New York, Connecticut and New Jersey asked Wednesday for travelers from states with high coronavirus infection rates to go into quarantine for 14 days in a bid to preserve hard-fought gains as caseloads rise elsewhere in the country.“We now have to make sure the rates continue to drop,” New York Gov. Andrew Cuomo said Wednesday at a briefing in New York City, joined via video by Govs. Phil Murphy of New Jersey and Ned Lamont of Connecticut, both fellow Democrats. “We also have to make sure the virus doesn’t come on a plane again.”What was presented as a “travel advisory” that starts Thursday affects three adjacent Northeastern states that managed to check the spread of the virus this spring as New York City became a hot spot for the pandemic.Travelers from more than a half-dozen states, including Florida and Texas, are currently impacted. The quarantine will last two weeks from the time of last contact within the identified state.The announcement comes as summer travel to the states’ beaches, parks and other attractions — not to mention New York City — would normally swing into high gear.It also marks a flip-flop in the COVID-19 battle since March, when Florida Gov. Ron DeSantis and Texas Gov. Greg Abbott, both Republicans, separately issued orders requiring people flying in from the New York tri-state area, where cases were surging, to quarantine for 14 days.Now, Florida and Texas are among the struggling states being eyed warily by the three northern governors.“As Governor DeSantis said on Saturday, Governors have a prerogative to do what they need to do,” press secretary Cody McCloud said. “He just asks that Floridians not be quarantined in the nursing homes in New York.”Murphy called a quarantine the smart thing.“We have taken our people, the three of us, these three states, to hell and back,” Murphy said. “The last thing we need to do right now is subject our folks to another round.”The states will relay the quarantine message on highways, at airports, and through websites and social media. Lamont signed an executive order on Wednesday evening requiring such messages be posted at all major points of entry into the state and at the state’s airports. He said the governors plan to also ask hotels and vacation rental companies to tell guests from affected states.Lamont’s order also allows the state’s public health commissioner to make exceptions for essential workers and for “other extraordinary circumstances” when a quarantine is not possible.Enforcement will vary by state. The Cuomo administration said violators in New York will be subject to mandatory quarantine and face fines from ,000 to ,000. NEW YORK CITY -- Diners at a restaurant in New York City are requesting bubbles. But not the kind of bubbles to float away on, or to drink.Cafe du Soleil has created bubble seating for its customers. The Alvantor bubbles are plastic and can zip open or closed on two sides. There is plenty of room for a table of four inside."People love it. It's very supple. It's very cozy," owner Alain Chevreax said.He started preparing for cold weather early."I ordered the first bubble in July to try out because I was already thinking about the fall weather," Chevreax said.The restaurant now has 16 bubble tables.Cafe du Soleil is one of thousands of New York City restaurants struggling to stay afloat due to the COVID-19 pandemic.Chevreaux said he hopes the bubbles keep diners warm and dry as the temperature drops. He estimated the bubbles will be useful until the temperature goes below 45 degrees."Now people are aware of the bubble and when they make a reservation they say, 'Can we have a bubble?' I say, 'Of course you can have a bubble,'" Chevreaux said.In addition to comfort, customers Alfred and Barbara MacAdam said they like that they're protected from other people's germs."It also helps the restaurant bring more people in because you are enclosed and therefore protected," Alfred MacAdam said.While Cafe du Soleil has a plan to supplement indoor dining, which begins in New York on Sept. 30 at 25% capacity, many city restaurants do not.Despite the start of the fall season on Tuesday, Andrew Rigie, of the New York City Hospitality Alliance, said the city still has not given restaurants guidance on heat lamps."We have really been pushing the city, saying these small business owners need an opportunity to plan,” Rigie said. “Are you going to allow propane, which they can't currently use? NORTH COLLEGE HILL, Ohio — Police in North College Hill, Ohio arrested an alleged cookie thief.Noel Hines, 31, is accused is stealing more than ,600 worth of Girl Scout Cookies. That's 400 boxes of Thin Mints, Tagalongs or Trefoils based on the 2018 price of per box.According to information from North College Hill police on Facebook, Hines took a large order of cookies to sell for a local troop on March 30. When it came time to turn in funds from cookie sales, the Girls Scouts of Western Ohio never received funds from Hines, according to court documents.The Girl Scouts organization and police officers attempted to contact Hines for six months regarding the payment. Police arrested her on Tuesday and charged her with theft. Hines is expected to be arraigned at 9 a.m. Wednesday."That's the way the cookie crumbles," police posted on Facebook. 874
NOANK, Ct. -- As a humid summer breeze blew across the bow of the oyster boat Marc Harrell was standing on, he looked out toward Long Island Sound and could see some signs that the nation’s economy is recovering.Harrell has spent most of his life fishing those waters for oysters under the guidance of Captain Jim Markow, both men are the backbone of Mystic Oysters, a family owned business that’s been around for decades.“Our business hasn’t completely rebounded yet, it’s still going to be some time before it does,” Harrell said as he dropped an oyster dredge off the side of the boat.In Noank, Connecticut, the headwaters of the Atlantic Ocean come crashing into the Mystic River. The combination of saltwater and fresh water creates what most in the coastal community say are some of the best oysters in the world.But the coronavirus outbreak has been threatening a way of life that’s been a part of this community for generations. It’s a pandemic impacting both land and sea.“We don’t know what’s going to happen and we’re still not 100% optimistic that everything is going to be the same once this is all done,” Markow said.For the better part of 40 years, Markow has operated Mystic Oysters. The small family-owned company prides itself on harvesting oysters directly from their own oyster beds and shipping them directly to restaurants and suppliers up and down the East Coast. But as countless restaurants closed because of the coronavirus, Mystic Oysters no longer had a customer base.Like so many other small businesses across the country, COVID-19 has forced Mystic Oysters to reinvent themselves. The company has started selling directly to consumers, harnessing social media and word-of-mouth to bring customers directly to the docks to buy oysters as fresh as they come. They’ve even started coordinating with other small businesses and fisherman to hold farmers’ markets and pop-up sales tents around the area.Revenue is still down considerably but Markow sees a future in their new business model.“It’s exciting to see the opportunities that are out there that we weren’t aware of,” he said. “We were forced into a situation to reinvent our business and I think in the long run it’ll be a positive, in the short run though, definitely scary.”Experts say that kind of ingenuity and creativity is something other small businesses can emulate as they try to navigate the uncertainty surrounding the virus.“That’s always been the staple of small business, finding those market opportunities and working with the resources they have to survive,” said Holly Wade, who serves as a researcher with the National Federation of Independent Businesses.As for Mystic Oysters, they see diversification as a way forward. For the first time in the company’s history they’ve even started selling fresh lobsters directly to consumers. Markow hopes other small business owners who might be struggling see what they’re doing here and find hope for a future rebound.“Don’t give up, keep thinking.
