BEIJING, Dec. 27 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its week-long meeting on Saturday, with approval of the amendments of the Earthquake Prevention Law and the Patent Law.     President Hu Jintao has signed on the two amendments for them to take effect.     The session was presided by Wu Bangguo, chairman of the NPC Standing Committee and member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau.     A resolution was adopted at the meeting, deciding that the Second Session of the Eleventh NPC will be inaugurated in Beijing on March 5, 2009. He praised the State Council and local governments for their efforts to achieve these goals.     In his speech, the top legislator analyzed the international and domestic situation, and he warned that while carrying out a pro-active financial policy, substantial efforts must be made to prevent low-level and overlapped construction and a new round of urban expansion.

DESTROYER WUHAN, Dec. 30 (Xinhua) -- A Chinese naval fleet en route to the Gulf of Aden and waters off Somalia for an escort mission against pirates completed its first replenishment at sea Tuesday.     The fleet, two destroyers and a supply ship, has entered the Indian Ocean after a four-day voyage which set sail from China's southernmost island province of Hainan.     In the afternoon, the supply ship Weishanhu successfully refueled the two destroyers Wuhan and Haikou with several hundred tons of oil, an operation that an official for fleet support described as "highly efficient."     The fleet will cruise for about 10 days before arriving in the Gulf of Aden to join a multinational patrol in one of the world's busiest sea lanes endangered by surging piracy.     The recent pirate attack on a Chinese fishing vessel has raised great concern of the Chinese government and people. Statistics showed that some 1,265 Chinese commercial vessels have passed through the gulf so far this year and seven have been attacked.     The UN Security Council has adopted four resolutions calling on all countries and regions to help patrol the gulf and waters off Somalia since June. The latest resolution authorized countries to take all necessary measures in Somalia, including in its airspace to stop the pirates. UNITED NATIONS, Jan. 13 (Xinhua) -- The Chinese government is actively promoting the relief of tension in Gaza, and China is ready to work with the international community to bring all the parties concerned back to the negotiation table at an early date in a bid to achieve the peaceful, just and durable settlement to the Palestinian-Israeli issue, a Chinese envoy said here Tuesday.     Zhang Yesui, the Chinese permanent representative to the United Nations, made the statement as he was speaking at the closed-door meeting of the UN Security Council on the Gaza conflict, which has left more than 900 Palestinians killed and 4,000 others injured.     Zhang told the Security Council that the Chinese special envoy on the Middle East issue, Sun Bigan, began his visit to Egypt, Israel and Palestine on Sunday for mediation for peace in the region.     China is gravely concerned about the growing escalation of tension in Gaza, and it is regrettable to see that the new Security Council resolution, adopted last Thursday to call for an immediate, durable and fully respected ceasefire, went unheeded by warring parties, he said.     At present, the top priority is to achieve the full implementation of the UN truce resolution -- the immediate ceasefire, the withdrawal of Israeli forces from Gaza, a halt to the firing of rockets into Israel by the armed Palestinian faction, and unimpeded access of Gaza to the humanitarian relief goods, he said.     At the Tuesday council meeting, UN Secretary-General Ban Ki-moon briefed 15 council members on his upcoming visit to the Middle East, which will take him to Egypt, Jordan, Israel, Turkey, Lebanon, Syria and Kuwait.

NEW YORK, Jan. 5 (Xinhua) -- The New York Stock Exchange (NYSE)on Monday kicked off its trading session with a special ceremony marking the 30th anniversary of the establishment of diplomatic relations between China and the United States.     In a symbolic move, Stephen A. Orlins, president of the U.S. National Committee on U.S.-China Relations (NCUSCR), rang the market's Opening Bell. He was accompanied by Dr. Henry Kissinger, a key trailblazer and eyewitness for the normalization of U.S.- China relations.     The two countries formally established their diplomatic ties on Jan. 1, 1979.     Zhang Yesui, China's UN permanent representative, said the bilateral relations of China and United States is of great importance, not only to the two peoples, but also to the world peace and security, and the global economic development.     Dr. Kissinger, who visited China in 1971, said he is optimistic about the future of the bilateral relations of China and United States. "It is now a pillar of the international order. And peace and prosperity of the world depend closely on the Sino-U.S. relations," he said.     Talking on areas of further co-operation between the two countries, Dr. Kissinger said first of all China and United States should develop a common solution on how to overcome the current international financial and economic crisis, and develop a program of collaboration to tackle the issue.     And "on the key problems that exist in the world -- proliferation, energy, climate change, environment -- China and United States can be a key to a solution of these problems," he said, "So the strategic dialogues between China and United States should not only continue, but be reinforced and strengthened."     NCUSCR President Orlins called the NYSE celebrating ceremony "a real testimony, not only to the historical events, but also to how far we have come."     "When we established diplomatic relations exactly 30 years ago on January 1st, we could not have imagined that we would have Chinese companies listed on the NYSE, whose market capital is in excess of 800 billion U.S. dollars," Orlins said, "It is just remarkable."     Currently, there are 41 companies from Chinese mainland listed with NYSE, the premier U.S. listing venue for non-U.S. companies.     Duncan L. Niederauer, CEO of NYSE Euronext, told Xinhua that he has taken the relations with China as one of his most important initiatives during his years as chief executive. He also suggestedthe Chinese companies to "stay the course" and stick to the good business when dealing with the global financial crisis and economic downturn.     "There is always years like this in global markets where it is a very very tough ride. I think there are a lot of terrific companies in China. They either already listed or are in the queueto be listed, and we're gonna continue to support them through the ups and downs," Niederauer said, "I believe their fortunes will improve overtime and we just need a long-term outlook of it."     NYSE was the first foreign exchange to receive approval to open a representative office in China. After the opening of its Beijing office on Dec. 11, 2007, NYSE has signed memorandums of understanding with China's Dalian Commodity Exchange and Zhengzhou Commodity Exchange in co-operations in the futures and options markets.     Among the guests to the Monday ceremony were Peng Keyu, Chinese consul-general in New York, and Jan Berris, vice president of the NCUSCR.
