BEIJING, Dec. 26 (Xinhua) -- With the New Year and China's Spring Festival approaching, China will improve efforts to stabilize prices and ensure abundant supply of essential commodities, according to an official circular issued Sunday.Cracking down on price speculation and related market manipulation should be high on agenda of governments at all levels, according to the circular issued jointly by the General Offices of the Communist Party of China (CPC) Central Committee and the State Council, or China's Cabinet.The circular also urged for improved supervision on the food and medicine market and demanded work concerning water, power, oil, gas and heating supplies to be handled well.It called on related departments to distribute subsidies for low-income groups in a timely way and make arrangements to help people, especially those in disasters-hit areas, to get through the winter with enough supply of necessities.Party and governmental organs should abstain from extravagance and embezzlement of public fund must be strictly prohibited, it said, ordering discipline inspection authorities, auditing agencies and finance departments to enhance supervision.According to the circular, special inspection campaigns will be launched in sectors, including mining, transportation, construction, and fireworks manufacturing, to tighten safety measures and prevent accidents.Stressing security in passenger transportation, the circular said cargo overloading, using fatigued operators or running unlicensed transportation operations are prohibited.It further called for efforts to safeguard social order and to combat violent and mafia-style crimes, property embezzlement and economic crimes.

BEIJING, Dec. 22 (Xinhua) -- Chinese lawmakers have heard a series of the State Council's reports on the development of ethnic minorities, and regarding the country's health care reform and service industry, at a meeting Wednesday during the bimonthly session of the Standing Committee of the 11th National People's Congress (NPC), China's top legislature.The meeting was presided over by Ismail Tiliwaldi, vice chairman of the NPC Standing Committee.A total of 150 NPC Standing Committee members, including Wu Bangguo, chairman of the NPC Standing Committee, as well as other vice chairpersons of the NPC Standing Committee attended the meeting.Commissioned by the State Council, Yang Jing, minister in charge of the State Ethnic Affairs Commission, said in a report to the NPC Standing Committee that the Communist Party of China (CPC) and the central government's supports in policy, planning and funding for the ethnic minority groups and regions had yielded remarkable achievements in the country's economic and social development.In the report, Yang also pledged that the government would continue to step up infrastructure development in ethnic minority regions and spend more on education, medical services and poverty relief.Zhang Ping, director of the National Development and Reform Commission, delivered a report on deepening health care reform at the meeting.The reform had achieved various levels of progress in promotion of medical insurance, grassroots medical services and equal access of health care services for the public, Zhang said.Zhang noted that the government would further expand the coverage of the medical insurance system, intensify supervision over medical service providers and make more progress in the reform of the country's publicly-owned hospitals.Zhang also delivered a report on accelerating the development of the country's secondary industries. MOSCOW, Nov. 24 (Xinhua) -- Representatives and financial institutions from China and Russia on Wednesday signed 13 agreements worth eight billion U.S. dollars.Chinese Vice Premier Wang Qishan and Russian Deputy Prime Minister Alexander Zhukov, the two chairmen from each side of the Joint Commission for China-Russia Regular Meetings of Heads of Government, attended the signing ceremony held at the fifth China-Russia economic and trade summit forum.Among the deals were two financial agreements worth 236 million dollars, 10 cooperative agreements on economy and technology totalling 5.3 billion dollars, and one trade agreement worth around 320 million dollars.The agreements covered a wide range of areas including commercial trade, investment, mining, manufacturing, construction and telecommunications equipment.The signing of the 13 agreements has fully demonstrated the continuous deepening and broadening economic cooperation between the enterprises of China and Russia, thanks to the efforts of the governments of the two countries.
