SAN DIEGO (CNS) - At least three vehicles were burned Wednesday morning when a carport caught fire in the parking lot of a Mountain View apartment complex, but firefighters prevented the flames from spreading to the apartments nearby, authorities said.The blaze was reported at 5:10 a.m. in the parking lot of an apartment building on Benfield Court, off South 45th Street between Ocean View Boulevard and Imperial Avenue, according to the San Diego Fire-Rescue Department.Firefighters responded and found a carport engulfed in flames along with at least three vehicles in the parking lot, a SDFRD dispatch supervisor said. Crews knocked down the flames within 20 minutes and no adjacent structures were damaged.No injuries were reported.The cause of the fire was under investigation. 792

SAN DIEGO (CNS) - Former San Diego City Councilman and Reform California Chairman Carl DeMaio announced his intent Monday to enter the race for the only Republican-held congressional seat in San Diego County. In a statement announcing his candidacy for the 50th Congressional District seat, DeMaio framed the decision to run as one of ``fight or flight.'' He also lambasted the state's Democratic dominance, arguing the state has shifted to the left in an untenable way. ``Too many Californians are fleeing our state because of the extreme socialist agenda being imposed on us by Democrat politicians, but I refuse to flee: I choose to stand and fight,'' DeMaio said. ``In California, voters have mostly only been given two choices: socialists or ineffective cowards.'' The 50th District seat is currently represented by Rep. Duncan Hunter, R-Alpine, who was indicted last August, along with his wife, on five dozen criminal charges, including conspiracy, wire fraud and record falsification, for allegedly misusing campaign funds. Margaret Hunter has since pleaded guilty to conspiracy and is cooperating with prosecutors. Her husband maintains his innocence. Hunter won a sixth term last November, defeating Democratic candidate Ammar Campa-Najjar with 51.7% of the vote. The path to a seventh term appears more fraught for Hunter, whose trial is slated to begin Sept. 10 in federal court. With rumors of a possible resignation swirling, a cluster of Republican politicians have announced plans to run for the seat in the event Hunter foregoes a run or cannot legally run in 2020. El Cajon Mayor Bill Wells, Temecula Mayor Matt Rahn, former Escondido Mayor Sam Abed and former U.S. Navy SEAL Larry Wilske have all joined the race as Republicans. Former Rep. Darrell Issa, who declined a re-election run in the 49th District in 2018, could also join the race. Campa-Najjar, meanwhile, essentially never stopped campaigning after losing last year and is likely to have a war chest prepared for another attempt to flip the seat. ``More than half a dozen Republicans are now eyeing a challenge against me for CA-50,'' the Campa-Najjar campaign said in a statement last Friday. ``This is an internal battle that party elites will have to figure out amongst themselves.'' In previous challenges for major office, DeMaio lost to Rep. Scott Peters, D-San Diego, in 2014 and to Bob Filner in the 2012 race for San Diego mayor. SAN DIEGO (CNS) - A man who ambushed a janitorial worker at a Little Italy coffee shop at knifepoint, tried to sexually assault her and stole her SUV, was sentenced today to 14 years in state prison.Christopher Merron, 28, was also ordered to register as a sex offender for life.The attack occurred around 4:30 a.m. last Oct. 14 as the victim was cleaning the coffee shop in the 1700 block of India Street. Merron pushed the woman into a back room, took her car keys and threatened her with a knife, according to police and prosecutors.Following a struggle, she was able to break free and run out of the building, said San Diego police Lt. Jason Weeden.The assailant fled in the woman's 1998 GMC Jimmy. Merron was arrested in Mission Valley the next day and the victim's SUV was recovered, Weeden said.Merron pleaded guilty in January to assault with intent to commit a sex offense, robbery and sexual battery charges and admitted a knife-use sentencing enhancement allegation. Other charges, including kidnapping with the intent to commit a sex offense, attempted oral copulation, false imprisonment with force and auto theft, were dismissed at sentencing. 1165

  

SAN DIEGO (CNS) - A local privacy rights coalition Wednesday heralded the San Diego City Council's consideration of ordinances regulating the use, acquisition and funding of surveillance technology and establishing a Privacy Advisory Board.The council voted unanimously Tuesday to adopt both ordinances, which are intended to increase accountability within city government and law enforcement."My council colleagues joined me in taking the necessary next step to protect the civil rights and civil liberties of all San Diegans," City Councilwoman Monica Montgomery Steppe said.RELATED: Cameras in San Diego's controversial Smart Streetlights turned off — for now"The city of San Diego has a chance to lead here, and I look forward to the continuous collaboration with community organizations, my colleagues on the council and our city departments to ensure that we do."The movement towards an advisory board "started because our government and public officials failed us," said Deputy Public Defender Genevieve Jones-Wright, a member of The Transparent and Responsible Use of Surveillance Technology SD Coalition.Montgomery Steppe and supporters of the two proposed ordinances "changed the direction in which surveillance in San Diego was going -- even in the face of opposition by the very officials who led us into the quagmire," Jones-Wright said.Lilly Irani, an associate professor of communication and science studies at UC San Diego, said that for decades, technology companies "have been given free reign to design and deploy with little democratic oversight. People are saying that democracy also applies to technology that affects your life, not just to budgets or to who you elect."Seth Hall, of TechLead San Diego, said the council's actions will do more to protect the public from the harm of mass surveillance."With the passage of these ordinances, our leaders and our citizens are in unison demanding that the future of mass surveillance be very different from the past," Hall said.The surveillance ordinance will require transparency, accountability and oversight for all surveillance technology proposals and ensures the public can learn about the civil rights and civil liberties impact of surveillance technology before it is acquired by the city.If acquired, the use of surveillance technology must be re-examined each year to ensure any benefits outweigh the potential civil liberties and civil rights costs.The Privacy Advisory Board will provide residents with a public process to evaluate how the city monitors its residents. The creation of such a process is intended to allow the city to respond appropriately to concerns about civil liberties and privacy during a time of rapidly evolving technology.Montgomery Steppe said these ordinances will add the oversight required to build and maintain public trust.San Diego Police Department Chief David Nisleit raised concerns about the way the ordinances were written. He said while he supported oversight, the laws were "drafted with little to no input from law enforcement, victim advocacy groups" and other parties.Nisleit urged a more cautious, measured approach to the ordinances.Tuesday was the first reading. SAN DIEGO (CNS) - Health officials Wednesday announced the deaths of two more residents in San Diego County due to influenza-related complications, bringing this flu season's confirmed death toll to five. A 78-year-old North County woman died earlier this month and a 70-year- old woman died in July, but both deaths were only reported last week, according to the county Health and Human Services Agency. Both women, who were not publicly identified, had no record of receiving a flu shot and both had additional medical issues, HHSA officials said. RELATED: San Diego's flu cases more than double over previous seasonThe HHSA also reported that 122 flu cases were confirmed throughout the county last week, bringing this season's total to 731 cases to date. Only 353 cases had been confirmed at this time last flu season, which the county tracks concurrently with the fiscal year that begins July 1. ``Influenza can be deadly, especially for elderly people, young children and people with compromised immune systems,'' said Dr. Wilma Wooten, the county's public health officer. ``Our condolences and sympathy go out to the families of the two women.'' County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like lung disease and people age 65 or older.
