ESCONDIDO (KGTV) - In one of the closest races this election cycle in San Diego County, Escondido Mayor Sam Abed added nine votes to his narrow lead Tuesday. He now holds a 29-vote advantage over challenger Paul McNamara.Abed is seeking a third term as mayor, first winning in 2010. He was previously a councilman from 2004-2010.Political analyst John Dadian told 10News he did not anticipate the race being so close. "I did not see it coming, so I am suprised. Going into the last week of the campaign, all the people I talked to that really know that area well, they did not see this coming."Dadian feels several factors are playing a role in tightening the race. He cites changing demographics in Escondido, pulling away from the city's long-time conservative majority. Another conservative incumbent, Ed Gallo, appears to be losing his seat, as well.In addition, Democrats in the region had a large turnout, based largely on the unsuccessful effort to oust Congressman Duncan Hunter. That large turnout may have had a down-ballot effect on the mayoral race.Dadian also sites Abed's controversial stance on immigration, leading Escondido's bid to support efforts against California's sanctuary laws and visiting the White House for a highly-publicized meeting with President Trump. Dadian believes that may have helped enthuse opposition against Abed.As of Tuesday night, Registrar of Voters Michael Vu says there are still 299,000 ballots to count county-wide. It is not known how many of those belong to Escondido voters, meaning it will likely be several days until the winner is known. 1630

There are ways to incorporate masks in a costume and make sure we make or get costumes with masks integrated into them and trying to maintain social distancing,” suggested Dr. Banh. “The good thing about candy is years ago we moved away from homemade candies. Almost all candy is packaged already, so that’s helpful.”Still, limiting the number of people who touch the candy is a good idea along with wiping down the packaging.If you're wanting to pass out candy this Halloween, it's best to do it with a mask on and try to limit the number of trick or treaters handling the candy."Some recommendations are prepackaged candy, give little candy gift bags people can grab as they get by, instead of having kids reach in with their hands and grabbing a bunch of stuff, or you passing out with gloves or getting tongs and just dropping them into or getting a scooper letting kids drop it in," said Dr. Banh.Dr. Banh's biggest concern is with Halloween parties."Having Halloween parties and getting kids from the neighbors or friends all together, that’s really different than you as a nuclear group going as a family going out trick-or-treating and doing it safely,” said Dr. Banh. “Trying to understand that we’re finally making some ground in many states and we can easily go backwards. Labor Day, Halloween all these things sort of letting our guard down on those aspects.”Doctors say it's important to stay vigilant when it comes to protecting yourself from coronavirus so that the only frightening things we're encountering this Halloween are scary costumes and decorations. 2530

ENCINITAS, Calif. (KGTV) -- An Encinitas family is thanking surfing legend Laird Hamilton after they say he rescued them during a flood while on vacation in Kauai.The Gwilliam family says they were enjoying a normal vacation on the island when, like usual, it started to rain.The family says they weren’t worried until the heavy rain got even heavier. “It was the type of rain that was so heavy, we would say there’s no way I could get worse," recouted Erin Gwilliam. "Then it got worse."The family says so much rain had fallen, the ground was no longer absorbing the water. That’s when the trouble started.Erin and her husband Jamas took photos of the homes all around them, some of which collapsed from the strong floodwaters.The only bridge in and out of the small town of Hanalei was covered by several feet of water. By the end of their trip, not only had the Gwilliam family run out of food, they also needed to catch their flight.The family was almost out of time when a friend called with a plan. The plan? Big-wave surfer Laird Hamilton.Erin says her family was a little star struck. "Being in the same boat as him was a little intimidating, but he didn't let that be, it was just like hurry get on we gotta go.”Hamilton took them to safety across the river and to a dock where the family was able to drive to the airport.Erin says she is thankful the surfer came to save them from a dangerous situation. “The ocean and water is his life he was so comfortable and confident in what he was doing, he was extremely capable, having him get you out it was a huge relief.”Due to the severe damage, Hamilton and his wife have set up a GoFundMe account to raise money. ENCINITAS, Calif. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road. They don't want to straighten out curves in the road, believing it will lead to more speeding. 1705
