SAN DIEGO (CNS) -- San Diego Gas & Electric residential customers will see their electricity bills reduced by .28 in both August and September thanks to a climate credit program.Designed to fight climate change, the California Climate Credit will come from a state program that requires power plants, natural gas providers and other large industries that emit greenhouse gases to buy carbon pollution permits. The credit on customers' bills is their share of the payments from the state's program."This bill credit provides some financial relief at a critical time when many people need it due to the COVID-19 economic crisis and summer weather driving up energy use," said Scott Crider, SDG&E's vice president of customer services.Originally, the credit was scheduled to appear on customer bills in April and October. To help reduce bill spikes in the summer, when energy usage typically goes up along with the temperature, SDG&E successfully petitioned the California Public Utilities Commission to change the timing of the credit to August and September -- the months when air conditioning use typically peaks.There is no action required to receive the credit. All residential customers, including community choice aggregation customers, will automatically receive this credit from SDG&E on their August and September billing cycles.Residential customers with natural gas service received the natural gas portion of the California Climate Credit -- .11 -- in April. SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 3-2 Wednesday in favor of a land annexation agreement for a housing development to be built in an unincorporated area near the city of San Marcos.Representatives San Marcos Highlands told the board that they have worked with numerous federal and state agencies, including the California Department of Fish & Wildlife, and received approval from them.Supervisors Greg Cox, Jim Desmond and Kristin Gaspar voted in favor of the agreement, while Nathan Fletcher and Board Chairwoman Dianne Jacob were opposed.The San Marcos Highlands project calls for 187 single-family homes, one public park, two private parks and 210 acres of open space on the northern end of Las Posas Road stretching north to Buena Creek Road. According to the county, 152.2 acres are in the unincorporated areas of the North County Metropolitan Subregional Plan.According to the county, the annexation agreement "would not cause changes in the San Marcos Highlands project or in the circumstances under which the project is undertaken that involve significant new environmental impacts."One Vista resident asked the board to vote no on the agreement, arguing the development is not a good fit for the area.Desmond said the board was "not here to debate the merits of the project," as it already has formal approval and went through several modifications. He added that San Marcos Highlands will feature an emergency fire evacuation road.Cox said the development has a long-term management plan, open space agreement and easement."I don't see that we need to put any additional roadblocks in front of their project," he said.Jacob said that while she appreciates all the work the developer did on San Marcos Highlands, she couldn't support it."I have a long history (of) opposing projects that take property in the unincorporated area and increase density," she said.Jacob added that the board had previously down-zoned the property where San Marcos Highlands will be built, telling her colleagues that approving the annexation agreement is ignoring that past decision. 2115

SAN DIEGO (CNS) - The San Diego Association of Governments and Caltrans will begin three nights of overnight closures of northbound Interstate 5 Tuesday night after completing overnight work along southbound I-5 ahead of schedule. Work crews will close northbound I-5 from state Route 52 to Genesee Avenue from 9:30 p.m. to 5 a.m. each night though Thursday, according to SANDAG. The closures are necessary to remove wooden structures that supported the recently completed construction of a trolley overpass at Voigt Drive Neither agency expected to begin closures of northbound I-5 until later this month or early July due to similar work on a trolley overpass spanning southbound I-5 at Nobel Drive, which began June 9. Those closures were expected to last until June 28 but concluded early last Tuesday morning. SANDAG expects to conduct additional closures of northbound I-5 June 23-27. The closures are part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by San Diego's Metropolitan Transit System from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1548

SAN DIEGO (CNS) - The Nature Index research database announced today that UC San Diego ranks in the top 10 worldwide among institutions researching biomedical science topics.UCSD ranked sixth among the top-200 academic institutions and ninth among healthcare institutions worldwide in biomedical sciences. The university's branch of the Ludwig Institute for Cancer Research also ranked 42nd among the top biomedical science non-governmental organizations in the country.The rankings come from Nature Index, which tracks high-quality scientific research, studies and articles and the institutions with which they're associated. For the biomedical science rankings, Nature Index reviewed55 journals chosen by an unaffiliated group of scientists with articles that span from 2012 to 2018.According to Nature Index Chief Editor Catherine Armitage, biomedical science can describe a variety of research topics such a genetics, microbiology and biochemistry."Biochemistry and cell biology, and genetics are the biggest fields by article count, but microbiology and biomedical engineering, reaping rewards from CRISPR and the microbiome, are the fastest rising among the top 10 fields of research,'' Armitage said.Harvard University topped both lists of healthcare institutions.Stanford University, UC San Francisco, Yale University and University of Pennsylvania rounded out the top five among university-affiliated biomedical science institutions.Worldwide, the National Institute of Health, the Chinese Academy of Sciences, Stanford and Germany's Max Planck Society flanked Harvard."These new rankings reinforce other third-party endorsements of UC San Diego's faculty and the quality of its research,'' UCSD Chancellor Pradeep Khosla said.
