New numbers uncovered by a CNN investigation show an alarming number of gun mishaps happening at the hands of federal air marshals, and it’s prompting some to call for a new review of how the program operates and whether air marshals are needed at all. Last year, an incident captured national attention, when a passenger found an air marshal's loaded service weapon in the plane's bathroom. According to CNN’s investigation, it wasn’t an isolated incident. According to the report, the Transportation Security Administration’s Office of Inspection documented more than 200 cases of air marshals allegedly misusing or misbehaving with their weapons between 2005 and 2017. Nineteen of those cases involve marshals accidentally firing their weapons. More than 70 involve lost or misplaced weapons, including some left in airplane bathrooms or in airports. And at least 13 of the incidents involved alcohol.  "I’d always get that there’s going to be a few incidents just because that's life; that's how it works,” says Jeff Price, an aviation security expert at Metropolitan State University of Denver. “But this many incidents, particularly how many are related to alcohol, that’s a serious concern, and there’s underlying problems there that need to be addressed.” Price wrote a book on aviation security and believes the program works as a deterrent. However, he says an overhaul of the air marshal program may be needed. "So, I think it’s definitely time for a stem-to-stern review of the entire air marshal program,” Price says. “I’m not advocating we get rid of it, but I am saying we should improve it, so it’s what we really envisioned." A former special agent in charge of an air marshal field office believes, when put in context with the thousands of marshals the agency has, the numbers are still relatively small. "You'd hope to have a 0 percent error rate, particularly when employees are carrying weapons,” the former official says. "But you employ human beings, and humans are going to have failures." The TSA responded to the CNN report with their own statement, saying reports of misconduct are taken seriously and investigated, adding that they take disciplinary action in the wake of any misconduct.  2280

NEWPORT, N.C. (KGTV) - A North Carolina woman is due in court Wednesday on suspicion of cutting off her husband’s penis. Victoria Frabutt, 56, is charged with malicious castration and kidnapping in connection with her husband, 61-year-old James Frabutt. Carteret County Sheriff’s deputies responded to the couple’s home in Newport at 4 a.m. Tuesday. Frabutt said his wife tied him up and pulled out a knife. “Deputies were able to recover the body part where it was immediately put on ice and transported to medical personnel,” deputies reported online. James Frabutt was taken to the hospital. His condition is unknown, deputies said. Victoria Frabutt is being held on 0,000 bail. The video has more than 150,000 views.But the owner of the restaurant where the incident took place said the video doesn't tell the whole story. “The lady in the video he actually did hit. She had blood on her face, she was bleeding," said Jane Thursfield, owner of Cactus Jack. Thursfield said Ortega provoked the fight when he punched Marcinkowski in the face after he was let go by the restaurant. Scripps station WFTX in Fort Myers could see no evidence of blood on Marcinkowski's face in the Facebook video. The owner said even if Marcinkowski was provoked, the racial comments were not OK. “No, no, of course not," Thursfield said. "No, we don’t condone that at all.”Other customers, like Johnny Samz, who said he regularly eats at Cactus Jack, agreed. “I don’t think it’s ever good, for anybody to use the N-word," said Samz. "I don’t care what the circumstances are.” WFTX's Jasmine Minor asked since Ortego no longer worked at the restaurant, if Marcinkowski would face the same fate. “She is still working here, yeah," said Thursfield. NEW YORK (AP) — Walmart said in a press release that the ammunition and firearms removed from displays at U.S. stores on Thursday was returned to the sales floor on Friday.“After civil unrest earlier this week resulted in damage to several of our stores, consistent with actions we took over the summer, we asked stores to move firearms and ammunition from the sales floor to a secure location in the back of the store in an abundance of caution," the company stated in a news release. "As the current incidents have remained geographically isolated, we have made the decision to begin returning these products to the sales floor today.”Walmart said on Thursday that it had removed ammunition and firearms from displays at U.S. stores, citing "civil unrest" in some areas. The nation's largest retailer, based in Bentonville, Arkansas, sells firearms in about half of its 4,700 stores. The discounter said the items remained available for purchase by customers. Walmart made a similar move in the wake of the police killing of George Floyd that set off sometimes violent demonstrations against police brutality and injustice against Blacks. Last year, Walmart stopped selling handgun and short-barrel rifle ammunition while requesting that customers not openly carry firearms in its stores, even where state laws allow it. New plans for student loan debt forgiveness are being proposed as President-elect Joe Biden prepares to take office in just a few weeks. Many of those with student loans, as well as many economists, are hopeful some form of student loan debt forgiveness will pass.“I think it is one of the most accessible ways President-elect Joe Biden has to stimulate the economy,” said Suzanne Kahn, director of education, jobs, and worker power at the Roosevelt Institute in New York.In an interview covering the possible benefits of student loan debt forgiveness, Kahn explained the two ways in which the Biden can get the debt forgiven. One, he can push for Congress to include this debt relief in the next stimulus package, or two, he can take executive action. Either option could eliminate student loan debt for roughly 15 million borrowers and reduce the debt of another 30 million Americans.The president-elect is currently focused on pushing for ,000 to be forgiven in the next stimulus bill and has not said if he would actually consider executive action. However, he has also not refuted that option either.The latter option is certainly the more controversial way to get this debt forgiven, although many Democrats argue it is still legal and fully within a president’s power to do so. Many high-ranking Democrats in Congress explain Biden would have the authority to do this through the Higher Education Act.Experts like Kahn believe it is more likely that Congress will not agree on any amount of student loan debt forgiveness and Biden will take executive action.“I think that it is through executive action, or at least the first movement we see around it will be executive action,” said Kahn. “That really is because the federal government owes 95 percent of student debt, and the Secretary of Education has the ability to cancel it.”“My stance is that it is not inevitable,” said Neal McClusky, director of the Center for Educational Freedom at the Cato Institute.McClusky believes a third option is that no form of student loan debt forgiveness is passed, while he concedes there is a chance that Biden could issue an executive order forgiving student loan forgiveness. However, he also points out that option could be challenged in the courts with some questioning his authority through the Higher Education Act.“There seems to be straws that he can grab and say, ‘Look, this gives me the authority to just write off this debt.’ Other people say it is not clear in the law that he can do that,” said McClusky. “So, what would be the most likely outcome is that he would try. If he were to try and cancel student loan debt through executive action, it would end up in court and would be a pretty long court battle.”So, at the end of the day, where do we really stand with student loan debt forgiveness?
