SAN DIEGO (KGTV) -- The Trump administration is targeting California for its sanctuary laws protecting undocumented immigrants.Immigrants in San Diego say they already live in fear of being split from their families. Those who came here for a better life say they are contributing to the economy and their communities. They say it's unfair to paint all undocumented immigrants as criminals.Jesus Mendez Carbajal, a DACA recipient and Human Rights Organizer for Alliance San Diego, believes the lawsuit is unfair and infringes on state's rights.However, some U.S. citizens say it's about time an administration took serious action against states.Brenda Sparks recently moved out of California because of its sanctuary laws. She doesn't believe the state is doing enough to protect its legal citizens.Now she lives in Mesa, Arizona.Almost seven years ago, Spark's son Eric was killed when an undocumented immigrant without a drivers license hit him. Sparks believes if the United States was tougher on illegal immigration her son would still be alive today. 1063

SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) - The target at the center of a murder for hire plot is suing his former business partner and his associates. Ninus Malan says, he suffers from severe emotional distress as a result of his business partners actions."I wish this would go away, but I wake up every morning, and it's there," Malan told 10News. In November, federal authorities charged Salam Razuki, Sylvia Gonzales and Elizabeth Juarez with offenses related to a conspiracy to kidnap and kill a business associate over a dispute involving real estate investment properties, most of which were leased to marijuana dispensaries.   According to a complaint filed on November 2018, in October of that year, Salam Razuki and Sylvia Gonzales met with a Confidential Human Source and asked the source to arrange to kill Malan. The complaint says according to Razuki and Gonzales, they had invested in multiple properties and business ventures together and were not involved in a civil dispute over their assets. The complaint alleges, "Razuki and Gonzales told CHS1 (confidential human source) that they wanted CHS1 to 'Shoot him in the face,' 'to take him to Mexico and have him whacked,' 'or kill him in some other way.'"Federal authorities say Elizabeth Juarez later joined Razuki and Gonzales, and the three talked about having Malan killed.The complaint says the confidential human source, Gonzales, and Juarez discussed a cost of ,000 for "the job." Federal authorities say during one of the meetings, Gonzales went to the Goldn Bloom Dispensary and returned with ,000 cash. "After the meeting, CHS1 provided agents with ,000 case provided by Gonzales," the complaint says.Federal authorities say, "according to the complaint, on November 15, 2018, the source met with Razuki and stated, 'I took care of it.'" Razuki replied, "So he will take care of it, or it's done?" The source replied, "Done." Malan told Team 10 investigator Adam Racusin that he's now forced to live his life day by day afraid for his family's safety. "My nine-year-old daughter had to see this on the news, and she knows all about it," Malan said. "I don't know how to explain it to her." Malan is suing Razuki, Gonzales, Juarez and a handful of businesses. The lawsuit alleges, interference with exercise of civil rights, unfair competition, intentional infliction of emotional distress and negligence. The lawsuit says the "defendants committed the acts herein despicably, maliciously, and oppressively, with the wrongful intention of injuring plaintiff, from an improper and evil motive amounting to malice, and with the conscious disregard of the rights and safety of Plaintiff and others." "Mr. Malan and Mr. Razuki were involved in a number of businesses together," said Malan's attorney John Gomez of Gomez Trial Attorneys. "That relationship kind of fell apart, so litigation commenced." Gomez says Razuki brought a civil suit against Malan and Malan filed a lawsuit against Razuki. "That's a big litigation involving a lot of money," Gomez said. "Mr. Razuki apparently thought it was ok to put a hit on Mr. Malan to eliminate him from the litigation." Gomez told 10News all the businesses and entities named in the lawsuit are affiliated with Razuki and participants in the litigation. "When he puts a hit on Mr. Malan to advance the litigation he's doing it on behalf of all of these businesses and people," Gomez said. With a criminal case underway, Malan was limited in what he was willing to discuss. He thanked the FBI, his family and told Team 10 investigator Adam Racusin he'll always be looking over his shoulder. "In the courts is where I'm seeking justice, not only for me but for my family who were terrorized by these people," Malan said. Criminal defense attorneys for Gonzales and Juarez have not yet responded to 10News requests for comment.Razuki's attorneys told 10News they have no comment. 4194

  

SAN DIEGO (KGTV) — There has been a recent spike in the number of school threats in San Diego County, with five this week alone.Three of those have resulted in arrests at Poway High, Fallbrook High, and El Capitan High. Law enforcement is investigating other threats at Scripps Ranch High and Steele Canyon High."We do see where it comes to school threats that they come in packs," District Attorney Summer Stephan told 10News during an interview Thursday afternoon at the Hall of Justice.She believes that because many of the threats are born out of attention-getting behavior, they may be copycat scenarios, explaining why they may occur in waves.RELATED: 665
