ROCHESTER, N.Y. — A statue of abolitionist Frederick Douglass has been ripped from its base in Rochester on the anniversary of one of his most famous speeches.Police say the statue of Douglass was taken from Maplewood Park and placed near the Genesee River gorge on Sunday.On July 5, 1852, Douglass gave the speech “What to the Slave is the Fourth of July” in Rochester. There was no indication the vandalism was timed to the anniversary.The park was a site on the Underground Railroad where Douglass and Harriet Tubman helped shuttle slaves to freedom.Leaders involved in the statue’s creation tell WROC that they believe the nation’s ongoing focus on race could have played a role in the vandalism.The project director of Re-energize the Legacy of Fredrick Douglass, Carvin Eison, questions whether the damage is some type of retaliation because of the calls to take down Confederate statues.WROC reports that the statue is one of 13 placed throughout Rochester in 2018, and it’s the second figure to be vandalized since then.The damaged statue has been taken for repairs. 1082

(AP) — A group of Democratic California lawmakers called Monday for the state to invest 0 billion to drastically reduce its carbon emissions and reliance on fossil fuels by 2030.A resolution proposed by Democratic Sen. Henry Stern would set the non-binding goal and also declare a climate emergency, citing recent devastating wildfires and the impacts of air pollution on child asthma. It comes as Democrats in Congress advocate for the passage of the Green New Deal, a massive investment in rebuilding the nation's infrastructure and workforce to fight climate change."We have to live in California, hopefully for the rest of our lives, and hopefully in a way that doesn't burn down our homes, that doesn't make our kids sick (and) allows us to get to work without losing our minds in traffic," Stern said on the steps of the state Capitol with students from eight different University of California schools behind him.The 0 billion would be spent over 12 years and come from existing pots of money, including the state's carbon emissions auction program and a gas tax increase to fund transportation projects. The resolution would say all of that money should be spent toward projects that reduce, sequester or remove greenhouse gas emissions.While Stern's resolution would not be binding, Democratic state Assemblyman Todd Gloria has introduced legislation to eliminate greenhouse gas emissions by 2030. (AP) — Authorities say a U.S. Army special forces sergeant based in Florida has been charged in the deaths of three people and the wounding of three more in an apparently random shooting at an Illinois bowling alley. Winnebago County State's Attorney J. Hanley said Sunday that 37-year-old Duke Webb has been charged with three counts of murder and three counts of first-degree attempted murder in the shooting at Don Carter Lanes, in Rockford, Saturday evening. Police Chief Dan O'Shea said Sunday that the men who died were aged 73, 65, and 69. He didn't provide names. He says two teenagers were wounded and that a 62-year-old man who was shot several times is in critical condition.According to The Associated Press, the 14-year-old boy was shot in the face and airlifted to a hospital in Madison in stable condition. A 16-year-old girl was shot in the shoulder and was treated at a hospital and released. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said.
