UNIVERSITY CITY (KGTV) -- Several University City residents were rescued from their apartment balconies early Monday morning after their building became flooded in up to four feet of water from a busted fire hydrant.The incident first started around 1:30 a.m. when a motorist in an SUV crashed into a fire hydrant in the 9000 block of Genesee Avenue, in front of the Canyon Park Apartments across from La Jolla Country Day School.The sheared fire hydrant created a geyser that flooded the adjacent apartment building. Several lower level units became submerged in up to four feet of water. Some residents were forced out onto their balconies as waterfalls cascaded through their apartments and into the canyon below.Firefighters were able to rescue those trapped on their balconies without further incident. It took crews about a half hour to turn off the water.The American Red Cross was called in to help 22 adults, six dogs and a cat arrange for another place to stay.The driver told officers he fell asleep before crashing into the fire hydrant, San Diego Police officer Tony Martinez said. 1107

TWENTYNINE PALMS, Calif. (KGTV) - A military servicemember has been charged in connection with the shooting death investigation of a Navy medic on a Southern California military base. ABC10 News investigative reporter Jennifer Kastner first broke the story in 2019 after learning that the sudden death of 30-year-old HM3 Michael Vincent De Leon was being investigated as a homicide, not a suicide, like the family said they were led to believe.De Leon was a Navy corpsman, commonly known as a medic. He died last summer on the Twentynine Palms Marine military base, which is located a few hours northeast of San Diego. On Wednesday, a spokesperson for the Marines sent ABC10 News the following statement:“As you might know, this incident is still under investigation. I can confirm, however, that charges have been preferred against one of the individuals for dereliction of duty resulting in death and dereliction of duty. A hearing is not scheduled at this time. The other individuals are being investigated. Update, Friday 3:15 p.m.: Assemblyman Berman's office said the bill passed the Higher Education Committee and now goes to the Assembly Appropriations Committee.SAN DIEGO (KGTV) -- A recent study of California's community colleges found that 1 in 5 students had been homeless in the past year.To help these students, San Diego's community college district offers showers, priority class registration, food pantries, and help finding homeless services on and off campus.But a new State Assembly bill aims to aid homeless students further by requiring schools to let them sleep in their vehicles overnight in campus parking lots and structures.Assembly Bill 302, introduced earlier this year by Assemblyman Marc Berman (D-Palo Alto), specifies "that if a community college campus has parking facilities on campus, the governing board of the community college district (CCD) shall grant overnight access to those facilities to any homeless student for the purpose of parking the student’s vehicle overnight, provided the student: a) Is enrolled in coursework; b) Has paid enrollment fees, if not waived; and, c) Is in good standing with the CCD without requiring the student to enroll in additional courses."While the long-term solution is to create more affordable housing opportunities for students and families, the bill hopes to help a student’s ability to remain in school and be successful. “With the passage of AB 302, homeless students at community college campuses will be able to park overnight in a safe area. Providing this resource will enable our students to get some rest without having to constantly fear for their safety.”The proposal isn't without some opposition, getting mixed reviews from at least one school district.The Los Rios Community College District is calling the bill a “one size fits all” mandate that may not work for all of the state's campuses. Costs to implement the program are projected to be significant as it will require schools to increase overnight security staffing, custodial and utility costs, and the potential of threat of lawsuits for persons injured on campus parking lots during the evening hours.“Mandate cost claims are never fully reimbursed: Mandates are reimbursed only after costs are incurred and often times do not reflect the actual costs incurred in these activities," said officials with The Los Rios Community College District in Sacramento.Some students at San Diego Community College said the bill may exacerbate limited parking availability on campuses where parking is already difficult to find. "If it was during the day, or something like that, then it would be inconvenient for people trying to find parking or take the courses here," said Daniel Silva, a San Diego Community College student. "But overnight, it seems pretty harmless."San Diego Community College District officials are supportive of the idea, but would like to see some changes to the specifics. TUCSON, Ariz. — A trip to Little Anthony’s Diner is a trip back in time. This family-owned restaurant has been serving up tasty treats, with a side of nostalgia, for the past 43 years.“I grew up loving it. My family grew up loving it. It’s a Tucson staple,” said Heather Stricker, a manager at the restaurant and its attached theater, The Gaslight Theater.However, COVID-19 threatened to put this neighborhood treasure out of business. “Right from the start, it impacted us so huge that it was almost devastating,” said Stricker. “Every day you wake up and you see the news: another restaurant or three restaurants closing in our area. It's scary.”A lot of business was lost after months of restrictions, so Stricker knew she’d have to get creative to save the place special to her and so many others.“I think that if we hadn't pivoted, we would have been in real trouble and very quickly,” said Stricker.So, they took a page from history, hoping it would protect the legacy they’ve built, especially through the winter months ahead. Little Anthony’s revived the carhop in hopes of revving up their business.“You pull up into our parking lot, and we have a server who is masked and gloved come out, take your order and deliver your food right to the car,” said Stricker.It’s a safe way to keep customers coming in without stepping into the restaurant.“It’s really nice that we can actually do this without so much worry about what might happen while we're out,” said customer Jen DeCicco. “We're right beside our own car, but yet we have our own space we can be together and enjoy this concert we’ve been dying to see.”The concerts are just one more way the restaurant is hoping to keep their drive-in full while keeping people safely distanced.When it gets colder and sitting outside is no longer an option, the live music plays through your car.“There's always going to be an option no matter how cold it gets,” said Stricker. “And we've had some cold nights, and we made it through, and everybody had a great time. So, we're excited. We're excited to keep going."The customers are excited for a brief escape from a year of loneliness."Having all these people around us, it feels a little bit like a touch of normalcy,” said Jen DeCicco.“I have never done anything like this before. I think it's really cool,” said Jude DeCicco.For regular diners and car enthusiasts Sue and Robert Ellison, this new experience brings their favorite era back to life.“I would come to places like this with my parents. I remember me and my sister sitting in the back seat and ordering,” said Robert Ellison. “It's a nice flashback to a fun time.”“For me, it's fun to experience something I never lived through before,” said Sue Ellison.Because in this time, where the future is so uncertain, looking back could just be the way to move forward.“We’ve decided we're not going to quit. We're not going to give up,” said Stricker. “No matter how long this takes, we are in it for the long haul.
