BEIJING, Dec. 14 (Xinhua) -- China's State Council, the cabinet, said on Monday that the government was discussing measures and policies for the healthy development of the country's real estate sector as house prices in some cities are rising too fast.     Housing prices returned to growth on month-on-month basis since March this year on record lending and the government's favorable policies to stimulate property consumption, including tax breaks and interest rates cuts.     But as the market recovers, housing prices in some cities are soaring too fast, which deserves "great attention", according to an executive meeting of the State Council, chaired by Premier Wen Jiabao.     In order to maintain the "stable" and "healthy" development of the real estate market, China will increase supply of smaller houses at medium-and-low price levels, continue to support residential consumption for improved housing while curbing speculation.     The country will also expand construction of housing projects for low-income families, aiming to help 15.4 million more poor households solve their housing problems by 2012, attendees agreed at the meeting.     Meanwhile, more efforts will be made during the next three to five years to improve living conditions for residents living in shabby houses in some cities, they agreed.     About 10 million households are still living in "shanty towns" in some cities across the country, the meeting revealed.     The central government will offer financial support to renovate those "shanty towns" during the next three to five years, they agreed, but did not say how much funding would be put in place.     Local governments should increase concrete spending in rebuilding these poorly-constructed houses. Social investment is welcomed at these projects, according to the meeting.

BEIJING, Nov. 26 (Xinhua) -- China has tightened settlement and sale of foreign exchange by individuals to curb non-normal cross-border capital inflow, according to a statement of the State Administration of Foreign Exchange (SAFE).     Banks should deny, review or report to foreign exchange regulators, individual purchases or settlements of foreign exchange suspicious of splitting up one deal into several smaller ones to dodge limits on the size of exchange transfer by one person, which is understood to be one of the channels for hot money inflow, said the statement on Wednesday.     Practices including one overseas individual or institution remitting foreign exchange to five or more individuals within China who settle them respectively, or five or more individuals buying foreign exchange and remitting them to one and the same overseas individual or institution, on a single day, every other day or consecutive days, are considered exchange splitting behavior, said the SAFE.     China in 2007 set the limit of up to 50,000 U.S. dollars per year for an individual to exchange between yuan and foreign exchange.

NANCHANG, Nov. 5 (Xinhua) -- Senior Chinese leader Zhou Yongkang has called for better understanding of new changes in the society, the nation and the world at large and urged more research and efforts in promoting social stability and harmony.     Zhou, member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the call during his visit to east China's Jiangxi Province on Wednesday. During his visit, Zhou also urged strengthening of the self-construction of the law enforcement organs so as to provide a better legal protection for the economic and social development.     When visiting Red Army veterans, Zhou said the people will forever remember the great sacrifice revolutionists of the older generation have made for the country. He pledged to them the determination to well build the nation. BEIJING, Nov. 22 (Xinhua) -- A Chinese lawmaker has proposed to hold people who use public funds on lavish banquets legally accountable so as to curb the widespread practice.     Zhao Linzhong, deputy to the National People's Congress, the top legislature, was quoted by Sunday's Workers' Daily as saying that social engagements in which dining and drinking is a must seriously undermined the work style of the government and social morals.     Zhao, also board chairman of Furun Holding Group Co. Ltd. in east Zhejiang Province, said some government officials and entrepreneurs had their health and work affected by excessive dining and wining and their health and work.     It is a common practice for Chinese to have banquets or drinking parties when treating important guests, on major occasions and during festivals. Some Chinese have taken advantage of drinking and wining opportunities to seal business deals or seek political favors.     A modest reception could make visitors think that they are not important to the host.     Zhao blamed the social tradition as part of the reason, but added that the lack of supervision and legal loopholes had made the practice continue to prevail.     China has no laws governing the excessive drinking and wining at public expenses.     In October, Fu Pinghong, head of a hospital at Gaoting township in east Zhejiang Province, was sentenced to 11 years in prison on corruption and bribery charges. He had allegedly spent 440,000 yuan (64,433 U.S. dollars) of public funds on drinking, wining and entertaining guests.     Zhao believed that lavishing public funds equalized to embezzlement of state assets and laws should be amended to add the criminal offence of extravagant and wasteful spending.     Laws should be established to regulate banquets at public expenses and the local governments' budgets on banquets should be approved by legislatures, he said.
