SAN DIEGO (KGTV) — The threat of coronavirus still is looming and combined with a new problem of bad air quality from west coast wildfires, means there are now more reasons to wear masks, but not all masks will protect against both.The CDC currently recommends the public wear masks with two or more layers over their nose and mouth to stop the spread of COVID-19. In regards to the particulate matter in the air because of wildfire smoke, the cloth coverings are not enough protection.“If you’re wearing a cloth mask for COVID, it doesn’t necessarily mean you’re protected from those microscopic smoke particles that can still be breathed in,” said Robert Reider, Interim Director of the San Diego Air Pollution Control District, or SDAPCD.Reider said the air in Southern California has been some of the worst in the world through the past week. This is because of the multiple wildfires burning in Northern California, Oregon, and Washington. The winds are pulling the smoke south and it’s settling in places like San Diego, creating hazy and unsafe conditions. Reider said the winds are expected to shift around Friday, meaning the haze should clear after that.In the meantime, Sharp Rees-Stealy physician Jyotu Sandhu said N95 masks are the best protection against wildfire smoke. He added that individuals should assess their own health when determining how seriously they need to take the smoke. People with lung or breathing issues like asthma and COPD should be more aware of the smoke.The SDAPCD issued a Wildfire Smoke Advisory because of the impacts. The air quality will range between "moderate" and "unhealthy for sensitive groups" through Thursday. Sandhu said he’s had patients asking if it’s safe to exercise in the smoke. He said if a person is healthy, they can go outside but should consider spending less time outdoors than usual. For example, if a healthy person runs outside for an hour a day, it might be smart to cut that time in half and only run for half an hour in the smoke. He said if possible, exercising indoors is safer than outside while the smoke persists. 2098

SAN DIEGO (KGTV) - The San Diego County District Attorney’s office on Friday released body camera, surveillance, and cell phone video connected with two officer-involved shootings and three in-custody death incidents. The video is being released now as part of the DA's review of the incident.In each of the encounters, DA’s office investigators cleared the law enforcement parties of criminal wrongdoing. Lemon Grove One of the officer-involved shootings occurred at Del Taco at 7060 Broadway in Lemon Grove on Jan. 5. A witness said Adolfo Gonzalez pointed a gun at customers inside. When deputies arrived, they told Gonzalez to put his hands up but he immediately pulled a handgun from under the table and pointed it at deputies, the district attorney’s office said. All three deputies on the scene opened fire, killing Gonzalez. Investigators later determined that Gonzalez suffered from mental illness and had recently purchased a handgun. The day of the shooting, Gonzalez told a family member he wanted to get in a shoot-out with police, according to investigators. Gonzalez had a blood alcohol level of .25 at the time of his death. City Heights San Diego Police received calls in February about a partially nude man walking in traffic and falling down, possibly being struck by a vehicle. Officers arrived to find Lawayne Horne, 44, disoriented. A friend said Horne was under the influence of PCP. During their assessment, Horne fell on the pavement and struck his head, then began rolling around and screaming, investigators said. Horne began biting the flesh from his hands and fingers, according to the report. Officers placed Horne in handcuffs which were replaced by soft restraints when paramedics arrived. Horne went into cardiac arrest in the ambulance and died at the hospital a week later. The Medical Examiner determined Horne died of meth and PCP intoxication with hypertensive cardiovascular disease as a contributing factor. Little Italy The struggle between a man who ran naked through Little Italy in Oct. 2018 and San Diego Police was also reviewed. Witnesses reported seeing 39-year-old Vito Vitale running naked in the street. Police said Vitale was sweating profusely, very animated, and disoriented. An officer handcuffed him, at which point Vitale began struggling and the two fell to the sidewalk. Witnesses attempted to hold Vitale’s legs in place as two additional officers arrived. Vitale “exhibited significant strength, pushing one officer up with his legs,” investigators said. Vitale’s pulse weakened and his breathing became shallow as paramedics arrived. Vitale died later that night at UCSD Medical Center. Toxicology tests showed Vitale had cocaine and cannabinoids in his blood. The Medical Examiner determined his causes of death were the effects of cocaine and physiologic stress of restraint was a contributing factor. Del Mar Also reviewed by district attorney’s office investigators was the shooting of a man who fired into the air during the Ice Cube concert at the Del Mar Fairgrounds on Sept. 2, 2018. Prosecutors said Daniel Elizarraras was upset he could not get tickets to the sold-out concert and fired two rounds into the air near a ticket booth. The deputy deployed his Taser on Elizarraras with little effect, investigators said. After Elizarraras refused to drop his gun, a deputy saw him lower his weapon, at which point the deputy shot Elizarraras in the torso and shoulder, the district attorney’s office said. Elizarraras survived the shooting and later pleaded guilty, receiving a three-year prison term. Fallbrook Investigators examined evidence in the case of Marco Napoles-Rosales, 29, after he trespassed on the property of a Fallbrook Circle K in August 2018. A deputy who tried to remove Napoles-Rosales said he became combative, biting down on the deputy’s thumb and not letting go. A deputy used a Taser on Napoles-Rosales without effect. He was placed in a safety restraint known as a wrap. Paramedics arrived and said Napoles-Rosales was showing signs of excited delirium and extreme strength, investigators said. Napoles-Rosales became unresponsive in the ambulance and died the next day at the hospital. An autopsy showed he died due to sudden cardiopulmonary arrest associated with meth intoxication and physical exertion during restraint. 4325

Uriah Odish admitted to selling more than 500 grams of what he knew to be fentanyl between 2017 and the day of the deadly overdose of Tiffany Hansen in 2018. “Every time we have an overdose death, we are going to come looking for the dealer,” said U.S. Attorney Robert Brewer. “We are using every available criminal and civil tool to combat this deadly epidemic and stop these tragic losses.”“We work every day to save lives and we grieve when we lose a precious soul to drugs,” said DEA Special Agent in Charge Karen Flowers. “We will continue to pursue anyone who deals death. Is that you? If so, we are coming and your time will soon be spent behind bars. We are relentless.”The U.S. Attorney’s Office told 10News in a news release it’s working closely with the San Diego County District Attorney’s Office, the San Diego County Sheriff’s Office, the Drug Enforcement Administration to investigate fatal overdose cases. 1094

  

SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s five branches will be shut down “in an effort to slow the spread of the coronavirus.”The decision to close the branches was made under guidance of public health officials. The closure order is effective July 6.Treasurer-Tax Collector Dan McAllister said, “Our downtown branch will remain open July 1 and 2, but starting Monday, we will close our public-facing counters as a precautionary measure, based on social distancing recommendations from local officials.”The four other branches -- Kearny Mesa, San Marcos, Chula Vista, and Santee -- have been closed to the public since March and will remain closed.The downtown branch on 1600 Pacific Highway had just reopened on June 15, with modifications in place, after being closed in March.Customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) -- The San Diego County Sheriff's Department said Wednesday it would end the use of the carotid restraint. Sheriff Bill Gore said in a statement that " I am stopping the use of the carotid restraint by my deputies effective immediately.""I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation," he added. RELATED: San Diego County Sheriff's Department to end use of carotid restraintThe news comes days after the San Diego Police Department said it would end the use of the carotid restraint. San Diego Police Chief Nisleit said during a news conference that he would direct officers in a memo Tuesday to end the use of the carotid restraint procedure following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."The announcement comes as thousands of people throughout San Diego County took to the street to protest the death of George Floyd. Following the announcement, the Oceanside Police Department said they would also end the use of the carotid restraint. "It is time for our department to focus on alternative de-escalation tools and techniques tha will help ensure the safety of those individuals in custody," the department said. 1491
