San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. He was not explicitly restricted from treating children, and the institutions category includes child and youth protection centres.”On its website the Quebec College lists Lemire as having an active status, but his practice is limited to administrative tasks without clinical activity.What's not listed in his profile is any disciplinary action taken against Lemire by the California Medical Board or U.S. courts. It lists a phone number to call for more information.Team 10 asked the Medical Board of California to comment on Lemire’s current situation in Canada.In a statement a spokesperson said, “The Medical Board of California (Board) is committed to consumer protection, transparency, and notifying consumers and out-of-state jurisdictions when a physician has been disciplined in California. The Board posts disciplinary actions on its website and sends subscriber alerts whenever a doctor has been disciplined. In addition, the Board regularly posts updates on its Twitter and Facebook pages whenever a doctor is disciplined. The Board works with the Federation of State Medical Boards and National Practitioner Data Bank to notify jurisdictions outside of California when doctors have been disciplined here.”Team 10 investigator Adam Racusin asked how situations are handled if a doctor is disciplined in another country, then applies for a license in California? The spokesperson said, “Whenever a doctor who is disciplined in a jurisdiction outside of California and applies for a license in California, the Board reviews the discipline as part of the licensure process.”In his interview with the Toronto Star, Lemire said officials with the medical college were presented with all the information and they agreed that he would get his license back. SAN DIEGO (KGTV) – Wednesday’s boycott by the Milwaukee Bucks of the team’s own NBA playoff game follows through on players’ promise to use their platform to demand change and social justice.Six years ago, players pressed league brass to take action against racism ignited by vulgar bigoted comments made by then-NBA team owner Donald Sterling.In 2014, the Los Angeles Clippers players were planning to walk off the floor during Game 5 of the Western Conference playoffs versus the Golden State Warriors. Players on both sides said they were frustrated over the league's soft punishment on Sterling and demanded the owner be banned.With pressure mounting for swift action, Adam Silver, the league's newly appointed commissioner, banned Sterling for life just three days after the scandal broke averting the boycott.Coincidentally, the Milwaukee Bucks staged Wednesday's boycott during Game 5 of the Eastern Conference playoffs.In a 10-minute audio clip posted by TMZ, Sterling chastised then-girlfriend V.Stiviano for posting pictures online of herself with African-Americans, including basketball Hall of Famer Earvin "Magic" Johnson.Sterling made the comments during an argument with Stiviano, who is part African-American."In your lousy f***ing Instagrams, you don't have to have yourself with -- walking with black people," he said in the audio clip."If it's white people, it's OK?" asked Stiviano, according to the recording. The service has also helped the eatery stay alive. In true holiday spirit, customers will see Santa and his Christmas elves deliver their food right to their car."If we could just dress up a little bit, and feel good about it, we can spread that positive energy in these tough times," says restaurant general manager Samantha Scholl.Scholl calls the last nine months devastating and an emotional roller coaster. She had to layoff close to 30 of her staff since March "We've had to pivot and change, and then we had to shut down and re-open. SAN DIEGO (KGTV) - As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035. Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932
