SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. SAN DIEGO (KGTV) - A homeowner in Clairemont hopes surveillance video is the key to tracking down the intruder who climbed straight through his window, before making off with some family heirlooms.Just off Balboa Avenue around 1:30 p.m. Monday, a man is seen ringing the doorbell at the home of Jeff Howell. After minutes of ringing and knocking, the man is recorded heading for the backyard, where he peers into the patio door and grabs a chair. He then pries open a locked window, steps onto the chair and into the home.MAP: Track crime happening in your neighborhood"Just a sense of violation," said Howell.The man is then seen on the phone, possibly with a lookout."You can hear him discussing 'it's safe now' or 'somebody just went by,'" said Howell.Moments later, the man heads straight for the bedroom closet, dragging out a small safe, before carrying it out the front door.By the time Howell saw his text alert, the intruder was gone. The man was in the home for about 15 minutes. Inside the safe: authentication documents for artwork and family heirlooms belonging to his 11-year-old son, including a silver spoon given to him at birth and something from his rodeo-competing great-grandfather, who has passed."He had a prize-winning, silver belt buckle. SAN DIEGO (KGTV) - A local marine is recovering from COVID-19 while deployed overseas.Jennifer Dulaney says her husband, Kyle, was deployed in April and is serving at a base in Okinawa. He tested for COVID-19 earlier this month.“My husband called me on a Monday morning as I was getting ready for work and said he felt like he was getting symptoms,” Jennifer said.Kyle got worse and was eventually sent to the ICU. His condition began to worsen that he qualified for the Remdesivir. It was described as an experimental drug, and doctors needed Jennifer’s permission to administer it to Kyle.Jennifer is a nurse and knew that COVD-19 could be very severe.“I know where COVID can go, they can spiral downwards real fast,” she said, “so for me, the benefits outweighed the risk.”Jennifer said he began to show improvement on the fifth day. She was able to him Friday morning.“They were drawing his lab work because that’s one of the things with the experimental (treatment), they have to watch things very closely,” she described, “but he actually laughed on the phone, he was able to talk to me without coughing. It’s amazing.”She hopes her husband will be out of the ICU within the next two days.During the difficult time, Jennifer took a leave of absence from her job. She said it was difficult to continue working as a nurse while worrying about her husband’s health. So to help with finances, a friend started a GoFundMe for their family. SAN DIEGO (KGTV) -- A restaurant destroyed by a fatal fire last October reopened just in time for the holiday crowds. Kojack's Greek American fusion restaurant has been a Mission Beach staple for more than three decades. But last October, a fire started near the roof of the building and destroyed the ice cream shop and Kojack's on the bottom floor, as well as the apartment rooms on the second floor. San Diego Fire-Rescue Department said 36-year-old apartment tenant, Aaron Porter died in the fire. Since the tragedy, the building and restaurant owner, Mike Soltan says he has worked tirelessly to get back onto his feet to reopen on his favorite holiday. "I never miss the Fourth of July on this beach for 33 years. So we tried so hard to make it, and finally, we did it." Soltan said. Longtime customer, Steve Grebing said he could not miss the grand reopening. "He [Soltan] kept saying in two weeks, two weeks. He was getting there, but now he is back here, so it's great," Grebing said. While the building itself is rebuilt, the renovations for the second floor are on hold. So no apartment tenants are able to live upstairs. Soltan also owns the ice cream shop next to Kojack's. Both shops reopened on July 4. 1226

SAN DIEGO (KGTV) -- A man who groped and sexually assaulted four female students as they walked to their off-campus housing near SDSU pleaded guilty Monday.Minda Shewangizaw, 20, pleaded guilty to charges including felony and misdemeanor counts of false imprisonment and sexual battery.All four victims in the case, who ranged in age from 17 to 19, testified during the preliminary hearing.One of the victims said she and her roommate were walking home after midnight when Shewangizaw came up behind her and “grabbed her butt.RELATED: Women testify against UC Riverside student accused of groping near San Diego State”Her roommate said she noticed someone walking behind them before he began to chase them. "I said, You need to leave. He grabbed my hand and pulled me toward him. He pulled my shirt down and grabbed my breast."She said she kicked Shewangizaw and was able to break free.Another victim testified that she and another woman were on a pedestrian bridge heading back to their dorm when she heard footsteps and was smacked on her “behind” by Schewangizaw."I was livid. I said, What are you doing? Don't do that! He laughed it off."She said she kept walking when the defendant made a remark about her breasts before pulling her shirt down and putting his hands on her chest.A witness said Shewangizaw then grabbed her breast and buttocks and trapped her against a rail before laughing and walking away.The sentencing is scheduled for June 12. 1460
