(CNS) - Twin brothers popular on YouTube for videos featuring pranks were charged Wednesday with masquerading as bank robbers, prompting emergency calls to Irvine police.Alan and Alex Stokes of Irvine, both 23, were each charged with a felony count of false imprisonment and a misdemeanor count of false reporting an emergency.The two are accused of pulling off the pranks with a videographer on Oct. 15.At about 2:30 p.m. that day, the twins dressed in black with ski masks and carried duffle bags stuffed with cash, masquerading as bank robbers, according to Kimberly Edds, a spokeswoman for the Orange County District Attorney's Office.With the camera operator in tow, they called for an Uber ride, but the driver refused service, Edds said.A witness believing the pair had robbed a bank and were carjacking the Uber driver called the police, Edds said. Responding officers ordered the driver out at gunpoint, but when they eventually sorted out what happened they let the brothers go with a warning, Edds said.Four hours later, the twins did the same thing on campus at UC Irvine, which prompted emergency calls again, Edds said.A court date has not yet been scheduled and it was unknown if the duo had legal representation. 1254

SAN FRANCISCO, Calif. – Protesters dressed in salon gear took to the street outside House Speaker Nancy Pelosi’s San Francisco home Thursday.In video of the protest, some demonstrators are seen with curlers in their hair, plastic is draped over them and hair dryers hang from trees.The rally came two days after video of Pelosi getting her hair cut inside a California salon surfaced.California Governor Gavin Newsom lifted restrictions on hair salons serving customers indoors at the end of last month. However, the city of San Francisco still requires such services to only be provided outside.Pelosi says the salon told her it would be OK to come inside, because they are only accommodating one person at a time.She also claims the whole thing was a set-up, since the video was released to the media by the salon's owner, KGO reports. (KGTV) - Plans to add development around the Carlton Oaks Country Club golf course have neighbors arguing over the idea.The owner of Carlton Oaks submitted plans to the city that would add 71 single-family homes, 172 condo-style homes, a five-story hotel and event center, and a senior assisted living center to the area around the golf course. It would also redesign the course to make room for all the new development.Many of the single-family homes would be along the west end of the area along Inverness Road. Some people who live there say that the area can't handle more homes."They'd put houses right here, right behind my home," says Augie Scalzitti, who has lived in Santee for 41 years. "My shower is right over here. I could reach out and say, hey buddy, hey neighbor, hand me the soap, will ya!"Scalzitti says he's worried about losing his view of the golf course and the river. But he's also worried that the homes would be built in the 100-year flood plain. And he says adding homes would make traffic in the area unmanageable."No matter what they do, no matter what they promise, they could double the size of the freeway and the on-ramp, and it still wouldn't alleviate the problem," he says.Other neighbors on the street disagree. They say that kind of development is precisely what Santee needs. They told 10News it would add much-needed housing, and it would make the Country Club more of a destination, which would bring in visitors and more tax dollars.Mike Aiken, the director of the golf course, says they hope to build something that will benefit Santee. He also stressed that the current plans are just a starting point for development."Carlton Oaks has been a community asset here in Santee for nearly 60 years, and we are excited about our plans to significantly improve and update the property into a modern destination resort with a flagship hotel and all the other amenities that go with a modern resort," he told 10News in a statement. "Carlton Oaks wants to be good neighbors and members of our community by providing a quality sustainable project that Santee can be proud of long into the future."Aiken also says the golf course needs significant upgrades to its irrigation system. They've hired well-known golf course architect Cary Bickler, an SDSU alum, to redesign the course with the new system."Mr. Bickler knows every inch of our course and was the perfect choice to help redesign Carlton Oaks into a sustainable modern course, which will be challenging and fun for players of all abilities," Aiken says. "The new golf course will have a modern, efficient multi-million dollar irrigation system, which will help save millions of gallons of precious water. One of the great features of the new course is three brand new greens (holes 9, 16 and 18) will be surrounded by a new lake and water features and set just west of the new hotel and resort site and present an amazing view of the course and mountains to the west. We believe it will be one of the best views in the region, and the sunset views will be incredible."Aiken also says the development is necessary to keep the golf course open, as water costs rise and make it financially difficult to sustain. He points to several other golf courses around San Diego that have failed and closed. Some neighbors say they'd rather see this development happen than see the golf course turn into a vast wasteland.Despite the promises, people like Scalzetti say they won't change their minds. Scalzetti also says the plans violate rules in the current zoning and master plans for the community. He believes the fact that part of the development is in a flood plain means it also won't get past any environmental reviews.Scalzetti is hosting a neighborhood meeting at his home on Wednesday, November 13, at 6 pm. He wants to make sure his neighbors are aware of all his concerns.Officials with the City of Santee told 10News they don't have any official opinion on the development, as it is still in the very early stages of gaining approval. 4049

SCRIPPS RANCH, Calif. (KGTV) - A proposal to sell Alliant International University's land in Scripps Ranch has neighbors worried.Thursday, the San Diego Planning Commission will hear a proposal to re-zone 72 acres of land at the University to be used for low-to-medium residential. That would allow up to 700 homes to be built on the site. To re-zone, the Scripps Ranch Community Plan will need to be amended. The vote Thursday will be to begin the amendment process.People who live nearby say adding hundreds of homes would be a nightmare for traffic and a disaster for wildfire evacuations."We're not opposed to development, but not for development's sake," says Kristin Rayder, the President of the Scripps Ranch Fire Safety Council. "It has to be safe."Rayder and the Council voted to tell the Planning Commission not to approve change to the Community Plan. So did the Scripps Ranch Planning Group.They say Pomerado Road can't handle the extra traffic, neither can the Avenue of the Americas, which leads to the University and is shared by Thurgood Marshall Middle School."If you come out here in the morning on a school day, you see what the chaos is on this narrow little road here and why it would be unacceptable to have another thousand cars a day on this small road that goes right in front of the school with no sidewalks," says Wally Wulfeck, the Planning Group Chair.They're also worried about what could happen if a wildfire ever threatens the area.People who live nearby, like Wulfeck and Rayder, still have vivid memories of the 2003 Cedar Fire and the 2007 Witch Creek Fire. In both fires, the areas around Pomerado Road had to be evacuated."We were leaving our home and looking to the right, I saw a wall of fire," says Rayder. "That was Pomerado Road. I'll never forget that look.""My house was one of the last to burn," says Wulfeck. "I watched it on TV."In an email to 10News, the Alliant University Foundation, which owns the land, says the school will be moving to a new campus in the coming years, and they're still in the early stages of the plan to sell the land."The university is still leasing a portion of the property and buildings and will likely be a tenant for a few more years under the current agreements. The foundation which owns the property placed it on the market in January of 2018 and entered into an agreement with an interested party in the fall of last year. The proposed use of the land is planned by the buyer in such cases."10News has learned that KB Home is the "interested party" mentioned in the email. When asked about the neighbors' concerns, they sent a statement reading, "KG Home can't comment on land we don't control or own." 2696
