CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CAMP PENDLETON, Calif. (KGTV) - Hundreds of Marines recovering from injuries are at Camp Pendleton this week for the Warrior Games Trials. They're competing to represent the Marines at the National Games, but also finding new ways to heal from their injuries."It helps you know you're not alone," says Lance Corporal Jay Alan Davis, who was diagnosed with Major Depressive Disorder while on duty.This is LC Davis' first time at the games. He says it's been uplifting to find a sense of camaraderie among the athletes."If you're able to sit there and talk to somebody about it, they're more likely to go to you," he says. "Then you don't have to feel alone. You don't have to be alone."That's the same sentiment that brought Tisha Knickerbocker to the games in 2012. Tisha was a life-long athlete until she broke her back. Finding a way to compete still has helped her mental recovery."It improved everything," she says. "It was great. I really can't find a word that accurately describes the feeling that it gave me to get an old part of myself back."The games run from March 4-12 at Camp Pendleton. Many of the athletes will advance to the National Department of Defense Warrior Games in September in San Antonio. 1222

It’s been around, patented, but used for one pharmaceutical solution.”He took the concept of CBD or cannabidiol and applied his knowledge of quantum physics and biochemistry to change molecules, which then makes ingredients more effective.“Imagine my finger point being a nucleus. The machine, he says, treats all kinds of pain and feels like a massage. CAMP PENDLETON, Calif. (KGTV) — A brush fire on Camp Pendleton sent heavy smoke into the air above Oceanside Tuesday.Residents reported seeing heavy smoke in the North County from the base. Camp Pendleton officials say the fire closed Stewart Mesa Rd., between Donald Cook and the 41 Area, at about 1:30 p.m.The blaze reached 18 acres before fire crews stopped its forward progress just before 2 p.m. No personnel or structures were threatened, according to the base.The brush fire ignited as the region endures elevated fire danger, with gusty offshore winds in the mountains and foothills and humidity hovering between 15 and 25 percent. 647
