CHENGDU, Aug. 14 (Xinhua) - A panda cub born Friday afternoon at a breeding center in southwest China is just another panda bear born at the center. What makes her unique is her mother.Jini, the panda mother, gave birth to the female cuba at the age of 17. She is compared to a human in her sixties, the Wolong Giant Panda Protection and Research Center in Sichuan Province said in a statement.The female cub weighed 125 grams. She was born at 14:41 p.m., four hours after Jini went into labour. Both the mother and cub are in good health, said the statement.Jini, a resident of Beijing Zoo, was sent to the Wolong center this March for the cub-birth purpose because the research center has developed expertise in breeding techniques.With a 20-year breeding history, the Wolong Giant Panda Protection and Research Center is home to the world's largest captive panda population. It has helped Beijing Zoo and Chongqing Zoo and many zoos in other countries in breeding and feeding pandas.The new cub is Jini's second. It is the eleventh cub born at the Wolong center this year."Pandas come into heat in the spring and give birth in autumn. This is the main reason for the panda 'baby boom'," said Dang Chunxiang, an expert with the Wolong Center.More than 10 other pandas are expected to give birth over the next one or two months at the Wolong center.Jini delivered her first cub "Qingqing" in 2007 when she was thirteen and a half years old, which was itself rare amongst pandas. She also entered record books with her pregnancy that lasted 324 days. Generally, pandas deliver in 120 -150 days.The length of a panda's pregnancy depends on its health and nutrition level, according to experts.About 1,600 giant pandas are living in the wilds in China. Sichuan Province and the northwestern provinces of Shaanxi and Gansu are the home to most of them. Another 290 pandas are in captive-bred programs worldwide, mostly in mainland China.

BEIJING, July 21 (Xinhua) -- Rain-triggered floods left 273 people dead and 218 missing since rainstorms struck south China on July 1, latest figures from the Ministry of Civil Affairs show; up from the 146 deaths reported on July 16.As of 4:00 p.m. Wednesday, about 58 million people in 11 provinces and Chongqing Municipality had been affected by the floods, with 3 million being evacuated and resettled, according to a statement released Wednesday by the ministry.A total of 330,000 homes and some 4 million hectares of crops have also been destroyed.Also, economic losses were estimated at about 58.27 billion yuan (8.53 billion U.S. dollars), the statement said.Additionally on Wednesday, the Ministry of Finance and the Ministry of Civil Affairs earmarked 329 million yuan for disaster relief in the flood-hit provinces of Sichuan, Shaanxi, Jiangxi and Hubei and the municipality of Chongqing.The funds will be used for the evacuation and resettlement efforts, reconstruction and death gratuities, said the statement.The previous relief funds of 370 million yuan was allocated to the provinces of Anhui, Hubei, Hunan, Guizhou and Yunnan, and Chongqing Municipality on July 16.Also on Wednesday, the Organization Department of the Communist Party of China (CPC) Central Committee allocated 5.5 million yuan "special membership fees" for disaster relief in the provinces of Hubei, Anhui, Zhejiang, Yunnan and the municipality of Chongqing.Earlier Wednesday, the Chinese government revealed that torrential rains and floods, the worst in a decade, have claimed the lives of 701 people and left 347 missing in China since the beginning of the year.Liu Ning, vice minister of Water Resources, warned that floods, mud-flooding and landslides would likely continue to plague some areas in Hainan, Guangdong, and Guangxi with landfall of a severe tropical storm, named Chanthu, on Thursday.

BEIJING, July 30 (Xinhua) -- The Chinese government will offer greater financial support to education for ethnic minority groups in the next decade, says a national education plan released Thursday.The Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020) says allocation of public educational resources shall favor minority-inhabited areas."Speeding up educational development for ethnic minority groups is of far-reaching importance for promoting socioeconomic development among the people and in the areas inhabited by them, and for enhancing unity between people of different ethnic backgrounds," the outline says.Efforts shall be made to promote coordinated development of all kinds of education at all levels in minority-inhabited areas, it says.Border counties and impoverished counties in ethnic autonomous areas shall be supported to meet government standards for the construction of school buildings for compulsory education, with special efforts devoted to building boarding schools, it says.Development in senior middle school education in the minority-inhabited areas shall be speeded up. The white lettering on the banner read, "Mourning in deep grief for deceased compatriots of the Zhouqu massive mudslide.""I only feel sad as I stand on the debris of our homes," said villager Zhang Xiujuan."Although my husband, my son and I survived, I lost more than 30 relatives in the mudslide," she said.In Dongjie, two thirds of the families were buried when the mudslide struck. And 368 of the 848 villagers died in the disaster.Before and after the three-minute tribute, rescuers including troops and medical workers continued to clear the debris, searching for bodies and spraying disinfectant in the area.Some survivors sat silently on the debris, still holding out hope that the bodies of relatives could be found.
