SAN DIEGO (KGTV) - A battle is brewing between the San Diego bay cruise companies over which companies can start up again and which ones cannot. Some companies are cleared to resume dinner cruises next weekend, while others are still stuck at the docks. On Hornblower Cruises & Events’ Facebook page, the announcement is up that it's reopening this upcoming weekend. Wednesday, the fleet was docked but starting Saturday, the company is offering dining cruises through the bay. “At the moment, we have not been permitted to leave the dock,” said Carole Noska, owner of Charter Services. She told 10News that her boat and other charters still can't operate bay tours. County guidelines only permit recreational boating, not charters, and the recreational sailing is only for passengers within the same household. The County reports that dining cruises, though, are fine to set sail so long as they operate within the County's dine-in guidelines for restaurants.“We probably lost ,000 to ,000 over Memorial weekend after having already been at the dock for the last two months since COVID started," Noska told 10News and added, “Those of us in the legal charter community the credentialed vessels for charter would just ask that the County and the Port and the State level the playing field.”In a press release, Hornblower Cruises & Events provided an extensive list of safety measures its implementing, including social distancing aboard, and facial covering requirements. The company sent 10News the following statement on Wednesday."In accordance with the latest Stage 2 Variance which now permits dine-in restaurants to operate, we are thrilled to be able to offer a limited choice of seated dining cruises starting this weekend. Like other restaurants within the County, we are adhering to the specific guidelines laid out in the San Diego Safe Onsite Dining Plan for Restaurants and the State guidance for Dine-in restaurants. In addition to already stringent cleaning protocols, we are adapting the onboard experience to reflect the need for social distancing, alongside elevated health and hygiene practices. So, while our Guests can still expect the same high standards and welcoming service, they can be assured we are fully compliant with all relevant and necessary requirements."Flagship Cruises & Events is starting dining cruises as well, but the company is also doing bay tours which is in violation of the County health code. SAN DIEGO (KGTV) - A 29-year-old Cal Fire firefighter who died Monday after a training hike is being remembered. Yaroslav Katkov was hiking Sunday with his crew from Cal Fire / San Diego County Fire Station 16 in De Luz when he had a medical emergency, Cal Fire Director Thom Porter said. Katkov was flown to Temecula Valley Hospital in Riverside, where he died Monday morning. His cause of death was not specified. “On behalf of all Californians, Jennifer and I extend our sincere condolences to CAL FIRE Firefighter Yaroslav Katkov’s family, friends and colleagues during this difficult time. It’s the work of brave firefighters like Yaroslav that keep our communities safe, and we are deeply grateful for his service,” said Governor Gavin Newsom. Newsom and Porter ordered flags at the Capitol and Cal Fire facilities to be flown at half staff.Porter said Katkov joined Cal Fire as a seasonal firefighter in August 2018. SAN DIEGO (KGTV) - A College Area homeowner got a huge shock when he returned home from a camping trip: The presence of some uninvited guests.Bill Yogerst left Saturday at 12 p.m. from his home on Catoctin Drive. On Monday morning, he got a call from his roommate, who had also been out of town, telling him the grates on the outside of the granny flat had been damaged.     Inside the house, there was one disturbing discovery after another.    "There was a trail of dirt in the shower. They had urinated on the toilet. He also found shoes and some sweatpants in his hamper that didn't belong to him. Neighbors spotted them in the driveway on Sunday. Yogerst says they found his hidden spare key and walked right in."It was like a Holiday Inn. SAN DIEGO (KGTV) - A former gang member who turned his life around in stunning fashion just got accepted to four different universities, including UC Berkeley and UC San Diego. 10News first met Apollo in 2010, as he and several others went to court to get off a gang injunction list for an Oceanside street gang.  An injunction prevents gang members from doing activities in certain areas, like associating with each other.  At that time, Apollo told us he had been out of the gang for several years after four years inside as a teenager."What hurt the most is hurting my mother... You want to amount to something, so (when i decided to get out) I'm trying to do this for her," said Apollo.Apollo was removed from the list about a year later, which is a rare feat. Among the requirements: written explanations, background checks, and approval from prosecutors and a judge.Since then, he has gone on to Palomar College, earned awards at speech and debate competitions, and at the age of 30, he just got accepted to four schools, including UC Berkeley and UCSD.  He's leaning towards Berkeley, though he isn't sure he can pay for it.  He's hoping to have a career in communications or social welfare so that he can help his community."Sometimes I can't believe it and sometimes I feel I should be doing more.  You want to leave something for them to look at, to hopefully inspire them to do more and succeed," said Apollo. 1473

SAN DIEGO (KGTV) — A California couple who operated a charity that claimed to provide goods to San Diegans in need has been sentenced to prison.Geraldine Hill and Clayton Hill pleaded guilty to the charges of conspiracy to commit mail fraud and tax evasion in June, according to the U.S. Attorney for the Southern District of California. Geraldine has been sentenced to 15 months in prison while Clayton was sentenced to 9 months in prison.The couple operated On Your Feet, also known as Family Resource Center. From 2011 to 2016, the pair obtained more than .35 million in donated clothing and other items and claimed the items would be given to the needy, according to prosecutors. The items were supposed to benefit low-income families in San Diego.“While fraud is always wrong, the theft of charitable donations that were to be used to help San Diego’s low income families is particularly disheartening,” said Acting FBI Special Agent in Charge Omer Meisel. “This type of fraud and deceit for personal gain simply cannot be tolerated. The FBI is committed to ensuring that white collar predators don’t prevent those less fortunate from receiving all the benefits that generous donors provide to seemingly legitimate non-profit organizations.”The Hills only donated about ,000 in charitable donations and sold the remaining items, using the proceeds to support themselves, their family, and lavish spending, prosecutors say. Between January 2011 and February 2017, the couple spent nearly 0,000 from personal and charity bank accounts on luxury retail, vacations, entertainment, and vehicles.
