SAN DIEGO (KGTV) -- Gas prices in Southern California continue to rise sharply as prices throughout the rest of the U.S. continue to fall. According to GasBuddy, the national average is down two cents, currently costing .65 per gallon. In California, the average as of Sunday is .98 per gallon and could hit by late Sunday or Monday, GasBuddy says. In San Diego County, the average price per gallon has increased by more than 40 cents over the last 13 days, AAA reports. The jolting increase in gas prices is a result of lower supplies caused by maintenance issues at several California refineries. The issues are reportedly affecting the Chevron and Marathon refineries in Los Angeles County at the same time. It's unclear when normal operations will resume. SAN DIEGO (KGTV) - Following a surge in 911 calls from COVID-19 patients, the County of San Diego is now allowing hospitals to divert ambulances if their emergency rooms are already too full. The County reports that the new protocol was tested last weekend and proved to be successful. The County reports that this new type of diversion goes above and beyond the routine ambulance diversion of only a subset of patients that hospitals use on a regular basis.Hospitals across San Diego that are saturated are now allowed to request total ambulance diversion, meaning ambulances have to stop bringing in more patients. A letter posted this Tuesday from the County's Director of Emergency Medical Services details how the new protocol will help area hospitals recover from the rapid influx of patients.According to the County, “Hospitals on County Ambulance Diversion only accept patients who are so critical that they cannot survive transport to another facility (e.g., cardiac arrest, breathing problems that cannot be managed in the ambulance); thus, nearly all basic and advanced life support (BLS and ALS) ambulances must bypass a hospital on County Ambulance Diversion.”The County reports that a hospital can only implement the diversion in 4-hour blocks which must be approved or initiated by the County.Rob Lawrence with the California Ambulance Association explained Wednesday that this type of diversion allows for decompression. “It allows [hospitals] to get a bit of time to process those patients that have already come into their emergency departments. It also means that ambulances aren't sitting in the parking areas for up to four hours with a patient on board.”He added that it also aids the ambulance services because they can then move patients to hospitals where the wait times are lower. “What that means is [that] they can then return to service quicker which is of course good for the next patient or person that's going to call 911,” he told ABC10 News.According to the County, the new diversion protocol has been implemented by local emergency departments several times over the past few days. 2123

SAN DIEGO (KGTV) — FBI investigators are searching for a man they say robbed two Wells Fargo locations over the last two months. The man entered the Wells Fargo at 5522 Balboa Ave. just after 5 p.m. on Sept. 11 and handed the teller a note demanding money, according to FBI investigators. The man then left the bank on foot in an unknown direction.Investigators believe the same man also robbed another Wells Fargo location at 276 N. El Camino Real in Encinitas just after 3 p.m. on Oct. 6. He made the same demand via note and left.MAP: Track crime happening in your neighborhoodIn both instances, he received an unknown amount of cash. The man is described as white, in his 50s or 60s, standing about 6-foot-2-inches, and with gray hair. He wore a hat and sunglasses to cover his face in each robbery.Anyone with information is asked to call FBI San Diego at 858-320-1800 or Crime Stoppers 888-580-8477. 916

SAN DIEGO (KGTV) – Doorbell cameras catch all kinds of things these days. Animals, package thieves. But one Poway camera caught something else that has some parents and teachers scratching their heads.Joanne Woodward, a 2nd-grade Poway Unified School District teacher, says a doorbell camera caught a school board member hanging election flyers on door handles. The problem? The flyers featured scathing "report cards" of members up for re-election containing false information. "My students would be shocked, all of the students at our school would be shocked to think that an adult, a role model at our school, would do something like this," Woodward said. The video was taken in the days leading up to the election. It shows Poway Unified school board member Kimberley Beatty and her husband, Edward, placing the door hangers on handles in Poway. The "report cards" claimed that the two members up for re-election had colluded with criminals, used taxpayer dollars for themselves, and wouldn't let students speak at meetings."Just appalling," Woodward added. There's the issue of who the flyer claims paid for the materials: "Citizens for Sound Governance." A group that — if it really existed — would more than likely have to formally file to be a committee because of how much money they spent."The intention there was to undermine our re-election," said T.J. Zane, PUSD's board president. Zane was one of the targets as well, but won his election and is now president."It's just inappropriate, it's conduct unbecoming of a board member," Zane said. Some parents and teachers, echoing that, have already started to demand Beatty step down.10News tried to talk to Beatty at her home, but she told 10News, "no comment."The California Fair Political Practices Commission said they're looking into whether Beatty and her husband violated part of the political reform act.Zane left shaking his head, saying, "it was sneaky, it was done stealthily." 2012
