SAN DIEGO (KGTV) – The Valley Fire has forced many East County residents to evacuate, but one homeowner said he and his family have decided to stay in their home and ride the situation out.Leo Prado told ABC 10News, “Where are we going to go? It’s not like we just have luggage and we can go into a hotel. We have animals here.”Prado said picking up and leaving his home in the Deerhorn Valley area, near Jamul, isn’t an easy task, especially with horses and dogs on his property.Prado and his family are staying put, as their area is only under a voluntary evacuation as of Tuesday afternoon.According to Prado, his property has not had power since the Valley Fire started on Saturday. The Valley Fire continues to impact SDG&E power lines in the area of the fire. Sheriff Bill Gore said in a statement that " I am stopping the use of the carotid restraint by my deputies effective immediately.""I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation," he added. SAN DIEGO (KGTV) - The San Diego Medical Examiner ruled the death of a teenager who jumped off a bridge in Carmel Valley was an accident. Ruben Ortiz, 18, was one of six people in a Nissan Altima on July 9 when the car crashed on SR-56.Two passengers got out of the car and ran away, officers said. Ortiz and 17-year-old Jesse Garcia jumped 80 feet off the bridge into Gonzales Creek, not realizing it was a dangerous drop, according to investigators. Garcia and Ortiz, who suffered multiple blunt force injuries, died at the scene. California Highway Patrol officers said Garcia had been driving the night of the crash. Investigators found an open beer can in the center console. SAN DIEGO (KGTV) - The son of a San Diego murder victim made a plea Friday for the public to help find his father’s killer.Salvador Hernandez, 26, was shot and killed February 16, 2008, in Oak Park.He and a woman were sitting in a parked car on Seifert St. near Holy Spirit Catholic Church at 3:30 a.m. when a pickup truck pulled alongside their car and someone inside opened fire.The woman recovered from her bullet wounds but Hernandez died, San Diego Police said.During a news conference outside police headquarters, family and friends, including Hernandez's mother, sister and 12-year-old son Angel spoke about their loss. "Please if anyone has any information, I'm begging you, I never knew him," sobbed Angel, before turning to his grandmother for comfort.  San Diego County Crime Stoppers, 888-580-8477, and the San Diego Police Homicide Unit, 619-531-2293, are requesting public tips with more information to find the killer.
