MOSCOW, July 30 (Xinhua) -- Chinese merchants will be allowed to retrieve their goods in a closed Moscow market, the head of a Chinese coordination group said on Thursday.     A Chinese coordination group on Thursday discussed with Moscow's consumer department the clearing up of Chinese merchants' stalls in the Cherkizovsky market as well as the transferring of their goods.     The Russian side agreed to take further steps to safeguard the market's order and to work with the Chinese side to crack down on the illegal activities, said Cai Guiru, head of the temporary Chinese coordination group and chairperson of the Chinese Chamber of Commerce in Russia.     It is agreed that Chinese merchants will be allowed to clean up their stalls and ship out their merchandise during a specific period of time every day, Cai said.     The Russian side took "sincere and earnest" attitudes towards the handling of the market closure, in the hope that most of the Chinese merchants will be able to retrieve their goods safely, she said.     This meeting is helpful and the Russian side heard positive opinions from Chinese vendors, said Georgy Smoleyevcky, first deputy head of the Moscow Consumer Market and Services Department.     The Russian side will make conclusions accordingly and give instructions to relevant departments, he said, expressing the hope that complaints from Chinese traders will be less and less in future.     The official also dismissed the speculation that a Chinese shopping mall will be built in the place of the closed Cherkizovsky, Russia's biggest wholesale market.     The coordination group, formed under the auspices of the Chinese embassy in Russia in July, involves heads of China's provincial chambers of commerce.     Russian police abruptly shut down the nearly 300-hectare market in northeastern Moscow on June 29, after the disclosure of various illegal and irregular operations in the market by the Russian Federal Supervision Service for Consumer Rights Protection and People Welfare.     A Chinese senior delegation, led by Vice Minister of Commerce Gao Hucheng, reached broad consensus with the Russian side on the closure issue.

BEIJING, Sep. 10 (Xinhua) -- Chinese President Hu Jintao put forward four proposals for improving ties with Central Africa when meeting with his counterpart Francois Bozize Yangouvonda Thursday.     "China attaches great importance to the friendship with Central Africa, and we are willing to work with Central Africa to create a new era for our bilateral ties." He had processed more than 830,000 pieces of military archives. ISTANBUL, Oct. 4 (Xinhua) -- China on Sunday demanded an increase of the quota share of the emerging markets and developing countries in the International Monetary Fund (IMF) and urged the organization to accelerate its structural reform. Chinese Deputy Governor of the Central Bank Yi Gang made the remarks at the 20th meeting of the International Monetary and Financial Committee of the Board of Governors of the International Monetary Fund in Istanbul.     The one-day meeting was attended by representatives from 186 member countries and international financial institutions, the World Bank, the World Trade Organization and other organizations.     The Chinese deputy governor criticized major international financial institution for failing to give a timely early warning report of the current global financial crisis, noting that the failure is closely related to deviation of the surveillance direction and its focus.     The long-time underestimation of the quota share of the emerging markets and developing countries and their insufficient representation in the IMF are major causes for irrational governing structure, unfair surveillance and untimely early warning system, he said. Attendees take part in the International Monetary and Financial Committee (IMFC) meeting at the Istanbul Congress Center October 4, 2009. The IMFC has 24 members who advise and report to the IMF Board of Governors. Finance ministers and central bankers from around the globe are in Istanbul for the semiannual meetings of the International Monetary Fund and World Bank, which run from Oct. 4-7.    He said China supports an increase of IMF structural resources in various ways.     But he stressed that the quota share is the main resource of the IMF organization, urging the IMF to establish quota share automatic readjusting mechanism in a bid to reflect changes of economic positions of different countries.     China supports the IMF to undergo wide-ranging administrative structural reform, including the strengthening of responsibilities of the executive board of directors, effective supervision of the administration, reform of chairman election system and increasing the proportion of administrative and working staff of emerging markets and developing countries, he added.     Yi stressed that the IMF should strengthen supervision and surveillance over various major financial markets, synthetically think about various policies of member countries, and not to assess single policy in a simple and mechanical way.     He said China welcomes the progress made by the IMF in enhancing early warning capability, the whole package reform in financing mechanism to offer loan to low-income countries and preferential financing measures.     Istanbul is to host the annual meetings of the IMF and World Bank on Oct. 6-7.

HAVANA, Sept. 3 (Xinhua) -- Visiting Chinese top legislator Wu Bangguo on Thursday visited Fidel Castro, first secretary of the Central Committee of the Communist Party of Cuba, in Havana, a source with the Chinese National People's Congress (NPC) confirmed.     The two leaders had a two-hour conversation in a sincere and friendly atmosphere on bilateral relations and other issues of common concern, the source added.     Wu, chairman of the Standing Committee of the National People's Congress (NPC), spoke highly of the China-Cuba relationship, according to a NPC press release.     Bilateral relationship between China and Cuba is at its best time in history, Wu said, adding that China would strive to push its relations with Cuba to a new high by continuously expanding their friendly cooperation in various fields.     Castro said Cuba closely follows China's economic and social development and feels proud when China scores new achievements.     China's success is of special significance for Cuba and all the developing nations, he added.     "The Cuban people, along with the Chinese people, will continue to support each other, work closely and intensify their cooperation with the aim to maintain world peace and realize common development," the press release quoted Castro as saying.     On China's efforts to curb the global financial crisis, Wu said China is actively participating in international cooperation while striving to maintain a steady and relatively fast economic growth.     He said developing countries should have a greater representation and a bigger say in endeavor to deal with the global financial crisis and reform the global financial system.     He also urged the international community to try to minimize the damage the current crisis inflicts on the developing nations, especially on the most underdeveloped ones.     Wu arrived in Havana on Tuesday at the invitation of Ricardo Alarcon de Quesada, president of the Cuban National Assembly of People's Power (CNAPP).     Cuba is the first leg of Wu's three-nation American tour, which will also take him to the Bahamas and the United States.     China established diplomatic relations with Cuba on Sept. 28, 1960. Cuba was the first Latin American country to have diplomatic ties with China.
