(CNN) - Eager to catch an elusive killer, authorities released a composite sketch Thursday of a suspect in the drive-by shooting of a 7-year-old girl.Jazmine Barnes was killed while riding in a car with her family Sunday morning. Since then, the Texas girl's senseless death has garnered nationwide attention.Tips have poured in to investigators in the Houston area, but the gunman is still on the loose.The sketch was compiled from descriptions given by Jazmine's mother and three sisters, who were also in the car. Authorities said a man in a red or maroon pickup drove up next to them around 7 a.m. and opened fire for no apparent reason.The Harris County Sheriff's Office also released an enhanced surveillance video of the suspect's pickup."We're not going to rest until we find justice for Jazmine," Harris County Sheriff Ed Gonzalez told reporters.The sketch shows a white man in his 40s with a 5 o'clock shadow. He was driving a red, extended-cab pickup.'My baby is not responding at all'In an interview with CNN, Jazmine's sister, Alexis Dilbert, and mother, LaPorsha Washington, recalled the truck pulled up to their passenger side before going around to Washington's driver's side as the family made an early morning coffee run."I didn't even hear the first gunshot. All I remember is my glass shattering on my window, and then I heard the shots go off," said Washington, 30."I think I'm hit in my arm," Washington recalled saying to her daughters. She was later hospitalized for her injury.Washington said she realized Jazmine had been shot after Alexis, who is 15, called Jazmine's name and she didn't answer."When she said Jazmine the third time, I turned the light on in the car and turned around and looked at my baby," Washington said. "She was leaned over on the door and blood was everywhere."Washington told another daughter, who was in the backseat with Jazmine and her 6-year-old sister, to call 911.She told Alexis, who was in the front seat, to search the internet for the nearest hospital: It was seven minutes away.Washington said she made a U-turn and hopped back on the Sam Houston Tollway, speeding, heading for the hospital.But her car started to shake."When my car started to shake, I told my babies ... 'y'all, the tire is out,' " she said, sobbing. "I can't make it no further. I'm sorry.""Get help. Please, get help," she said she told her two teenage daughters, who jumped out and tried to flag down drivers on the freeway.Alexis said: "Me and my sister got out the car and we just started, like, shouting for somebody to come and nobody was stopping. Everybody just kept passing us by."Washington said she kept passing out during the wait for help. A good Samaritan stopped and called 911, Washington said."Sir, can you just get my baby and get her to the hospital?" she said to the man. "I think my baby's not responding at all."Washington said she suspects the attack may have been racially motivated. She said she didn't have tinted windows, and the gunman could see "a black mother with four beautiful children, girls, in this car."The sheriff has said the family didn't appear to do anything to incite the truck's driver.'We're missing our set'Washington's hand was in a sling as she sat in her home Thursday. She laughed recalling the memories of her daughter.She said Jazmine was her "love child," who would hug and kiss everyone, even strangers. She liked the color purple and dressing up in her mother's clothes.Her favorite song was "Wake up in the Sky" by Bruno Mars, Gucci Mane and Kodak Black, Washington said.In the car, she usually sang louder than the radio, her mother said."I swear, they keep me on my toes 24/7. They're so amazing," Washington said of her children. "We're missing our set."Washington said her youngest, the 6-year-old who witnessed the shooting, drew a picture on Thursday of her and Jazmine playing."It's like what can I say to her, what can I do for her? ... Martin Luther King Jr., said there needs to be more public dialogue about what happened to Jazmine."Just a baby," King tweeted. "It is truly unconscionable what's happening to children in America and how the murder of this precious little Black girl isn't permeating our media as much as a wall. Does America care about Black and Brown babies inside or outside of its borders?"Even for officers accustomed to horrific crimes, Jazmine's death has had a profound personal impact."Help us find this monster before he murders another innocent child," tweeted Joe Gamaldi, president of the Houston Police Officers' Union. "Prayers for Jazmine's family, no parent should have to bury a child."Attorney S. Lee Merritt, who is advising Jazmine's family, said the grief is compounded by the unknown."The inability to capture or even identify this killer is really weighing heavily on that family," he said.Jazmine's father, Christopher Cevilla, thanked the countless supporters who are trying to help. "This is so manipulative."That's an anchor at a local TV station owned by Sinclair, describing the company's latest mandate, a promotional campaign that sounds like pro-Trump propaganda.Internal documents call the new initiative an "anchor delivered journalistic responsibility message."But the staffers who shared the documents with CNN say the promos are inappropriate -- yet another corporate infringement on local journalism."At my station, everyone was uncomfortable doing it," a local anchor said. The person insisted on anonymity because they believed they would be fired for speaking out.Other local anchors also said the promos were a source of dismay in their newsrooms.As scripted, the promos decry "fake stories" from national news outlets -- echoing President Trump's inflammatory rhetoric about "fake news."The promos are supposed to start airing on local stations later this month. The instructions sent to station news directors say that the 60- and 75-second spots should run frequently "to create maximum reach and frequency."The promo requirements are the latest reason why some Sinclair journalists are upset with the company's Maryland-based management. In recent years Sinclair's owners, the Smith family, have made several programming decisions that reflect a right-wing agenda.Most noticeably, pro-Trump commentaries by former Trump aide Boris Epshteyn have cut into local news time. Local journalists have also bristled at so-called "must run" packages about subjects that aren't relevant to local audiences -- but are hot-button stories for conservatives. The "Terrorism Alert Desk" is a regular segment about security threats around the world.Sinclair's political bent has been a factor in its pending acquisition of Tribune Media. Sinclair is already the biggest owner of local television stations in the country -- with 173 it either owns or operates -- and Tribune will give it dozens more, furthering the company's ambitions. Some analysts believe Sinclair wants to rival Fox News, although officials at Sinclair have rejected those suggestions.The FCC is currently reviewing the Tribune deal. Sinclair critics -- Democratic lawmakers and some of the company's Republican rivals -- have alleged that the FCC has given Sinclair preferential treatment.With all that in mind, these mandated promos show how the company wants to position itself in local markets from coast to coast.The instructions to local stations say that the promos "should play using news time, not commercial time." Like the Epshteyn commentaries, this takes away from local news time."Please produce the attached scripts exactly as they are written," the instructions say. "This copy has been thoroughly tested and speaks to our Journalistic Responsibility as advocates to seek the truth on behalf of the audience."The promos begin with one or two anchors introducing themselves and saying "I'm [we are] extremely proud of the quality, balanced journalism that [proper news brand name of local station] produces. But I'm [we are] concerned about the troubling trend of irresponsible, one sided news stories plaguing our country."Then the media bashing begins."The sharing of biased and false news has become all too common on social media," the script says. "More alarming, national media outlets are publishing these same fake stories without checking facts first. Unfortunately, some members of the national media are using their platforms to push their own personal bias and agenda to control 'exactly what people think' ... This is extremely dangerous to our democracy."Then the anchors are supposed to strike a more positive tone and say that their local station pursues the truth. "We understand Truth is neither politically 'left or right.' Our commitment to factual reporting is the foundation of our credibility, now more than ever."On its face, some of the language is not controversial. But that's precisely why some staffers were so troubled by it. The promo script, they say, belies Sinclair management's actual agenda to tilt reporting to the right."I felt like a POW recording a message," one of the anchors said.Scott Livingston, the company's senior vice president of news, read an identical promo script last year. The promo was aired on Sinclair's stations, and this new initiative is an apparent follow-up."Promo messages, like the one you are referring to, are very common in our industry," Livingston said in a statement to CNN on Tuesday, prior to publication of this article. "This promo addresses the troubling trend of false stories on social media [Livingston's emphasis], and distinguishes our trusted local stations as news destinations where we are committed to honest and accurate reporting. This promo reminds our viewers of this mission."After this story was published, Livingston sent CNN another copy of the script. It had one big difference: The word "national" was missing. Instead, it said "some media outlets" publish "fake stories."The rest of the language remained the same. Livingston said this script was "distributed yesterday to our stations." He declined to answer other questions on the record.The instructions for producing and airing the localized versions went into great detail about how the promos "should look and sound," according to another document obtained by CNN."Talent should dress in jewel tones -- however they should not look political in their dress or attire," one of the documents says. "Avoid total red, blue and purples dresses and suits. Avoid totally red, blue and purple ties, the goal is to look apolitical, neutral, nonpartisan yet professional. Black or charcoal suits for men...females should wear yellow, gold, magenta, cyan, but avoid red, blue or purple."At the end of the promo, viewers are encouraged to send in feedback "if you believe our coverage is unfair."The instructions say that "corporate will monitor the comments and send replies to your audience on your behalf."In other words, local stations are cut out of the interactions with viewers. SAN MARCOS, Calif (KGTV) - A North County military veteran and Cal State San Marcos student is spearheading an effort to expand a veterans remembrance wall in San Marcos. The wall stands at Helen Bougher Memorial Park, and it was funded and put up by a veterans group in 2009, but spots filled-up close after about two years. The open spaces left on the wall now are reserved for POWs and those KIA or MIA. "Unfortunately, I was the one that had to tell all the veterans and their families that there was no room left on the wall, which was unacceptable," said Heidi Rassat, a co-founder for the remembrance wall. Jason Beyer said he believes he was the last to purchase a tile before requests were capped. Now, the ex-Marine is on a mission to add more spaces to the wall. "I think about my co-workers who have passed away, and doing this project keeps their memory alive for me," Beyer said, adding veterans should have the opportunity to be remembered. "They should have this space for their loved ones to remember them, to remember their service, remember their sacrifice," he said. Beyer started a group called the San Marcos Veterans Memorial Initiative. Beyer is also a student at CSU San Marcos, and he has gotten art students involved in designing a way to free up or add spaces to the existing wall. They hope to give design concepts to the city and hopefully begin fundraising next year. "The City of San Marcos is proud to honor our veterans, and we look forward to considering potential proposals for enhancing the memorial," said City Manager Jack Griffin. "(During) my time overseas, never did I think I would be part of such an important project," Beyer said. 1693
