SAN DIEGO (KGTV) — Residents in Ocean Beach are taking their concerns over what they say is a dangerous intersection to the OB Planning Board.Isaac Darby, Vice President of the OB Neighborhood Watch, says the intersection in question is Saratoga Ave. and Ebers St., situated near a children’s park and blocks away from Ocean Beach Elementary.The OB Neighborhood Watch group wants to see a four-way stop sign at the intersection. “People kind of pick up momentum seeing that the stop sign on Santa Monica is the last one all the way before the stoplight at Voltaire, so it’s kind of the last stop before you just can bonsai out of town,” said Darby.In addition to speeding, he says large trucks are often parked on the street causing blind spots. Darby says the intersection is most dangerous during the morning and evening commutes, for both drivers and pedestrians.Darby’s initial application to the city for a four-way stop sign was denied; he was told it didn’t meet city requirements. Now he and other residents are taking their concerns to the OB Planning Board in hopes of building a stronger case.The OB Planning Board Chair says the board can request a traffic study. Once it's complete, the city will review it and make a recommendation. “My plea is do something proactive before we have to be reactive and someone gets hurt or worse,” said Darby. “A lot of the little accidents and fender benders aren’t reported.”Darby says the community is only growing and that they hope to get ahead of problems. 1518

SAN DIEGO (KGTV) - San Diego business legend Frank Fornaca died Wednesday at the age of 94.Fornaca's father started a family bakery in San Diego in 1912. More than 50 years later, the Fornacas went into the car business.The family still runs Frank Toyota, Subaru, and Hyundai. The dealerships are known for their catchy phrase, "Is that you, Frank?"Fornaca suffered from congestive heart failure. Faulconer and SDPD police chief David Nisleit said they are looking to build on recent police policies on officer use of force.Faulconer, Nisleit, and other public officials made a formal announcement Wednesday afternoon."We hear what the community's concerns are,” San Diego Police Chief David Nisleit said. “The preservation of human life is our number one priority.”Nisleit said that de-escalation is a number one priority for the department.“De-escalation steps include things like creating a buffer zone between an officer and a subject to reduce tensions, or calling on specialized resources such as psychiatric emergency response team,” Mayor Kevin Faulconer said.“These policies are meant to protect the officer as much as the subject and prevent escalation as much as possible before force is used,” he added.“The officer must intervene,” Nisleit said when talking about officers stepping in when officers see excessive use of force.The announcement comes weeks since Nisleit said his department would stop the use of a hotly criticized carotid restraint procedure.SDPD, along with numerous other local agencies, stopped this technique in response to protests across the county after video surfaced showing a Minneapolis officer kneeling on Floyd's neck for nearly 10 minutes.
