SHIJIAZHUANG, Sept.10 (Xinhua) -- Chinese Premier Wen Jiabao on Friday, the nation's Teachers' Day, called on teachers to dedicate themselves to rural education, improving teaching standards and contributing to the modernization of the country's education program.Wen made those remarks during a visit to a middle school in Xinglong County of north China's Hebei Province, which is about 135 km from Beijing.Teachers play a key role in primary education, which lays the foundation for a country's development, Wen said, adding that Chinese teachers had made contributions to the country's education cause and modernization drive through hard work and selfless devotion.Wen stressed it was important to improve rural education as it is a matter concerning the long-term development of rural areas and the improvement of people's skills.Persistent efforts would be made to ensure students in rural areas have universal access to schooling and modern education, he said.In 2007, China decided to waive tuition fees for students training to become teachers at six top teaching universities in Beijing, Shanghai, Changchun, Wuhan, Xi'an and Chongqing.To be eligible for free tuition, the student must agree to work at a primary or middle school for at least ten years after graduation and spend the first two years in a rural school.The first group of students who enrolled under the tuition-free program are scheduled to graduate next summer.Eight students from the Beijing Normal University who are in the program joined Wen in his visit to the rural school Friday.Wen urged the students from the university to develop a better understanding of China's rural area, contribute to rural education and help build their hometowns into better places after graduation.The premier asked them to make rural education their career and prepare themselves for hardships and challenges.He said the government would continue its support to the program of tuition-free education for normal school teachers and provide them with opportunities of receiving further education and grant favorable policies in employment.

HANOI, Oct. 29 (Xinhua) -- The cooperation among China, Japan and the Republic of Korea (ROK) is an important part of East Asian cooperation, and the correct direction of the tripartite cooperation should be firmly kept from a strategic perspective, Chinese Premier Wen Jiabao said Friday at a meeting of leaders of the three countries.The cooperation among China, Japan and the ROK, an important part of East Asian cooperation, has been developing soundly with the efforts of the three countries, Wen said when meeting with South Korean President Lee Myung-bak and Japanese Prime Minister Naoto Kan.The three countries should attach strategic importance to the cooperation among them and steer it in the right direction. BEIJING, Oct. 30 (Xinhua) -- China's primary energy consumption will be kept to between 4 to 4.2 billion tonnes of standard coal by 2015, Jiang Bing, director of the development and planning department of the National Energy Administration (NEA), said on Saturday.Jiang made the remarks at a forum held by the energy research institute of the State Grid Corporation of China.Primary energy refers to existing natural energy which does not need processing, such as fossil fuels, nuclear fuels, biomass energy, hydropower, wind power, solar power and others.As China has adopted a low-carbon development strategy, the country plans to raise the non-fossil energies ratio in its total primary energy consumption to 15 percent by 2020, and carbon dioxide emissions per GDP would be reduced by 40 to 45 percent by 2020 from 2005 levels, Jiang said.Thus, primary energy consumption must be kept to below 4.2 billion tonnes in the next five-year plan (2011-2015) to achieve the two targets, Jiang said.China's per capita energy consumption now stands at 2.5 tonnes standard coal per capita and, if left uncontrolled, China might see its energy consumption top 7 billion tonnes of standard coal in 2030, Jiang said.However, he explained that despite the huge total amounts, the per capita energy consumption would only be equivalent to current levels in Japan.Thus, the nation's economic growth mode transformation is quite necessary and it would be a strategic choice for China to control its total energy consumption in the 15 years, Jiang said.China's primary energy consumption topped 3.07 billion tonnes of standard coal in 2009, up 30 percent from 2005, according to the NEA.
