Governor Andrew Cuomo announced on Monday the state's formula that will determine which school districts can reopen to students in September.The formula will be implemented between August 1 and August 7, based on COVID-19 data in each region. Schools in regions in Phase Four of their reopening at that time will be able to reopen to students if the region's daily infection rate remains 5% or lower over a 14-day average.After August 1, schools will close if their regional infection rate is greater than 9% over a seven-day average.Once reopening, schools must follow guidelines specific to their districts. The New York State Health Department has released its own guidelines, which will be used by districts to develop plans.The health department's guidelines include masks and PPE whenever students or staff cannot maintain social distancing (six feet of separation). NEW ORLEANS, La. – Just before the lunch rush at one New Orleans restaurant, the hottest spot is the kitchen. The place is Café Reconcile: a restaurant that caters to both customers and its employees. “It’s not your typical job. It’s not the typical restaurant,” said Chef Eugene Charles Temple, Jr. “We come in here to change lives.” The café specializes in teaching culinary skills to disadvantaged young people, by training them to take on all aspects of restaurant work. It goes far beyond that, though. The café offers counseling and teaches classes on life skills – like how to open a bank account. “No one’s forcing them to come here,” said Gerald Duhon, Executive Director of Café Reconcile. “They want a change in their life.” Ahmaad Lott felt that first-hand. “To be honest, you know, I wasn’t in a great situation,” Lott said. Several years ago, he was facing mental health issues. Lott got help and eventually rose through the ranks at Café Reconcile to become a trainer to others dealing with similar circumstances. “That was me a few years ago,” Lott said. “I barely know this young person, but to know their story resonates to my story so deeply, and in a way that, you know, we can share our experiences and grow together.” Several thousand young people have graduated from Café Reconcile since it began more than two decades ago. However, the issue of “disconnected youth” is not limited to New Orleans. A 2014 Tulane University study found that, across the country, there are 6.7 million disconnected youth, costing the U.S. economy billion a year in lost tax revenues and needed social services. “The way we look at it is our young people don’t have anything wrong with them,” Duhon said. “What they have that many young people do not have is support—and particularly support around the barriers that are in their life.” It’s a support for which Ahmaad Lott says he’s grateful. “That gave me that avenue, that gave me that channel to really make something of myself,” he said. Lott has now also worked in a five-star restaurant in the French Quarter, following in the footsteps of thousands of others who found refuge at Reconcile. CASA GRANDE, Ariz. – Schools across the nation are having trouble filling teacher jobs – so districts are coming up with unique solutions. The Casa Grande Union High School District has looked overseas to help fill their teacher positions – which led us to Melvin Injosa. “If you ask me to dance I’ll suck, if you ask me to sing I’ll suck more, but if you want me to do science, physics, I’ll pour myself out,” said Melvin Injosa, teacher at Vista Grande High School in Casa Grande, Arizona. He teaches physics and chemistry and moved to Arizona from the Philippines a few years ago. He’s in the U.S. through a J-1 Visa teacher program, which allows him to teach and learn in America for up to five years. Injosa is currently in his fourth year. “It’s the best experience so far, for me,” he said, after moving here with his wife who also teaches at the school. “Many of our math and science jobs are filled by teachers from the Philippines,” said Steve Bebee, Superintendent of the Casa Grande Union High School District. Of the over 200 teachers they oversee, 18 are teaching through the J-1 Visa teacher program. Ten others finished their terms last year. “There is not an abundance of teachers applying in our district and coming our way,” Bebee explained. Arizona, California, Florida, Texas, New Mexico, North Carolina, and South Carolina have some of the highest numbers of J-1 Visa teachers, and that number rises year over year. Arizona had 187 in 2018, while North Carolina had the most with 522 participants, according to the U.S. State Department. But the new approach to hiring qualified teachers hasn’t been a hit with everyone. “Do we cut out jobs for people that are already in the U.S.? And we are not, because if we had those positions we wouldn’t have to look,” Bebee said. Just under 21 percent of teacher jobs in Arizona were still vacant a few weeks into the 2018-2019 school year, accounting for about 1,443 positions, according to a survey of 150 schools by the Arizona Personnel Admin Association completed in August 2019. “For teachers in Arizona, you’re lucky to get one applicant,” said Justin Wing, director of human resources for the Washington Elementary School District. “It hit us pretty hard.” Wing created the report that shows how the lack of teachers applying for open positions has impacted class sizes and the need for long-term substitute teachers over the years. Wing explained that Arizona is top five in highest class sizes across the nation. And the average teacher salary in the state is around ,000 lower than the national average, with Arizona sitting at ,973, according to the Learning Policy Institute in 2018. The combo of high class sizes and low pay has made it difficult to attract qualified educators in a lot of states.“I think a big issue is related to working conditions,” Leanne Abushar said. Abushar is an elementary school teacher in Phoenix, Arizona and the president of Phoenix Elementary Classroom Teachers Association.“Pay, working conditions, benefits, all of those things link back to teacher recruitment and retention,” she said. Abushar and the rest of the association are working on getting a contract in place for better pay, and other demands for teachers. She says many people just aren't applying for teacher jobs because they aren't appealing to applicants. “Everybody has been stuck with trying to find remedies,” Bebee said. "Every district is prioritizing their recruiting efforts differently, because if all of us are doing the same thing, we’re hitting still that same pool,” Wing explained. Which brings us back to Melvin Injosa’a chemistry class. Despite low wages, he currently gets paid more in this country than he would in his own. About five times more than his salary back in the Philippines.Melvin understands he has a limited time in the United States, but he makes the most of it. “Even if I only have five years here, I think I learned a lot,” he said. 3964

  

NEW YORK, N.Y. – In a skyscraper, nearly 50 floors above a New York City, a group of women are gathering to ask for more. “We’ve barely budged in two decades,” said Kim Churches, CEO of the American Association of University Women. What’s barely budged are women’s salaries, still lagging far behind what men make in America. That’s where the “Ask For More” workshop campaign is stepping in. The American Association of University Women, along with numerous other groups, are holding free workshops across the country to teach women how to successfully negotiate a higher salary. The goal: to train 10 million women in the next three years. “Women make up half the labor force, yet it is still is a man’s world in how workplace hiring and promotions take place,” Churches said. “And it’s on us to really change them.” The numbers are sobering. For every dollar a man makes, women make an average of 79 cents on the dollar. It’s even worse for minority women: African-American women make 62 cents on the dollar; Hispanic women make 54 cents. “I found myself needing to ask for more money than I think I was getting,” said Samantha Hamidan, who is an immigration lawyer. Hamidan came to one of the workshops in New York City, after recently trying to ask for a raise. “I’m hoping to really be able to parlay these skills into asking for more money at the next position,” she said.
