BEIJING, Nov. 17 (Xinhua) -- Jia Qinglin, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), on Tuesday urged political advisors to contribute their wisdom to China's social and economic development.     Political advisors should watch closely the domestic and international economic situations and problems that China had in the process of development and put forward wise and pragmatic solutions, Jia said.     He urged political advisors at all levels to carry out in-depth study on the key issues including macro-economic policy, environmental protection, public resource distribution and reform of the income system.     Jia made the remarks at a chairman's meeting of the CPPCC National Committee.

BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. TAIPEI, Dec. 5 (Xinhua) -- The Kuomintang (KMT) Party won 12 county and city chief seats in Taiwan's local elections Saturday, while the opposition Democratic Progressive Party (DPP) landed four seats, voting results showed.     The KMT won 289 county and city lawmaker seats whereas the DPP won 128. Candidates with no party affiliations and those who did not run in the election through political parties won 170 seats.     The KMT also won a majority of 121 seats in the election of township chiefs, as opposed to the DPP's 34 seats.     The voting, also known as "three-in-one elections," lasted from8 a.m. to 5 p.m. Saturday.

ZHENGZHOU, Nov. 10 (Xinhua) -- Chinese President Hu Jintao has urged to establish and improve the mechanism of democratic self-governance of villages that can both secure the Communist Party's leadership and safeguard villagers' rights.     In a recent written instruction, Hu called on local officials to make efforts to improve the grassroot governance mechanism in rural areas in line with the basic conditions of the country.     Other leaders including Vice President Xi Jinping have also made similar instructions.     In a meeting on Tuesday in Zhengzhou, capital of central China's Henan Province, Li Yuanchao, head of the Organization Department of the Communist Party of China Central Committee, urged officials to study the leaders' instructions.     The building of grassroot governance organizations in rural areas must be strengthened, and the village-level democracy and self-government mechanism must be further improved, Li said.

SINGAPORE, Nov. 11 (Xinhua) -- Visiting Chinese President Hu Jintao met here Wednesday evening with Singaporean President S. R. Nathan, with both exchanging views on further developing bilateral ties between the two countries.     President Hu said that as the two countries are to celebrate the 20th anniversary of the establishment of diplomatic relations next year, China is ready to provide Singapore with a pair of pandas for joint research in a bid to further enhance the friendly feelings between the people of the two countries. Singapore hopes to further strengthen exchanges and cooperation with China in various areas such as economy and trade, tourism and education and to expand cooperation at local levels, he added.     Nathan said Singapore is also ready to expand cooperation with China in the area of human resource development.     Noting that Asia is frequently striken by natural disasters, Nathan said China has accumulated valuable experience in disaster relief during the severe earthquakes in Sichuan last year and in post-disaster rehabilitation for other countries to learn from.     Before the meeting, Nathan held a welcome ceremony for Hu.     President Hu arrived here Wednesday afternoon for a state visit to Singapore. This is the final leg of his two-nation Southeast Asia trip, which has already taken him to Malaysia.     During his stay in Singapore, President Hu will also attend the Economic Leaders Meeting of the Asia-Pacific Economic Cooperation (APEC) slated for Nov. 14-15.
