BEIJING, Sept. 17 (Xinhua) -- China's Ministry of Environmental Protection has urged stepping up efforts to address pollution in north China's Haihe River.Speaking at a meeting on the issue Friday, minister of environmental protection Zhou Shengxian ordered making "unremitting" efforts to relieve the "pain of the Haihe."Zhou also called upon government departments to strictly follow various industrial policies on environmental protection, with the focus on construction projects featuring high water costs and pollutant discharge and projects located along rivers or on the upriver area of drinking water sources.While stressing the protection of drinking water and the control of pollution, Zhou also encouraged adopting more "ecological methods" in sewage treatment and the rehabilitation of lakes and rivers.Zhou urged Beijing, Tianjin and other developed regions to be pioneers in upgrading sewage treatment technology and transforming sewage into resources.

Chinese investments, made for sound business reasons and boosting employment and growth, offer new hope and an alternative way forward, the editorial said.The infrastructure that the Chinese are building will also have positive spin-off effects for industries outside of natural resources. Chinese traders have brought cheap consumer goods to Africa. And, as labor costs rise at home, Chinese manufacturers may look at Africa with new interest, as a base for production, the editorial said.To the Western countries that uphold the spirit of competition, there's no reason to complain about China's strengthening its relationship with Africa, the editorial said.One reason that African governments often love doing business with the Chinese is that they are much less likely to condition their investments on improvements in government, and the pragmatic attitude of the Chinese government should be appreciated, the editorial said.

BEIJING, Aug. 29 (Xinhua) -- Xie Yun, a 24-year-old new graduate, felt excited when he opened the door of the 50-square-meter apartment he rented in Changzhou city of east China's Jiangsu Province.Starting work in a computer company in July, Xie is one of the lucky few who enjoyed lower rents offered as part of the local government's affordable housing program. He pays 4.5 yuan per square meter for one month, around 10 percent of his monthly income.Also, the apartment is equipped with an air conditioner, a TV set and automatic drying racks."I'm quite satisfied, and I prefer to rent such an apartment rather than buy one," said Xie.Xie's home is one of 133 small-sized public-rent apartments purchased by the Changzhou government and rented to low-income families and the newly employed. Monthly rents varied from 3.5 yuan to 4.5 yuan per square meter, about 30 percent of the average price in Changzhou.In the city's southern section, migrant workers pay even lower costs."I only need to pay one yuan per day for renting a bed in the dormitory-like apartment, sharing a balcony and a toilet with eight people," said Chen Ling, an 18-year-old worker in an electronic firm in Changzhou.The 260,000-square-meter residential community provides 5,000 migrant workers with basic living facilities, including a supermarket, shopping mall, bank, Internet bar and dining hall.The Changzhou government has so far built as well as bought 10,500 units of public-rent housing, and offered 11,400 units of low-rent homes to migrant workers.

  

TALLINN, Sept. 22 (Xinhua) -- Li Changchun, a senior official of the Communist Party of China (CPC), opened here on Wednesday the first Confucius Institute in the Baltic region.Li, a member of the Standing Committee of the CPC Central Committee's Political Bureau, said he hopes the facility, jointly launched by Estonia's prestigious Tallinn University and China's Guangxi University with the help of the Chinese Language Council ( also known as Hanban), would serve as a regional center for spreading Chinese culture and offer quality courses for Estonians who are interested in the Chinese language and eager to understand the Chinese culture.Tallinn University is the sole university in this Baltic country that boasts a Chinese major. It has enrolled Chinese- learning students in the past two decades.Rein Raud, rector of the university, reached an agreement with China's Hanban to set up a Confucius Institute on campus during a visit to Beijing in February. Guangxi University was chosen at the time to be its Chinese partner.The Confucius Institute at Tallinn University will offer the public three-month-long courses that teach both the Chinese language and the Chinese culture.The first set of those courses has been overbooked by Estonians, as more and more people in the country become interested in the language and culture of a booming China.Li, while talking with students majoring in Chinese at Tallinn University, encouraged them to study hard and learn more about the Chinese culture."I hope you can be ambassadors of cultural exchanges between China and Estonia, proponents of bilateral economic and trade cooperation and even Sinologists," he said.He added that cultural exchanges are meaningful projects which can "sow the seeds of friendship between China and Estonia" and play an important role in the overall bilateral relationship."The steady development of state-to-state relations is based on favorable public opinions toward each other, which can be nurtured through cultural exchanges," he said.Raud said the establishment of the Confucius Institute at the university was a landmark event in Chinese language learning and the spread of the Chinese culture in Estonia.He pledged to work closely with Guangxi University to build the Confucius Institute into a center for spreading the Chinese culture in the Baltic region.Earlier in the day, Li met with a senior Estonian parliament member on bilateral relations.He also paid a visit to the Port of Tallinn and was briefed on its latest development plans. The port has been trying to build itself into a regional maritime transportation center by seeking support from Chinese partners.Li arrived in Tallinn on Tuesday for a three-day official goodwill visit. Estonia is the first leg of his four-nation tour which will also take him to Montenegro, Ireland and Iran.

  

BEIJING, Sept. 19 (Xinhua) -- Ghana's President John Evans Atta Mills arrived in Beijing on Sunday evening, kicking off his state visit to China.During his six-day China trip, Mills will hold talks or meet with Chinese leaders including President Hu Jintao and top legislator Wu Bangguo.Besides Beijing, he will visit southwest China's Chongqing municipality, southern city of Shenzhen and the nation's economic hub Shanghai.
