CARLSBAD, Calif. (CNS) - The city of Carlsbad announced Thursday it was temporarily suspending its collection fees for sidewalk cafes, outdoor displays and curbside cafe permits to help businesses during the COVID-19 pandemic.This suspension of permit fees also means reimbursement of around ,000 to businesses that paid for these types of permits since March 1 of this year. Fee reimbursement and the revenue offset from the suspension of fee collection will be funded from the Economic Recovery and Revitalization Initiative funds. Of those funds, 5,000 remains for contingency or future city council actions.When the pandemic's public health orders required the closure of indoor operations, Carlsbad relaxed development standards to allow businesses to use these permits to quickly activate outdoor spaces on public sidewalks. Some businesses were also granted no-cost permits allowing them to use private property such as their parking lots, to add to their existing outdoor areas.On July 28, the City Council also relaxed standards for curbside cafes, allowing restaurants to use up to four street parking stalls to expand outdoor dining.The permits normally cost a one-time payment of 1 and ,200 per parking stall per year. These fees are now temporarily suspended until February 28, 2021, or for the duration of the local COVID-19 pandemic emergency, whichever is later.More than 70 businesses have been permitted, including restaurants, fitness classes, hair and nail salons, spas and churches, allowing them to temporarily move their operations outdoors onto private property, public sidewalks and on-street public parking spaces so that they can comply with public health guidelines.According to a statement from the city, even with the county now allowing indoor dining, retail shopping or fitness classes, capacity has been reduced by 50% to 90%, depending on the type of business. They married in October of last year. "She went and bought that gun for me and gave it to me that night at our wedding reception, actually," Bass said. "I think the gun signified, really, that she understood the generosity I showed when I was younger, and she wanted to show me she would be the kind of wife that would do those things for me."Stealing a gun is a felony in the state of Florida. However, Bass says if the thief wants to return his gun, he would accept it with no questions asked. "Hopefully, you feel like you made a mistake. I will not prosecute, I will not pursue any legal action. All I want is this gun back," he said. Bass said he is willing to pay the retail price for a brand new gun if his is returned safely. CARLSBAD (CNS) -- A state appellate court panel reversed the molestation conviction Friday for a former Carlsbad military boarding school administrator who was tried twice on allegations that he molested a cadet at the Army and Navy Academy.Jeffrey Barton, 62, was convicted in 2017 of five felony counts of forcible oral copulation and one felony count of forcible sodomy for allegedly molesting a cadet beginning in 1999, when the alleged victim was 14 years old.Barton was sentenced to 48 years in state prison for the conviction.A three-justice panel from the Fourth District Court of Appeal agreed with Barton's contentions that the trial judge should not have dismissed one of the jurors during the trial.The panel ruled Friday that Barton's trial may very well have concluded differently had the juror not been excused, allegedly for refusing to deliberate with her fellow panelists.The justices wrote in their ruling that the other jurors appeared to disagree with Juror No. 12, but did not provide enough of a showing that she was actively stalling deliberations.The ruling indicates the juror did not appear to find the alleged victim credible."The trial court's error in discharging Juror No. 12 warrants reversal," the panel wrote. "She was the lone holdout juror who consistently held to her belief Barton was not guilty and, had she remained on the jury, it is reasonably probable the case would have ended in a mistrial, a more favorable result for Barton than conviction."The panel wrote that Barton was convicted "within hours" of the juror being discharged.The convictions came in Barton's second trial.In his first trial, almost two years before , a different jury deadlocked on the charges involving the alleged victim.Two other former Army and Navy Academy students testified in the first trial that they were molested by Barton, but the defendant was acquitted on those charges. 1908

  

CHARLESTON, SC -- Jacob Kosinski has a lot to celebrate after graduating from his Christian-based home-school program summa cum laude with a 4.89 grade-point average. His mom, Cara Koscinski planned a graduation party for her 18-year-old son and ordered a cake from Publix for the big occasion. Koscinski ordered the cake online and provided the information she wanted on the cake. She wanted it to say "Congrats Jacob! Summa Cum Laude class of 2018." When she typed the message into the cake message option, the Publix website didn't' like the middle word in the phrase.The website put three hyphens in its place, so the finished cake read "Congrats Jacob! Summa --- Laude, class of 2018."Koscinski explained the meaning of the word in the special instructions box on the website and ordered the cake. She even pointed out that "the system is mistaking the word 'cum' for something inappropriate vs. Latin."Koscinski sent her husband to pick up the cake before the celebration, and when he returned from the store, the lines remained in place of "Cum." Koscinski shared her frustration on Facebook and said her son, Jacob, "was humiliated!!!" "Shame on Publix for turning an innocent Latin phrase into a total embarrassment for having to explain to my son and others (including my 70-year-old mother) about this joke of a cake."Koscinski called Publix and explained the situation to the assistant manager. Publix offered to give them a replacement cake but Cara declined. Instead, the grocery store gave Cara a refund for the cake and a store gift card.  1608

  

BURLINGTON COUNTY, New Jersey — A television station in New Jersey is reporting a homeless man and a couple who were in the news for the couple's wrongdoing in keeping money it raised for a homeless man was in on the conspiracy together.The TV station is not naming its source but says there is a legal complaint filed that names Mark D'Amico, Kate McClure and Johnny Bobbitt as facing charges, including conspiracy and theft by deception.The?complaint obtained by WCAU television station alleges "the three conspired with one another to make up a false story in order to raise more than 0,000."The source told the TV station the couple has turned themselves in. It was not clear whether Bobbit was in custody. 726
