The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The funding changes will begin in 2021."The budget resulted in the cancellation of the new police recruiting class, cuts to overtime spending, and the transfer of certain police functions, including school safety, out of the NYPD," the DOJ said in its statement.The Justice Department also cited the refusal of city district attorneys to prosecute certain charges related to Black Lives Matter protests that have been ongoing since the May 25 death of George Floyd while in Minneapolis police custody."Both [New York City] Mayor [Bill] de Blasio and Gov. [Andrew] Cuomo have forcefully rejected federal law enforcement support," the DOJ concluded in its statement.The loss of federal funding would be a crippling blow to cash-strapped New York City, which lost billion in revenue amid the coronavirus pandemic. The city is currently facing a billion budget deficit that could result in as many as 22,000 municipal layoffs and furloughs in October.Requests for comment from the offices of de Blasio and Cuomo were not immediately returned.Seattle and Portland have also seen significant unrest in recent months since the death of George Floyd. In June, protesters in Seattle occupried a small area of the city of several weeks and vandalized an abandoned police precinct. The coronavirus pandemic has been responsible for more police officer deaths in the line of duty than any other cause combined in 2020, according to a non-profit dedicated to fallen police officers.According to the Officer Down Memorial Page, 101 police officers across the country have died after contracting COVID-19 while on the job. Eighty-two other police officers have been killed by other causes in the line of duty in 2020.A second non-profit, the National Law Enforcement Officers Memorial Fund (NLEOMF), lists around 110 officer deaths linked to COVID-19.Both Officer Down and NLEOMF only count officers who were known to contract the virus while in the line of duty and review each case before adding it to their count. Officer Down says it is reviewing an additional 150 fatal cases of COVID-19 that may be added to the count in the future."By the end of this pandemic, it is very likely that COVID will surpass 9/11 as the single largest incident cause of death for law enforcement officers," Officer Down executive director Chris Cosgriff told The Washington Post.Officer Down reports that 73 police officers died on Sept. 11, 2001 in the terrorist attacks, and more than 300 have died of cancer linked to recovery efforts in the years since.According to NLEOMF, the state with the most police officer deaths linked to COVID-19 is Texas, where 24 officers have died since the pandemic began. Another 12 police have died after contracting the virus in nearby Louisiana. Officer Down also reports that non-coronavirus related police officer deaths in the line of duty are down in 2020, despite widespread civil unrest. Thirty-one police have died from gunfire this year, the second-leading cause of death among officers in the line of duty. The family of Jacob Blake is hosting a gathering in Kenosha, Wisconsin on Tuesday ahead of President Donald Trump's visit to the city.The event, which will be held near the site where Blake was shot seven times in the back by a Kenosha police officer, will include a press conference with local officials and family representatives. The event will also include a community clean-up, a food drive, a healing circle, and a voter registration booth.Several days after police officers shot Blake during an Aug. 23 altercation, protests in Kenosha grew violent. The city estimates that million in property damages have been caused by looting and burning amid the unrest.Last Tuesday, 17-year-old Kyle Rittenhouse shot three protesters, two of them fatally, after he drove 20 miles to protect local businesses. Rittenhouse has been arrested in connection with the homicides; his lawyer says that Rittenhouse was shooting in self-defense.In recent days, protests in Kenosha have been peaceful and without incident.The event held by Blake's family comes hours before a visit to the city by President Donald Trump. Several Democratic politicians, including Kenosha's mayor and Wisconsin's governor, have asked Trump to reconsider, saying his presence could stoke more violence in the city.Blake was shot during an altercation with police on Aug. 23. Police say they were responding to a call about a man at a party who "shouldn't have been there."Police attempted to take Blake into custody but say he was non-compliant. At one point during the altercation, as Blake approached his car, Officer Rusten Sheskey shot Blake in the back at least seven times. The Food and Drug Administration (FDA) released a key report Tuesday that said a COVID-19 vaccine made by Moderna is safe and effective — the latest in a series of rubber stamp approvals that could allow the vaccine to be distributed by the end of the month.The FDA report on Tuesday upheld the clinical trials, which have shown the vaccine to be 95% effective with no severe side-effects. The Centers for Disease Control and Prevention has issued recommendations for those looking to receive vaccinations during the pandemic.The CDC said that anyone who needs a vaccine, they recommend getting them at a medical home to "ensure that patients receive other preventive services that may have been deferred during the COVID-19 pandemic.""However, vaccination at locations outside the medical home may help increase access to vaccines in some populations or situations, particularly when the patient does not have a primary care provider or when care in the medical home is not available or feasible," the CDC said. "Regardless of vaccination location, best practices for storage and handling of vaccines and vaccine administration should be followed.
