SAN DIEGO (KGTV) — San Diego State students will be able to learn all about Latinx representation in media through the life of the "Queen of Tejano."On what would have been the famed superstar's 48th birthday, SDSU's School of Journalism and Media Studies will offer a course dedicated to the late Selena Quintanilla Perez next spring called, "Selena and Latinx Media Representation."Students will be able to register for the class starting on Nov. 1, 2019.RELATED: Free textbook program saves Grossmont College students thousandsThe course will explore and deconstruct Latinx identities and socio-cultural representations through Selena's music, career, and influence, according to Nathian Rodriquez, assistant professor of digital media studies.“Students also need access to content in media landscapes to better understand the relationship between mediated representations and Latinx identity formation and maintenance,” Rodriguez said. “Speaking about these issues through the life of a well-known and visible celebrity allows students to utilize both pop culture and Latinx culture to deconstruct and interrogate the significance and broader meaning of minority-based mediated content.”Selena released 10 albums throughout her career, winning several awards including Tejano Music Awards, Billboard Latin Music Awards, and a Grammy. RELATED: MiraCosta College plans to offer first-time students two years of free tuitionNot only did her work on stage influence music, but her fashion and fame influenced thousands as she became a Latin music icon.In March 1995, she was killed by the founder of her fan club. A movie released two years later, starring Jennifer Lopez as Selena, further highlighted Selena's lasting influence on pop culture.“Selena was such an inspiration to so many Latinx individuals around the world, and continues to be today. Her music, fashion, and iconography have influenced every facet of pop culture, transcending the entertainment world and influencing socio-cultural spaces world-wide,” Rodriguez said. “I grew up listening to Selena and wanted to create a course that highlighted her impact on not just Latinx culture, but pop culture in an international scope.” 2205

SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System has approved a plan to convert all of the agency's 800 buses to a zero-emission fleet by 2040.The agency will send its plan to the California Air Resources Board for certification. State regulations require public transit agencies to gradually transition to all-zero emission bus fleets by 2040.MTS' plan aims to cut down on greenhouse gas emissions by about 43% over the next 19 years. The cost of the full transition is about 1 million over that same time frame. It will cost about 5 million more to acquire land and build a new facility to accommodate additional electric buses, according to MTS.A "first-in-the-nation" overhead gantry system is also included in the plans to automate charging."MTS has been testing six electric buses in revenue service over the past 10 months and we’ve been very pleased with their performance," said Sharon Cooney, MTS Chief Executive Officer. "The performance data makes us confident that we can make a transition to an entire fleet of zero-emissions buses over the next 19 years, and continue to provide the highest quality of service our passengers expect and deserve."The busses will be rolled out in priority to routes through communities considered by MTS to experience the most negative impacts of greenhouse gas emissions and environmental health. MTS plans to also utilize a mix of electric and hydrogen fuel cell vehicles to meet its goal. 1461

SAN DIEGO (KGTV) -- Shoppers in Del Mar Heights are checking their receipts after learning through a social media app that some merchants are charging more sales tax than they should. Last year the City of Del Mar raised its sales tax to 8.75 percent, but the tax rate only applies to businesses within the city.  The problem arose when some businesses that share Del Mar's zip code, but get San Diego services, mistakenly charged the higher Del Mar rate. San Diego's sales tax is 7.75 percent. David did not want to give his last name, but he checked his receipt for the Jack in the Box restaurant in the beachside shopping center and discovered he'd been charged the higher tax rate, an extra 8-cents. David didn't complain to management and told us 8-cents wasn't a big set-back but did say he believed the problem should be corrected.  Several of his neighbors posted comments on the Nextdoor social media site about other establishments doing the same thing. 10News made purchases at three stores and found they charged the correct sales tax, but when we bought a salad and iced tea from Jack in the Box, we were charged at the Del Mar rate of 8.75 percent, just like David.  Another customer who did not want his name used also shared a receipt showing he paid at the higher rate. He also had a receipt dated April 24 of this year, showing he overpaid sales tax to the Del Mar Wine Company in the same shopping center. A spokesman for Jack in the Box told 10News the franchise made an honest mistake and re-set its cash registers to reflect the correct sales tax. A clerk at the wine store told 10News to email the manager.  As of this posting, he had not responded. 10News Contacted the California Department of Tax and Fee Administration.  Spokesman Paul Cambra explained that Del Mar was one of the few pockets of California that have a "zip code split".  Cambra called it a common problem when zip code boundaries don't match city boundaries. In an email to 10News Cambra wrote:"If a taxpayer overcharges, we will tell them to either return it to the customer or remit it to the CDTFA. If they have undercharged, they will still owe the tax, and depending on when they remit it, they may also be charged interest and penalties." Cambra noted that no consumer complaints about being overcharged had come from the 92014 zip code. Consumers are encouraged to know the sales tax in the communities where they shop. SAN DIEGO (KGTV) - Some quarantined cruise ship passengers at MCAS Miramar are voicing concerns after two days inside. Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith. They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... It feels like maybe there could be some concern ... they're not keeping up with our health," said Michele Smith.10news reached out to the base and officials at the Department of Health and Human Services about the Smiths' concerns and are waiting to hear back. 1379
