygenation,” Dr. Lawrie said. “It makes the oxygen levels better. It makes their work of breathing better. It makes them feel better generally.”Proning helps move blood from one area of the lung to another where it can receive more oxygen. These regions are called West’s zones of the lung, named after research in the 1960’s by UC San Diego Professor Emeritus John B. West.Proning has been used as a medical intervention since 1976, when a doctor and a nurse in central Michigan published a study showing it could benefit patients in respiratory distress.Dr. Lawrie said there are also two outside factors contributing to shorter hospital stays across the country. The patients that are showing up now tend to be younger than early in the pandemic. Younger patients are more likely to respond well to treatment.There’s also evidence the virus has mutated over time, possibly making it more contagious but slightly less severe, Dr. Lawrie said.However, patients lately have been showing up faster than hospitals can care for them, threatening to overwhelm already crowded facilities. SAN DIEGO (KGTV) -- With COVID-19 cases surging again across California, friends of a local, single dad diagnosed with coronavirus are rallying to support him.Alfredo Huerta, 53, who lives in Linda Vista, first started feeling sick in early November. His first symptom was shortness of breath, which he initially blamed on his asthma."He then feeling started feeling joint pain, his whole body ached and continued to worse. Then he got a fever," said his friend Alana Hoang.Hoang says two Fridays ago, while Huerta was waiting in his primary care doctors office, his conditions worsened."Shortness of breath got worse. He couldn't breathe ... He ended up in the ER," said Hoang.There, Huerta tested positive for COVID-19 and was admitted."He was very scared. He didn't want his kids to have to go through something so traumatic again, like they did with their mother," said Hoang.Huerta, a father of four - two adult children and two teens - lost his wife Sara nearly five years ago to cancer.Alone in the hospital, his thoughts turned to his children."He was afraid he wasn't going to be there for them, so he started thinking the worst," said Huerta.Meanwhile, Hoang started a Gofundme campaign to help the man she says is "part of the family."Huerta, a gardener, has been working with her for 15 years."He is just so kind and gives of himself. He works harder than anyone I've know. We just pray every day he can go back to his normal," said Hoang.This weekend, the news she was waiting for: Huerta was released. He remains weak with some breathing issues. He'll be retested soon, and he's not sure when he'll return to work.Hoang says Huerta has a message for others."Take precautions. It's back to the store. David Warren's sofa just didn't look right. So he was back at the Target store in Kearny Mesa Saturday afternoon."I'm just returning these pillows and shirts," Warren said. "I'm going to swap them out for something smaller."Fernando Delacruz and his wife bought themselves bicycles to kick start a healthy New Year's resolution."I figured I'm going to need a bike so I can exercise," Delacruz said. "And then my wife said, 'Oh that's a cool Christmas gift for me too!'"The couple bought their bikes at target.com. Delacruz's fit perfectly, but his wife's did not."When she tried it on, it was kind of a little big for her," Delacruz said. "So we have to return it."The pandemic has caused a surge in online shoppers, a saving grace for retailers. But not being able to touch and feel the products means there have been a record-setting number of returns. Experts say returns will cost companies more than billion this holiday season.
