SAN DIEGO (KGTV) -- The 92-year-old San Diego man who pleaded guilty to shooting his son in the head as he slept in his father’s Old Town residence was sentenced to three years of probation. Richard Landis Peck pleaded guilty to voluntary manslaughter early in 2019. Peck had been facing a murder charge in the death of his 51-year-old son Robert. SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. Sierra. “This ordinance not only helps in achieving that goal, but also improves water quality, reduces pollution and keeps our environment healthy.” 980

SAN DIEGO (KGTV) -- The California Department of Public Health made a quiet announcement late Monday night that could be a welcoming relief for families all over the state looking for outdoor activities amid the pandemic.Health officials are allowing counties to reopen outdoor playgrounds located in parks, campgrounds, and other publicly accessible locations.But guidance is firm and strict as the state continues to battle the deadly coronavirus pandemic."COVID-19 continues to pose a severe risk to communities and requires all people in California to follow necessary precautions and to adapt the way they live and function in light of this ongoing risk," state health officials said.At the top of the list of requirements is the rule on face coverings. "Face masks over the mouth and nose are required for everyone 2 years of age or older with caregiver supervision at all times to ensure face mask use," officials said.Other rules include a 30-minute limit on visits when others are present, no eating or drinking in playgrounds, and elderly persons and others with underlying medical conditions should avoid playground when others are present."This guidance does not apply to indoor playgrounds or family entertainment centers," the state said.San Diego County has not yet issued a timeline for when the caution tape wrapped around local playgrounds since March will finally come down.Last Tuesday, a group of two dozen state lawmakers sent a letter to Governor Gavin Newsom asking him to create clear guidelines for reopening. SAN DIEGO (KGTV) - The Coronavirus Pandemic has had an unexpectedly positive effect on the Helen Woodward Animal Center, as pet adoptions have doubled over the past week."This is a fabulous time to bring animals into your home," says Jessica Gercke, the spokesperson for the HWAC.Gercke says the Center has seen a surge in people applying for adoption and fostering because they're working from home, and have more time to integrate a new pet into the family."We're seeing a lot of teachers and graduate students," says Gercke, noting that many had planned to wait until summer break, but moved up their adoptions because of the extra time at home.That's what led Anna Fairman, a Carlsbad Kindergarten teacher, to adopt last Thursday. She took home a new dog, Archie."I had had this plan that I was gonna adopt a dog at the beginning of this summer so that I could obviously have time to spend with the dog and train it," she says. "Now, just seemed like the perfect time."The HWAC is doing its part to keep the adoptions as safe as possible. They're only letting one person in at a time, with appointments set up in advance. Each person is allowed to interact with up to three animals to decide which one to take home.For fostering, the HWAC is doing video chat calls to inspect the homes of people wishing to foster and make sure they're safe and appropriate for the pets. They're also doing online training for potential foster families."We're seeing this beautiful, beautiful love that animals give to us," says Gercke. "It lowers blood pressure. SAN DIEGO (KGTV) — The man accused of fatally stabbing a motorist seven times in the South Bay during a road rage dispute was convicted of second-degree murder Friday.Jurors found Rickey Vernon Smith, 60, guilty after only one day of deliberations in the Nov. 27, 2018, slaying of 36-year-old Horace Williams Jr.Smith is set to be sentenced on Dec. 11.RELATED: Local man brings families light in times of needThe road rage confrontation between Smith and Williams came to a head near Chula Vista Golf Course, after the two argued along several roadways last November. Williams reportedly threw a soda cup at Smith's vehicle before Smith struck Williams' minivan.Prosecutors say Smith then got out of his truck after cutting Williams off, walked over to his driver's side window, punched Williams in the face and walked away, until walking back and stabbing Williams several times with a knife.Witnesses said Williams got out of his van and collapsed in the roadway, bleeding heavily. During a 911 call after the stabbing, Smith told a dispatcher Williams had cut him off and threw a drink at his truck.
